UCLG Africa Regional Caucus: Central Africa gets ready for the 9th edition of the Africities Summit in Kisumu, Kenya, from 17 to 21 May 2022
 
The city of Libreville hosted from 25 to 26 October 2021, the regional caucus of United Cities and Local Governments of Africa (UCLG Africa) for the Central Africa region. Each country was invited to be represented by the President and the Permanent Secretary of the national association of local authorities, the President of the national chapter of the Network of Locally Elected Women of Africa (REFELA), and a Representative of the Network of Young Local Elected Officials of Africa (YELO). Five of the seven countries in the region took part in the face-to-face work (Cameroon, Central Africa, Congo, Gabon and Sao Tome and Principe), and 2 countries participated through videoconference (Democratic Republic of Congo and Chad).

The Libreville meeting was the first in a series of regional caucuses organized in preparation for the 9th Africities Summit scheduled for 17 – 21 May 2022 in Kisumu, Kenya, during which the elective general assembly will take place on 20 May 2022, for the election the full and alternate members of the governance bodies of UCLG Africa.

UCLG Africa Regional Caucus for the North Africa region in Luxor (Egypt)

From 01 to 02 November 2021, the pan-African organization United Cities and Local Governments of Africa (UCLG Africa) is organizing its regional caucus for the North Africa region at Jolie Ville Hotel in Luxor, Egypt. The city of Luxor hosts the second in a series of regional caucuses organized in preparation for the 9th Africities Summit from 17 to 21 May 2022 in Kisumu, Kenya, within the framework of which the elective general assembly of UCLG Africa will take place on 20 May 2022.

Audience: The First Lady Dominique Ouattara exchanges with the President of REFELA, Mrs. Macoura Coulibaly Dao
 
The First Lady of Côte d'Ivoire, Dominique Ouattara exchanged with Mrs. Macoura Coulibaly Dao, President of the Network of Local Elected Women of Africa (REFELA) and Mayor of the commune of Foumbolo, on Tuesday, 26 October 2021, at her office in Cocody. The meeting was attended by Mrs. Dagnogo Karidjatou, Mayor of Sirasso in the Poro region, Vice President of REFELA-local and Mrs. Diomandé Salimata, Mayor of Djibrosso in the Woroba region, Secretary General of REFELA.

The exchanges, during this audience, focused among other things on the presentation of the activities of the Network of Local Elected Women of Africa (REFELA), but also, on the solicitude of the sponsorship of the wife of the Head of State for the launch of the campaign of African cities committed to the fight for zero children on the street. The First Lady, who is also President of the Children of Africa Foundation, accepted this request because of her decades-long commitment to the welfare of children in difficult situations in Africa.

Libreville confirmed as President of UCLG Africa, and Ms. Christine MBA NDUTUME, Mayor of Libreville, chosen by her peers as President of UCLG Africa until  22 May  2022

From September 27 to October 01, 2021, a delegation of the General Secretariat of UCLG Africa led by Mr. Jean Pierre Elong Mbassi visited Libreville in Gabon to establish contact with the Mayor of Libreville, Christine NDUTUME MBA who has just been confirmed as President of UCLG Africa until May 2022, after the acceptance of her electoral program by her peers from the Executive Committee of UCLG Africa.
In her electoral program, the Mayor of Libreville undertook to chair the organization with dedication and determination so that UCLG Africa contributes to the achievement of the vision defined by the members of the organization, namely, “to contribute to the unity of the continent and promote the development of Africa from its territories”.

Join us at Africities 9 Summit in Kisumu (Kenya) 

United Cities and Local Governments of Africa (UCLG Africa), the Pan-African Organization of Local and Regional Governments, is organizing from 17 to 21 May 2022, in Kisumu (Kenya) the 9th edition of the Africities Summit (Africities 9). The Summit is organized, under the High Patronage of the President of the Republic of Kenya, by UCLG Africa, in close collaboration and partnership with the National Authorities of Kenya, the Council of Governors and the County of Kisumu.
As a flagship event of UCLG Africa, the Africities Summit is considered to be the most important platform for dialogue organized in Africa on Decentralization, Local Governance, and Local Development, as well as on the contribution of Local and Regional Governments to the unity, the development and the integration of Africa.

The inclusion of the Climate Challenges of African territories in the objectives of the COP 26 (+). Available in French 
Working session between UCLG Africa and 4C Morocco 
 
On 13 October 2021, the African Local Governemnt Academy (ALGA) of UCLG Africa, paid a working visit to the headquarters of the Climate Change Competence Centre (4C) of Morocco in the framework of the preparation of its side event with ADEME during COP26. Presentations of both ALGA/UCLG Africa and 4C, including their mandate, vision and activities were made.  This visit was an opportunity for Dr. Zarrouk, Director of Development, Capacity Building, Knowledge Management and ALGA of UCLG Africa, to exchange with Ms. Rajae CHAFIL, Director of 4C on the next working collaborations and on the basis of the Memorandum of Understanding signed between UCLG Africa and 4C at the COP 25 in Madrid in 2019. 
The 4C Center Morocco is a national platform for dialogue and capacity building of different actors and a hub for information on climate change open to its regional, African and international environment based in Rabat.

Order the book on : “Delegated Management of Public Services in Africa: A New Approach, Case of the Water Sector”

What are the key elements that local authorities need to know when they decide to delegate the management of a public utility to public or private operators? The book on “Delegated management of public services in Africa: A new approach, the case of the water sector” is an excellent practical guide to this effect.

Written by Mr. Mounir Zouggari, who worked for 35 years at the Moroccan National Water Office (ONEP), the book essentially addresses the theme from three angles:

– The upgrading of the performance of public operators and the quality of the public service they provide.
– The delegated management of public services to large international private groups as currently practiced.
– An unprecedented proposal to reform the mode of intervention of large international private operators so that this intervention is effectively and unconditionally part of a process of sustainable development of the sectors where the management of public services is delegated to them.

Registration are open for the 5th edition of its African Forum of Territorial Managers and Training Institutes targeting Local Governments(FAMI) 
 

Now, countries and cities are insisting in their strategic vision on e-Governance, digitization, and the development of smart cities, making this choice a strategic direction to ensure the dynamics of sustainable development at local and territorial level, within the framework of the implementation of the global Agendas 2030 and the African Agenda 2063.

Despite the existence of important African initiatives, sometimes leading to awards delivered by regional or international institutions, digital transformation is not yet a priority project for decentralization, for local and regional governments. It is in this context and to answer these questions  UCLG Africa through its two Development clusters, namely the African Local Government Academy  (ALGA) and the Operations and Technical Assistance, decided to dedicate the 5th edition of its African Forum of Territorial Managers and Training Institutes targeting Local Governments(FAMI), in hybrid mode, to the following general theme: “LOCAL AFRICA  GOES DIGITAL & SMART: TIME TO ACT IS NOW !!!”.

MoU signed between the United Nations and UCLG Africa

Creation of the Ghanaian National Chapter of the Local Africa HRNet

On 12 October 2021, as part of the implementation of UCLG Africa's ALGA 2021 Action Plan in its point "development of the Local Africa HR-Net", it was decided to set up national chapters in each country that will serve as relays for the Continental Network. 

The Ghana National Chapter, as a Local Africa HRNet, will carry the common voice of Human Resources Directors of local governments at the national level, with the objective of promoting, enhancing and making attractive the jobs of local governments, and to make them recognized as important professional fields for the improvement of governance and the animation of economic development at the level of the territories

The National Chapter will be a space for exchange, consultation, empowerment, training, peer learning and capacity building. Over eighty people attended the Community HRD Network meeting.

Call for contributions for the 5th issue of the Voice of the African Local Manager Newsletter

The African Local Manager Voice is a periodical publication produced by the African Local Government Academy (ALGA) of UCLG Africa, the Network of HR Managers of African Local Governments, and the Observatory of Human Resources of Local Governments of UCLG Africa, within the framework of the enhancement, motivation and development of Human resources of local and regional governments in Africa, as well as within the framework of regional and local initiatives.
It is a forum offered to Territorial Managers as a space for exchange, communication, debate and networking, making it possible to give visibility to Territorial Managers, to hear their voices, opinions and concerns, to exchange their experiences. success stories, and best practices. It is also a window where they can present and promote their missions, their jobs, their challenges, their innovations, and their creativity. Finally, it is an opportunity for them to discuss the various issues related to Human Resources Management at the local level.

Visit of a Delegation from Korea to the Headquarters of UCLG Africa
On 01 November 2021, visit to the headquarters of UCLG Africa of a Delegation of twenty-one people from the City of Daejoon of Korea led by the Honorable Mayor Mr. Her TAE JEONG of the said City and Mr. Sanghoon RHEE, Counselor, Embassy of Korea. This Delegation was welcomed by Dr Najat Zarrouk, Director of Development, Capacity Building, Knowledge Management and ALGA Academy of UCLG Africa, Mr Gautier Brygo, Director of Communication Department and Mr Moufid Mustapha, Director of Culture Department of UCLG Africa. A presentation was made on the Pan-African Organization of African Local Governments that is UCLG Africa and its mandate.
 
On 01 October 2021 and 29 October 2021, within the framework of their Strategic Partnership with Metropolis and on the occasion of the celebration of the World Metropolises Day (7 October 2021) and the World Cities Day (31 October), ALGA of UCLG Africa and Metropolis organized two webinars on "Metropolitan Governance" and "The Right to the Metropolitan City". This is a learning program on Metropolitan Governance in Africa, based on educational contents designed and developed by Metropolis and its alliances. The objective of these modules is to present the metropolitan reality and how metropolitan governance from a gender perspective can be the key to addressing the challenges and threats facing our metropolises.
The Modules developed in this framework are about:

* Metropolitan Governance Models;
* The Right to the Metropolitan City in the context of the New Urban Agenda and the Agenda 2030;
* Case studies;
* Metropolitan Peer Learning.

These first two sessions were attended by a total of 195 people from ministries in charge of urbanization, officials of large cities, municipalities and their National Associations, local elected officials, from all regions of Africa.

From 25 to 29 October 2021, UCLG Africa via its academy (ALGA) organized a study tour for a delegation of the Commune du Golfe1 (Togo) as part of the strengthening of technical and practical knowledge on the organization and operationalization of inter-communality, based on existing good practices in Morocco. The delegation was composed of four (04) persons namely:
  • Mr. GOMADO Koamy Gloekpo, Mayor of the Commune Golfe 1
  • Miss ABALO Akouvi Okpè, Director of Cabinet of the Commune Golfe 1,
  • Mr. TAKOUDA Essossolim, Director of Administrative Affairs, Human Resources and Civil Status, Commune Golfe 1
  • Mr. GLE Komi, Director of Planning and Development, Commune Golfe 1.
The delegation was received at the headquarters of UCLG Africa by Dr. Najat Zarrouk, Director of Development, Capacity Building, Knowledge Management and ALGA Academy of UCLG Africa, Mr. Gautier Brygo, Director of the Communication Department and Mr. Moufid Mustapha, Director of the Department of Culture of UCLG Africa, followed by a meeting in hybrid mode with presentations made on UCLG Africa, ALGA in terms of their mandates and on Territorial Coaching and the African Capitals of Culture program.

UCLG joins Lampedusa to call for memory and dignity and commemorate lost migrant lives on October 3

In remembrance of the lives lost in shipwrecks in the Mediterranean, Emilia Saiz, UCLG Secretary General and Med Aydi Wajdi, Vice Mayor of Sfax and Policy Councillor of the Policy Council on the Right to the City and Inclusive Territories, joined on 3rd October the relatives of the victims and students from all over Europe in Lampedusa to call for memory and dignity as grounding basis to transform the rules and make migration work for all. This year, the commemoration saw the inauguration of the 'Peace Walk' by Totò Martello, Mayor of Lampedusa, and Emilia Saiz. This pathway, leading to Capo Grecale lighthouse and other artistic and social sites, marks a symbolic turning point towards a joint municipalist effort to promote human-rights based approaches to human mobility as part of the Lampedusa Charter Process. Read more

East and Southern Africa Fertilizer Financing Forum
Local and regional governments’ access to EU innovative development financing 
 
The latest United Cities and Local Governments-PLATFORMA study outlines the main funding mechanisms available to cities and regions, particularly in EU partner countries, to support their local development and decentralised cooperation activities. It provides hands-on information and tools on financing opportunities under the European Commission’s new Multi-Annual Financial Framework (MFF). The study includes actionable recommendations for raising the profile and strengthening capacities of local and regional governments to access the EU funding mechanisms.
“Despite the significant commitment demonstrated both at the political and programmatic levels, there is still a mismatch between the type of capacity needed and the funding that actually reaches local and regional governments and their associations in the ground”, writes Emilia Saiz, Secretary General of UCLG in the forward of the study. “There is also a significant gap in the commitment of the European Union joint policymaking and the policies promoted by the Member States individually and within the context of other international institutions.”
