JIN ASEAN launches its Report on Emerging Technologies and Judicial Integrity
JIN ASEAN has released a new report on the trends, challenges and risks of new technologies on judicial integrity in the ASEAN region.
Globally, the pandemic has revealed the lack of preparation for large-scale disruption of justice systems. Technology is both a driver of these changes and a tool to meet these evolving needs. New processes and ways of communicating address societal inequalities and make legal processes available to more people, in more languages and at lower costs. Active participation in technological change will ensure that judges are ready for future local and global events, able to adjust quickly.
As actors in the justice system navigate the challenges that technologies present, the rule of law and rights protection must remain central to decision-making in both individual cases and in the administration of justice. When contemplating justice sector technologies, the judiciary, as the expert on rights protection, is a key voice in the planning, implementation, and monitoring of emerging technologies.
The report is the result of surveying judges across the region, combined with academic and sector research. Presented at an interactive workshop in September, further judicial feedback was integrated into the final draft and its recommendations for protecting judicial integrity.
This report looks at artificial intelligence, case management, online forms, and virtual hearings. It provides recommendations for regional support and court-level changes to practices to ensure that judges can promote rule of law and trial fairness in technology-mediated processes. This research and the nine recommendations that come out of it map a way for judges to take a leadership role as justice systems evolve to meet the needs of the communities they serve.

WJP invites entries that strengthen the foundational elements of the rule of law, support a just recovery from COVID-19, and tackle the root causes of societies’ persistent inability to deliver a dignified life for all. Gendered Threats to Judicial Excellence
JIN ASEAN has researched the impact of gendered threats on judges and judiciaries and will be releasing a series of Issue Briefs over the upcoming year to focus on each issue and identify strategies to support gender equality in the courtroom and in the judiciary.
Launching the JIN ASEAN Gender Working Group

Practical Tools for Judges
JIN ASEAN is developing a set of tools that responds to the recommendations in the Emerging Technologies and Judicial Integrity report to help judges raise questions about technology to protect judicial excellence. These practical tools will be available early in the new year and shared through this newsletter. |

Indonesia, Malaysia, Philippines, Thailand and Viet Nam have joined JIN ASEAN with Lao PDR exploring membership. JIN ASEAN engages judges by conducting research, holding events and responding to the needs identified by those involved. In 2018-19 JIN ASEAN worked closely with the International Consortium for Court Excellence to produce the Judicial Integrity Checklist, a self-assessment tool for courts, that now has also been integrated into the International Framework for Court Excellence Checklist.

JIN ASEAN has also engaged the judiciary on comparative responses to the pandemic and has participated in global discussions about judicial integrity. JIN ASEAN cooperates with the UNODC’s Global Judicial Integrity Network. The activities of the JIN ASEAN are supported by the U.S. State Department through INL and the UK Government ASEAN Economic Reform Programme through the FairBiz project.
