Dear Friends and Neighbors,
This week's City Council meeting is the last one of 2021. The meeting includes the annual rotation of the Mayor and Vice Mayor and appointments of Councilmembers to various committees and regional boards (Agenda Items F1 to F5). This week also marks my one-year anniversary of serving on Council. It has been an honor to serve.

The first meeting of 2022 is scheduled for January 11th. I will be taking a break sending out emails until Council returns.

City Council Meeting on Tuesday, December 14th at 6pm
The City Council meeting agenda includes:

Agenda items include:
E9. Adopt fiscal year 2021-22 budget amendments and authorize city manager to execute agreement amendments for public works maintenance, city arborist contract services, and community development professional services.
Since the fiscal year budget was adopted in late June 2021, the City Council has taken action various actions that necessitate amendments to the adopted budget. This item modifies the budget to incorporate new programs or initiatives or information, positive and negative, that materially impact the City’s financial condition.

J3. Adopt a resolution directing the city manager and city attorney to develop interim guidance rules and regulations for implementation of Senate Bill 9 (SB 9) before January 1, 2022.
On September 16th, Governor Newsom signed SB 9, which:
  • Allows homeowners in most areas around the state to divide their property into two lots, and;
  • Allows two homes to be built on each of those lots, with the effect of legalizing fourplexes in areas that previously only allowed one home.
Due to the upcoming effective date of SB 9 (January 1, 2022), City Staff is recommending that City Council direct staff to prepare and publish interim guidance rules and regulations on the City's website before January 1st, and bring an ordinance back early in 2022.
