HUD has updated the Housing Inventory Count (HIC) and Point-in-Time (PIT) Count Notice in preparation for the 2022 count. The HIC and PIT count provide important context for the services you have provided to protect people experiencing homelessness. With over 40 percent of Continuums of Care (CoCs) opting to not count in 2021 and nearly 20 percent doing only a partial count, it is critical that CoCs conduct a full count this year.

HUD recognizes that the pandemic is not over. HUD worked with its partners in the Centers for Disease Control and Prevention (CDC) and National Healthcare for the Homeless Council (NHCHC) to update safety information available on the Point-In-Time (PIT) Count page on HUD.gov.

The information reminds us that the PIT count can be planned and conducted safely and can help people living on the street today. While HUD will continue to monitor the COVID-19 situation, it does not plan on granting exceptions to the PIT count. CoCs should be preparing to count. CoCs that received an exception last year should note that the exception only applied to 2021 and should expect to meet the regulatory requirement of conducting a full count at least every other year if they did not count in 2021.

To prepare for your upcoming count, HUD will be hosting a webinar on Tuesday, November 23, 2021, from 2:00 to 3:30 PM EST to talk through the Notice and answer any questions that CoCs may have.

CoCs may register in advance or join at the time of the event.
