What Does Constituent-Driven Development Mean for ICT4D?

We all like to think that international development activities are demand-driven. That our efforts are desired in the communities where we work, and our constituents welcome our interventions. However, when we must pay things like workshop per diems to get people to participate in our programs, it’s clear that our activities are not always what constituents want from development programs.
 
Recently, USAID Administrator Samantha Power crystalized this need by calling on us to put local voices at the center of everything we do in international development. She made the commitment that by 2030, 50% of USAID programming will place local communities in the lead to either co-design a project, set priorities, drive implementation, or evaluate the impact of our programs.
 
This move to locally-led, constituent-driven development is an exciting shift in traditional power dynamics of donor-driven development that promises to amplify the local voices of those who too often have been left out of the conversation.
 
What does constituent-driven development mean for ICT4D?
 
When many technology platforms originate in Silicon Valley and pay little respect to national boundaries, when technologists are often the global elite regardless of their nationality, and when digital solutions are designed for tech-literate users, how can we shift the narrative to promote local approaches and inclusive applications?
 
Especially when digital consumers are already voting for local solutions with their downloads and clicks. And when we can use technology platforms to listen to constituent needs across all development sectors (health, education, agriculture, economic development, etc).
