Friends and neighbors,

Happy Holidays - Felices Fiestas - Ngày Lễ Vui Vẻ - 節日快樂

On behalf of my family and the District 3 Team, we wish you and your loved ones a joyous and blessed holiday season and peaceful close to 2021.
This holiday season in Santa Clara County we continue to care for one another as many of our neighbors are in need right now. We are thankful for our community partners and agencies caring for Santa Clara County’s families this winter. Please CLICK HERE to see how you can help our neighbors in need or if you could use some assistance.
COVID-19 UPDATES
First, we want to share updates about COVID-19, the Omicron variant, and getting booster shots. As we gather with our families, the vaccine plus booster is the best protection when combined with masking and social distancing. Please remember to GET TESTED - SCCFreeTest.org. For information about vaccinations, booster shots, and Drop-In/No Appointment Necessary Clinics open this week visit SCCFreeVax.org.

The Omicron variant has shown that the pandemic will continue to be with us in 2022. Currently, our vaccination rates are 92% for ages 12+; 86.6% for ages 5+, and more than 680,000 booster shots have been provided (more than 52% ages 16+). Even though our community has done an outstanding job of getting vaccinated, the Omicron variant is highly transmissible. Thankfully the vaccines are keeping hospitalizations low and symptoms mild. Long-COVID continues to be a real concern regardless of one’s severity of COVID-19. We want to take the best precautions we can so that we may stay healthy. Please Click HERE for the latest County health and safety orders as of December 28, 2021.

The Board of Supervisors final two meetings of 2021 were chock full of important actions and reports. The biggest item was the redrawing of the Supervisorial District mapAs noted in our last newsletter, we were required to meet several legal requirements before December 15, 2021
We are thankful to the 15 members of the Redistricting Commission and our community for working on this once in a decade opportunity to improve our representation and give residents a stronger connection with the County of Santa Clara. Click HERE to visit the Redistricting website for a full breakdown of the changes.
For District 3 we will see two major changes. Sunnyvale will become unified into one district, District 3, and District 3 will no longer be representing the Rosemary Gardens, East Foothills, and Evergreen neighborhoods of San José. Evergreen will stay united as a community in District 1. Rosemary Gardens and the East Foothills are now in District 2. District 3 is also now the County’s majority AAPI district.

The new lines will be formally implemented on January 13, 2022. We look forward to connecting to new families in Santa Clara County, and will stay connected and committed to every resident of Santa Clara County.

At the December 7th meeting, my colleagues unanimously supported my referral to pursue efforts by the County for a collaborative motel program for our unhoused neighbors that includes wrap-around support services. My referral develops an interim housing program using vacant motel rooms to shelter the unhoused. As we mark my first year of service as your Supervisor, finding shelter and housing for our neighbors without a home continues to be a top priority. Earlier this year we found success with our motel program for the residents at Fair Oaks Park in Sunnyvale. I know we can build upon this strategy of utilizing vacant motel rooms combined with wrap-around services to get people back on track. This program will also help stimulate our hospitality industry that was hit hard by the pandemic.

At the December 7th meeting, I also joined my colleague Supervisor Ellenberg on a referral to create a Small Business Resiliency Grant Program. We look forward to this program’s activation in 2022.

December 14th was our final regular meeting of the year. We took a big step to further protect and preserve Coyote Valley. Coyote Valley is a unique area at the nexus of our natural environment and our agricultural history. Our actions help us be a resilient community in the future and help to decrease our direct impact on the climate.
Around The Community
We have enjoyed several wonderful events with our community recently, including celebrating the holidays with neighbors across District 3. I joined U.S. Representative Ro Khanna and Supervisor Chavez to celebrate our Vietnamese American community. Supervisor Chavez and I also welcomed Loc Vu & Nam Pham from the IRCC and Dr. Phan Quang Dan for the book signing of 'The Republic of Vietnam’s Environment & People' in Board Chambers.
The D3 Team joined our County’s Mobile Vax Clinic at Holiday Magic on Main Street in Milpitas, and I got the chance to speak with neighbors about the importance of getting booster shots.
The Interfaith Memorial Service for the Unhoused was held at the County Government Plaza in San José on December 21. It was an incredibly moving service and a reminder of the importance of our work.
In early December, I attended the California State Association of Counties, CSAC, Annual Meeting. The meeting was full of innovative ideas, powerful purpose and electric energy. I made a lot of great connections with leaders from across California, and it was an honor to represent Santa Clara County along with Supervisor Ellenberg.
DISTRICT 3 COMMUNITY ROUNDTABLE
Our D3CRT held their first virtual meeting on December 16. We were honored to have Consuelo Hernandez join us from the Office of Supportive Housing to provide updates about our County’s efforts to help our unhoused neighbors. The D3CRT also reviewed our community survey that we look forward to launching next month. The next D3CRT meeting will be held virtually on January 20, 2022, please Click HERE if you are interested.
Recently, we celebrated International Human Rights Day & International Migrants Day. These are two days that are a strong reminder of how we are connected worldwide and that there are individuals who fled their home for a better life or to save their loved ones right here in Santa Clara County. Our hearts and thoughts are with every family across the world this holiday season.

At the service to memorialize the 250 unhoused neighbors we have lost, I saw a community dedicated to help one another and care for each other. We are facing real challenges in Santa Clara County, but I want us to feel hopeful that in 2022 we have better days ahead. We’re going to lift up and save lives across Santa Clara County in 2022.

Thank you for being a part of this year with us. We’ll be doing a reflection on 2021 in our next newsletter as the work for 2021 is still not done. Click HERE for a list of referrals that I presented individually or jointly during 2021. Our next Board of Supervisors meeting will be January 11, 2022. Please contact us anytime if you need any help.

We hope you and your loved ones enjoy the holiday season and cheer as we say goodbye to 2021, and a Happy New Year!

Warmest regards,

Supervisor Otto Lee
