Dear Friends and Neighbors,
I hope you had a nice Thanksgiving. My family is enjoying Hanukkah and I know that many are preparing for and getting excited about the Christmas holiday.

On Friday, December 10th at 5pm there will be an outdoor tree lighting ceremony and food donation drive at Fremont Park. The theme of the ceremony is “Light Up the Season of Giving.” The ceremony is expected to last approximately 20 minutes. Community members are encouraged to bring non-perishable food items to donate to local families in need, with the help of nonprofit Samaritan House. Click here for more information about this event.

Two items related to the soon-to-be-completed Springline (formerly called Station 1300) project at the corner of El Camino Real and Oak Grove Avenue:

J3. Adopt a resolution to approve through and left-turn restrictions from southbound Garwood Way and northbound Merril Street at Oak Grove Avenue.
The proposed restrictions (as illustrated below) are meant to reduce conflicts at the intersection of Oak Grove Avenue and Garwood Way/Merrill Street, where the new Springline development project will soon open, and which is located in very close proximity to the Caltrain tracks.

K2. Consider the Planning Commission's recommendation to approve specific plan amendments and an amendment to the development agreement for a project at 1300 El Camino Real (Springline).
If approved, the specific plan amendment would increase the maximum public benefit bonus-level floor area ratio (FAR) from 1.50 to 1.55 in one particular area of the specific plan in certain circumstances. City staff believes that this amendment would help such projects correct deficiencies identified after construction is substantially complete and provide desirable amenities. The applicant is proposing an additional payment of $300,000 in exchange for the additional gross floor area (a total of 1.53 for this project).
L1. Adopt a resolution authorizing the city manager to execute a purchase and sale agreement for a portion of 700-800 El Camino Real to support implementation of the Middle Avenue pedestrian and bicycle rail crossing project.
The proposed concept design for the Middle Avenue pedestrian and bicycle crossing (see image on the left below) requires an acquisition of approximately 17,000 square feet of the 700-800 El Camino Real property (part of the parking lot of the Big 5 retail strip, see yellow part of the image on the right below). This agenda item is to authorize the purchase of this strip of land, and two temporary easements to be used during construction, for a price of $3,894,500. The current estimated cost of the entire project is $20 million (subject to change). Page L-1.3 of the staff report outlines the status of the sources of revenue (already at hand, and needed) to complete the project. Once completed, this project will provide a much-needed east-west connectivity route for bicyclists and pedestrians of all ages and abilities.

City Council Special Meeting about the Housing Element
December 8th at 5pm
In addition the regular City Council meeting on Tuesday the 7th, there is special City Council meeting scheduled for this week on Wednesday the 8th at 5pm. The meeting on Wednesday is dedicated to the topic of the Housing Element. The agenda will be posted at least 24 hours prior to the meeting and will be available here.
