Halstad Awarded CERTs Grants
The City of Halstad and Halstad Municipal Utilities are recipients of 2 of the 74 Clean Energy Resource Teams (CERTs) Grants recently awarded in Minnesota.  CERTs seed grants provide resources to communities for energy efficiency and renewable energy projects across Minnesota.  These grants will make it possible for the City of Halstad to complete two energy efficiency projects that will benefit the community as well as draw visitors to the community. 

Wimmer Homes Insulation- Wimmer Homes, originally built in the 1960s for low-income elderly people to preserve independence in small homes, were designed with electric heat and have received insufficient R value updates through the years. This project will insulate the attics in 14 rental units owned and operated by the City of Halstad. ($5,000 Commerce)

Electric Vehicle Charging Station - Halstad Municipal Utilities will contribute to the electric vehicle grid by supplying a charging station close to their downtown. Whether it is bringing tourists to shop at the new Valley General Store or visiting the “World’s Largest Sugar Beet,” the City of Halstad hopes to alleviate range anxiety for EV customers. They also plan to promote EV charging at homes with Off Peak incentives. ($5,000 Commerce)

Keep Meters and Vents Clear of Snow

Your local utility crew reads the meters monthly and they appreciate your help with providing access to your meters.  As you are out shoveling your sidewalk and driveway, remember to also shovel a path to your electric meters.  

If you are unable to clear a path, please read your meter before the end of the month, and email it to hmuoffice@rrv.net

REMINDER:  Also remember to clear the snow from your sewer, furnace and dryer vents to allow for adequate air flow.

OFF PEAK HEATING
Due to the extreme cold temperatures, peak electrical demand has resulted in recent load management.  When this occurs, heating systems and water heaters that are on off-peak are affected.

What is off-peak heating?

An off-peak electric heating system consists of an electric heat source as its main component and a supplemental heating source that will typically operate 100-300 hours per year during times of peak electrical demand in the region.

ADOPT A FIRE HYDRANT
The Halstad Fire Department asks you to consider adopting a fire hydrant in your neighborhood and keep it clear of snow in case of a fire emergency. 
City crews try to clear snow around fire hydrants but they are not able to get to the hydrants until after streets and sidewalks are cleared.

USDA Accepting Applications to Help Low-Income Individuals and Families Buy or Repair Homes
 
USDA Rural Development is accepting applications for very-low and low-income individuals and families seeking to purchase or repair a home in a rural area.
 
The Direct Home Loan program offers financing to qualified very-low and low-income applicants that are unable to qualify for traditional financing. No down payment is required, and the interest rate could be as low as one percent with a subsidy. Applicants must meet income and credit guidelines and demonstrate repayment ability. The program is available in rural communities of generally 35,000 people or less.
  
The maximum loan amount is $20,000 at a one percent interest rate, repayable for a 20-year term and can be used to improve or modernize homes and do essential repairs. Grants of up to $7,500 are available to homeowners 62 and older and must be used to remove health or safety hazards, such as fixing a leaking roof, installing indoor plumbing, or replacing a furnace.

USDA Rural Development loans and grants provide assistance that supports infrastructure improvements; business development; housing; community services such as schools, public safety and health care; and high-speed internet access in rural areas.
