[Brussels, 22 October 2021] – Four months after Germain Rukuki’s judicial victory, Protection International is glad to meet the Burundian human rights defender and celebrate our friend’s newfound freedom.

At the time of his arrest in 2017, Germain Rukuki was an employee at Association des Juristes Catholiques du Burundi (AJCB) as part of a joint project between Protection International and AJCB. In 2015, Germain received training by Protection International on protection management for Human Rights Defenders as part of an old partnership with ACAT-Burundi, before the Burundian government closed down the latter.

“Germain has been constantly in our minds and hearts, as his arrest and imprisonment have been an incredibly painful experience for us all these past years,” said Alice Nah, Chairperson of Protection International’s Global Board. “We have been monitoring the development of his case closely and we have strived hard to advocate for his release.”

Words cannot express the joy we feel that he is now a free man, and is living safely in Belgium. In 2018, Germain was unjustly sentenced to 32-years in prison, one of the longest sentences ever handed down to a Burundian Human Rights Defenders. His detention and 3-decade long sentencing tore Germain away from his wife and young children. Now, as a free man, he can be reunited with his family after more than four years apart. This reunification has always been a priority for Protection International, one that is happening much sooner than anticipated.

Protection International wishes to express our deepest gratitude for the crucial actions taken over the last four years by all individuals and organisations to support Germain Rukuki’s liberation. From his arrest in July 2017 to his release in June 2021, many people have advocated steadfastly for his release. Had it not been for these collective efforts, Germain may not be the free man that he is today.

“Germain’s release sends a powerful reminder to all defenders in Burundi and across the African continent. The defence of human rights is a legitimate endeavour. The work of human rights defenders has value, and they have the right to defend human rights,” adds Alice Nah.

His story also clearly illustrates how the hard work to release unfairly imprisoned defenders, a collective endeavour in itself, is part of an impressive and indispensable collective effort to protect human rights defenders.

His verdict is also a step in the right direction for the country. Nevertheless, the fate of other imprisoned human rights defenders must not be forgotten: may what was done for him, also be done for other voiceless victims. With every liberation of an innocent person, every innocent activist, the right to enjoy fundamental rights returns in Burundi and across Africa.

[Bruxelles, 22 octobre 2021] – Quatre mois après la victoire judiciaire de Germain Rukuki, Protection International est heureux de rencontrer le défenseur burundais des droits humains et de célébrer la liberté retrouvée de notre ami.

Au moment de son arrestation en 2017, Germain Rukuki était un employé de l'Association des Juristes Catholiques du Burundi (AJCB) dans le cadre d'un projet conjoint entre Protection International et l'AJCB. En 2015, Germain avait reçu une formation de Protection International sur la gestion de la protection des défenseur·e·s des droits humains dans le cadre d'un ancien partenariat avec l'ACAT-Burundi, avant que celle-ci ne soit fermée par le gouvernement burundais.

« Germain a été constamment dans nos esprits et nos cœurs, car son arrestation et son emprisonnement ont été une expérience incroyablement douloureuse pour nous toutes ces dernières années, » a déclaré Alice Nah, présidente du Conseil d’administraProtection International. « Nous avons suivi de près l'évolution de son cas et nous avons fait de notre mieux pour plaider en faveur de sa libération. »

Nous ne pouvons exprimer par des mots la joie que nous ressentons à l'idée qu'il soit désormais un homme libre, et qu'il vive en sécurité en Belgique. En 2018, Germain a été injustement condamné à 32 ans de prison, l'une des plus longues peines jamais infligées à un·e défenseur·edes droits humains burundais·e. Sa détention et sa condamnation à environ trois décennies de prison ont arraché Germain à sa femme et à ses jeunes enfants. Cette réunification a toujours été une priorité pour Protection International, et elle aura lieu beaucoup plus tôt que prévu.

Protection International souhaite exprimer sa plus profonde gratitude à toutes les personnes et organisations qui, au cours des quatre dernières années, ont contribué avec leurs actions cruciales à la libération de Germain Rukuki. Dès son arrestation en juillet 2017 jusqu'à sa libération en juin 2021, beaucoup de personnes ont sans relâche pour sa libération. Sans ces efforts collectifs, Germain ne serait peut-être pas aussi libre qu'il l'est aujourd'hui.

« La libération de Germain envoie un signal fort à tou·s·tes les défenseur·e·s au Burundi et sur le continent africain. Défendre les droits humains est une cause juste. Le travail des défenseurs des droits humains est précieux, et ils·elles ont le droit de défendre les droits humains, » ajoute Alice Nah.

Son parcours illustre aussi clairement comment le travail acharné pour libérer les défenseurs injustement emprisonnés, qui est un effort collectif en soi, fait partie d'un travail collectif unique et indispensable pour protéger les défenseur·e·s des droits humains.

Son verdict est une avancée positive pour le pays, mais il ne faut pas oublier le sort des autres défenseur·e·s des droits humains emprisonné·e·s : que ce qui a été fait pour lui, soit fait aussi en faveur d’autres victimes sans voix. À chaque fois qu'une personne innocente, un militant·e innocent·e, est libéré·e, le droit de jouir des droits fondamentaux resurgit au Burundi et dans toute l'Afrique.
