In this edition of Engage, you'll find a number of new engagement opportunities, including the Inverleigh Tree Succession Plan, alongside updates on previous consultations, including the recently adopted Mobile Traders Policy.

Community members are encouraged to submit their nominations for the Golden Plains Shire Council Community Awards 2021, provide feedback on Council's Draft Domestic Animal Management Plan and find out more about the Municipal Public Health and Wellbeing Action Plan.

Have Your Say: Inverleigh Tree Succession Plan


Council has commenced the development of 10-year Inverleigh Tree Succession Plan, detailing the approach Council will take to removing and replacing trees in Inverleigh, as the health and structure of these trees deteriorates over time.

The Succession Plan will provide a detail species palette based on site suitability and informed by community consultation, ensuring the future sustainability of trees in Inverleigh while recognising the historic significance trees in these locations hold to the community.

Community members of Inverleigh are invited to have their say on the style of trees they would like to see as part of the Inverleigh Tree Succession Plan by completing the Inverleigh Tree Succession Plan survey. 

The survey is open until 11.59pm, Sunday 5 December, 2021 and can be completed online, or hard copies of the survey are available at Council’s Customer Service Centre, 2 Pope Street, Bannockburn.

Nominations open for Golden Plains Shire Council Community Awards 2021


The Golden Plains Shire Council Community Awards 2021 are an opportunity to formally acknowledge extraordinary individuals and community groups who make an outstanding contribution to Golden Plains Shire.

The 2021 Awards will be presented to three individuals: Citizen of the Year, Senior Citizen of the Year, and Young Citizen of the Year. In addition, the Community Impact Award recognises the valuable contribution of a community event, project, group or team.

Nominations are welcome in fields including community service, arts and culture, environment, business, economic development and sport.

Nominations are now open and community members are encouraged to complete the online nomination form before 5pm, Thursday 18 November, 2021

Have Your Say: Domestic Animal Management Plan 2022-2025


The Draft Domestic Animal Management Plan 2022-2025 (the Draft Plan) has been prepared following extensive community engagement in August and September. Council thanks the 327 residents who provided valuable information about animal management services of dogs and cats in Golden Plains Shire.

Council is now inviting feedback on the Draft Plan, which outlines the key issues, objectives and management priorities of Council, as well as promotion of responsible pet ownership and the welfare of dogs and cats.

Community member can have their say on the Draft Plan before 11.59pm, Wednesday 17 November, 2021. Feedback can be provided online, by email or by mail.

Join the Linton Shire Hall Committee of Management


Council is conducting a new Expression of Interest process for the activation and management of the Linton Shire Hall.

Once home to the old Shire of Grenville, the historic building in the heart of Linton was most recently used as a limited Customer Service Centre, meeting space and office for Council. To ensure the building remains active and accessible to the community, Council is inviting interested residents or community groups to form a Committee of Management for all or part of the building.

The Committee will enter into a Management Agreement with Golden Plains Shire Council to manage and activate the facility, including facilitating community bookings and usage of the building’s rooms.

Interested community members are invited to apply before 5pm, Friday 26 November, 2021. To apply, community members can complete the Expression of Interest form online, or download a hard copy and return by email or mail.

Adopted: Mobile Traders Policy


At its October meeting, Council adopted its Mobile Traders Policy (the Policy) following public consultation earlier in the year.

Council received 42 individual submissions during the consultation period, with this feedback leading to a number of changes made to the policy before adoption.

Adopted: Long-Term Financial Plan

The Draft Long-Term Financial Plan was on public exhibition from 25 August to 13 September, 2021, and Council recieved no submissions on the plan. 

At its October meeting, Council adopted the Long Term Financial Plan 2021/22 - 2030/31 with one additional change, requesting two reports be brought to Council Briefing in February 2022.

Adopted: Municipal Public Health and Wellbeing Action Plan

Council’s Draft Municipal Public Health and Wellbeing Action Plan 2021-2025 was open for public exhibition from 29 September to 19 October, 2021, and Council received no submissions during this period. 

The Action Plan was adopted at Council's October meeting, in accordance with the Municipal Public Health And Wellbeing Act 2008

Governance Rules Update 
In September, Council endorsed a review of its existing Governance Rules. The Governance Rules Update was on public exhibition from 29 September to 19 October, 2021, with no submissions received.

Council adopted the Governance Rules at its October meeting, with two amendments. 
Sebastopol-Smythesdale Road Speed Review
The Sebastopol-Smythesdale Road Speed Review survey has now closed, with 90 community members having their say on this important issue. 

Council will use community feedback to determine whether the speed reduction proposal proceeds.
G21 and AFL Barwon towards 2030: Strategy
The Draft G21 and AFL Barwon Towards 2030: Strategy was on public exhibition for residents of Golden Plains Shire earlier this year, and 21 local submissions were received.
At its October meeting, Council endorsed the G21 and AFL Barwon Towards 2030: Strategy.
Golden Plains Youth Survey 
Earlier this year, 361 young people and 112 community members completed the Golden Plains Youth Survey. Those who responded to the survey agreed that COVID-19, social connections and mental health were the top three issues of personal concern for young people. A detailed breakdown of the results can be found on Council's website.
