Stacy Mesias, LMFT
 
Stacy is a recent, but not brand new, board member, filling in the term of her predecessor.  She is particularly interested in the educational programs the Board organizes and is an active SOCO (Southern Colorado) Programming Committee member as well.

Stacy spent part of her childhood on the Ramstein Air Base in Germany with her family.  They moved to Colorado when she was a teen.

After quitting her first post-college banking job, Stacy returned to Europe with a friend for a three-month backpacking trip.  They were in London on 9/11, delaying their return home, and eventually making their way back to the US via Canada.

Stacy started her professional career as a Banker and Mortgage Broker with a business degree from the University of Northern Colorado.  She then became a full-time Mom, while maintaining a Real Estate license to “flip” houses. 

When returning to work, Stacy pursued a graduate degree in Marriage and Family Therapy at the University of Phoenix (when it still had an in-person campus in Colorado Springs!!). 

After an internship and employment at the Griffith Center, she completed her LMFT and opened her private practice.  She named it Fulcrum Counseling, because a fulcrum is “A place of support at a pivotal point.”

When she wanted to become a CFI several years ago, a colleague told her to “Join AFCC!”  She did, and promptly found a mentor in Beth Lieberman, LCSW (also on the COAFCC Board!).  Stacy is now very busy and finding a new work-life balance.

COAFCC Board Member | Treasurer

Barbara Pevny has been a COAFCC Board Member since 2012, and has served as Treasurer for the past 4 years.  She is recently retired from the Southern Ute Tribal Court at the Southern Ute Indian Reservation as the Family Court Therapist in the Family Court Support Office.  The Office provides investigations, evaluations, mediations, and parent coordination services in all family law cases with the Tribal Court.  Before that position, Barbara worked in private practice providing parental responsibility evaluations, child and family investigations, parenting coordination, and counseling services. 

Barbara’s former private practice office partner, Dona, suggested Barbara’s passion in working with high conflict family law cases needed another expression when Barbara reached retirement.  As a sewist for many years, Barbara took up Dona’s offer to learn how to piece quilts together.  They spent many a happy Saturday at Dona’s Animas River house quilting, drinking wine, and eating good food while watching the river flow by.   Barbara has moved from traditional quilt patterns to art quilts; designing, piecing, and free motion quilting together.   A few of her quilts have been seen in past Silent Auctions for COAFCC.
After 30 years in Durango, Barbara and her husband moved to Fort Collins in August 2021.  She remains a part of the Stitch Quilt Shop Improvisational Quilt group in Durango and joined the Fort Collins Modern Quilt Guild

In fifteen years of quilting, Barbara has moved into being commissioned to make both traditional and art quilts.  Her newest endeavor is to enter different quilt challenges hoping to be approved to enter local and national quilt exhibits.  The first national exhibit is the Hoffman Fabric 2021 Quilt Challenge.  The quilt below is the accepted submission and is entitled River Grace in honor of Barbara’s second granddaughter who was born during the making of the quilt.

On September 28, 2021, the COAFCC hosted a webinar providing the background of HB21-1228, known as “Julie’s Law”, which implemented domestic violence training and other requirements for Child and Family Investigators, Parental Responsibilities Evaluators, and Child Legal Representatives. 


Representative Meg Froelich spoke to a group of about 50 virtual attendees.  COAFCC Board President Rebecca Pepin moderated the discussion, and COAFCC board member Joshua Christian provided information from the State Court Administrator’s office on the logistics of implementing the new law. 

Representative Froelich relayed the story of Julie, who was forced to live with her sexually abusive father for 10 years, thus providing the name “Julie’s Law” for HB21-1228.  Legislators met with a number of women who had stories of children being placed with or being forced to have parenting time with abusers.  So the law adds domestic violence, child abuse, and child sexual abuse training requirements for court personnel, meaning Child and Family Investigators and Parental Responsibilities Evaluators.  It is anticipated that future legislation will require similar training for judicial staff.  The bill was also intended to align PRE’s with CFI’s, in adding a roster and a grievance procedure. 
 
The law states:
As of January 1, 2022, initial and ongoing training must include, at a minimum:
(I) Six initial hours of training on domestic violence, including coercive control, and its traumatic effects on children, adults, and families;
(II) Six initial hours of training on child abuse and child sexual abuse and its traumatic effects; and
(III) Four subsequent hours of training every two years on domestic violence, including coercive control, child abuse, and child sexual abuse, and the traumatic effects on children, adults, and families.
C.R.S. 14-10-116.5(2)(f) and 14-10-127(4)(a.5). 
 

NOTE:  ALL OF THE BELOW INFORMATION WAS CORRECT AS OF NOVEMBER 3, 2021, BUT ALL THIS INFORMATION IS SUBJECT TO CHANGE. 

 



The Colorado State Court Administrator’s Office (SCAO) will oversee the training requirements, and determine whether training meets the requirements.  Training must be completed by January 1, 2022, and you can begin submitting as of November 1, 2021.

Here is a link to a letter from the Judicial Department to CFI’s and PRE’s regarding the new training requirements, including the applicable look back periods (explaining the timeframes in which trainings previously completed can be utilized to meet the new requirements)

Keep in mind, if the proposed change to CJD 04-08 is approved, the original 3-year renewal will move to a 2-year renewal, but the 15 required training hours will reduce to 10 hours.
 
If you are in a bind and need to complete classes quickly we have a suggestion.  While SCAO will not pre-approve classes, and WE CANNOT GUARANTEE ANY SPECIFIC CLASSES WILL MEET THE TRAINING REQUIREMENTS, CE4Less.com provides some classes that are “routinely approved to meet the mandatory education requirement in CJD04-08”. 

Here is a link to training courses from CE4Less.com Note, none of the classes have “coercive control” in the title, and it does not appear any of the classes on this website include that language; however, the topic is covered in the Issues in Domestic Violence courses.  This is a potential shortcoming of the courses listed.

Kennedy's vision to adopt a "bold new approach" to the treatment of mental illness in the United States. This law led to the establishment of comprehensive Community Mental Health Centers (CMHC’s) throughout the country.
