The National Environment Agency (NEA) in Singapore has announced that they will be implementing a Deposit Refund Scheme (DRS) for beverage containers by 2022. This will be part of the first phase of the Extended Producer Responsibility approach for managing packaging waste.
Many European countries have had similar Deposit Refund Schemes in place for twenty to thirty years; with much success. There are many key learning points that can be gleaned from the European experience that could be useful to consider when designing the scheme in Singapore. The “Unpacking deposit refund schemes” produced in collaboration with KPMG explore some of these possibilities while providing recommendations on Singapore’s DRS.
The key objectives of the paper were:
- Understanding how DRS is operated differently in different jurisdictions through European case studies
- Identifying the key considerations and challenges EuroCham members face in other jurisdictions in their different roles as producers, recyclers, buyers of DRS materials
- Retrofitting key learning points and considerations for DRS to be better implemented in Singapore

Jonathan is a Director in KPMG’s Risk Consulting practise, focusing on Sustainability Services, Enterprise Risk Management and Major Projects Advisory. He is a chartered civil engineer and certified project manager with over 19 years of experience in the delivery of major infrastructure projects, enterprise risk management frameworks and sustainability solutions for the private and public sectors. His area of expertise covers sustainability and decarbonisation strategies, carbon tax assurance, circular economy, project management, project audits and enterprise risk management.

In his 20+ years of supply chain management, Keno was involved in the implementation and management of take-back programs during his time spent in the tech industry
One of the areas of interest Keno takes involves sustainable use of packaging materials and take back program governance.

Stephanie Lim is Asia Pacific Breweries’ sustainability specialist. She oversees the company’s advancement towards environmental, social, and responsible drinking goals, which covers circularity and carbon neutrality. Trained in food policy, Stephanie has a unique background in advertising, health policy, and project management in the palm oil sector. Stephanie participates actively in local grassroots sustainability initiatives and is an alumni of the Young Southeast Asian Leaders Initiative.

Mr Matt Kovac
Executive Director
Food Industry Asia (FIA)
Matt Kovac is the Executive Director at FIA, the food industry’s first regional industry platform that works with 50 multinational, regional and local brands, ingredients and packaging companies as part of its membership. He reports to a board of regional CEOs, presidents and other senior executives that represent a diverse range of food, beverage and ingredients companies.
Matt manages a team of 15 full-time secretariat staff at the non-profit association based in Singapore. He is responsible for delivering policy and regulatory outcomes across sustainability, food safety, trade and health & nutrition on behalf of the industry and in collaboration with governments and other critical stakeholders and has full management of the association’s P&L.
Matt sits on a number of voluntary and unpaid committees providing strategic and operational advice such as the Asia Pacific Economic Partnership (APEC) steering committee of the Food Safety Cooperation Forum’s Partnership Training Institute Network; The Singapore Government’s Food Standards Committee that sets standards ranging from e-commerce rules to new plant-based products; and an exco member of Singapore’s Future Ready Food Safety Hub (FRESH) that drives food safety research and helps build food safety science capabilities in support of local food innovation.
He is also the Deputy Chairman of the advisory committee of Singapore’s Packaging Partnership Programme that supports industry capability to reduce, recover and recycle packaging waste.
Matt is originally from London and has an MBA from Lancaster University. He has lived and worked in China, Taiwan, Hong Kong and Singapore, and has been based in the region for nearly 18-years. He is married with four children.
