Synopsis

The National Environment Agency (NEA) in Singapore has announced that they will be implementing a Deposit Refund Scheme (DRS) for beverage containers by 2022. This will be part of the first phase of the Extended Producer Responsibility approach for managing packaging waste.

Many European countries have had similar Deposit Refund Schemes in place for twenty to thirty years; with much success. There are many key learning points that can be gleaned from the European experience that could be useful to consider when designing the scheme in Singapore. The “Unpacking deposit refund schemes” produced in collaboration with KPMG explore some of these possibilities while providing recommendations on Singapore’s DRS.

The key objectives of the paper were:

  • Understanding how DRS is operated differently in different jurisdictions through European case studies
  • Identifying the key considerations and challenges EuroCham members face in other jurisdictions in their different roles as producers, recyclers, buyers of DRS materials
  • Retrofitting key learning points and considerations for DRS to be better implemented in Singapore

EuroCham Singapore and KPMG are proud to invite you to the launch of the “Unpacking deposit refund schemes” paper and an engaging panel discussion with experts who provided their insights for the paper.
