Community Development Department Update

Greetings and Happy Holidays from the La Plata County Community Development Department! Below you will find a news update on the projects, plans and processes afoot in our Planning and Building Departments. Thank you for your interest in La Plata County!
Here's what you'll find in this issue:

Registered District Advisory Committee application
The new land use code introduced the concept of Registered District Advisory Committees (RDAC), which afford organized citizen groups the opportunity to participate in the district plan amendment process and to provide public comment on land use permits that require public notice, including but not limited to administrative, minor, major, as well as zoning, comprehensive, and district plan amendment applications. Membership in a RDAC is not required for an individual citizen to participate in the district plan amendment process, and membership in a RDAC does not eliminate or impact an individual member’s right to comment as an individual citizens. At this time, La Plata County has six Registered District Advisory Committees. More than one committee may exist for a planning district. When applying, it is important to remember that these committees are intended to represent the entire geographic area of the planning district and shall not limit their focus to any particular area within that district.

Floodplain Mapping project underway
Did you know there is a new Floodplain Mapping project underway? La Plata County has participated in the National Flood Insurance Program (NFIP) since 1980. This program creates regulations that meet or exceed the Federal Emergency Management Agency’s (FEMA) minimum requirements and enables property owners in the county to purchase insurance protection against financial losses from flooding. Floodplains are regulated by FEMA. Over the last four years the Colorado Water Conservation Board has worked with the engineering firm AECOM to prepare more accurate and updated floodplain maps for La Plata County drainages, rivers and watersheds.

  • Fun Center expansion preliminary plan
    The Board of County Commissioners will consider a proposal for an expansion of the Fun Center business to add one 4,000 square foot structure at 29603 East Highway 160 in Durango, CO 81301.
December 14 - 10:00am Special Planning Meeting
  • Resolution #2021-30 Amending the DMR second mortgage assistance program lending guidelines
    The Board of County Commissioners will consider resolution 2021-30 amending the DMR Second Mortgage Assistance Program and the Single Family Lending Guidelines and Investment Criteria Homes Fund.
  • Resolution #2021-31 Amending the La Plata County Land Use Code chapters 62, 63, 66, 67, 70, 73, and 74. 
December 17 - 1:00pm Special Planning Meeting
  • Table to Farm compost certificate of designation
    The Board of County Commissioners will consider Certificate of Designation (CD) for a proposed food waste compost facility, comprising of approximately 2.25 acres for composting a 1,250 square foot shipping container for equipment storage, a 1,000 square foot greenhouse, and a 2,000 square foot covered production area, totaling 4 acre of lease area within a 68.7 acre parcel. Operations include soil composting, bagging, mixing, and glass crushing for addition to soil blend and growing seed starts at 735 County Road 236 in Durango, CO 81301. 
  • Table to Farm Compost Class II
    The Board of County Commissioners will consider a class II land use permit for the proposed Table to Farm food waste compost facility at 735 County Road 236 in Durango, CO 81301.

December 9

  • Helphrey Office & Warehouse Minor Permit
    The Planning Commission will consider a proposal to develop a commercial facility of 9,900 sq. ft. for commercial rental space, including warehouse space behind each unit at 29444 E US Hwy 160 in Durango, CO 81303. 
  • Ellis Subdivision
    The Planning Commission will consider a proposal to subdivide a 30.5 acre parcel into a 3.3 acre parcel and a 27.7 acre parcel at 98 Via Vista Cr. in Durango, CO 81303.  
  • Needles County Square mixed use development including a retail marijuana facility
    The Planning Commission will consider a proposed Needles County Square mixed use development including a retail marijuana facility (dispensary, not cultivation) with an approximate 1,164 square foot existing building at 46825 North US Highway 550 in Durango, CO 81301.
  • Durango RV Park Wireless tower sketch plan
    The Planning Commission will consider a proposal to establish a 55' telecommunications tower at 30092 US Hwy 160 in Durango, CO 81303. 
  • Bondad U-Store sketch plan
    The Planning Commission will consider a proposal for a four-phase storage facility that includes both indoor and outdoor storage components located near the intersection of Highway 550 and County Road 310 in Durango, CO 81301; APNs, 595131302809, 595131302810, 595131302811 & 595131302812.
  • Resolution #2021-31 amending the La Plata County Land Use Code
    The Planning Commission will consider a resolution amending the land use regulations of the La Plata Land Use Code Chapters 62, 63, 66, 67, 70, 73, and 74.
