Dear Seacrest Beach Owners:

We hope you are enjoying a wonderful holiday season. It has been relatively quiet at the beach, but we are expecting crowds to increase during the next couple of weeks. The Board of Directors met last Friday, and I wanted to give you an update on that meeting as well as general notes for the upcoming year.

On Friday, December 17th, the Board of Directors met at 1pm. All board members were present either in person or via conference call except for Tricia Briggs, who was unable to attend but had submitted her project report prior to the meeting.

Recently, one of the palm trees outside her home was accidentally set ablaze by someone in the adjacent property when they carelessly disposed of a still lit cigarette butt. This prompted Seacrest Owner, Lucy Wright, to address the Board at the recent meeting to request that they consider amending the Design Code to allow for alternative, more fire resistant, ground coverings to pine straw. She presented options as well as gave examples of how neighboring communities are changing from primarily pine straw mulch. The Board is considering her presentation.

Treasurer Report

Treasurer, Robert Landi, reported that we are still in a strong financial position, but the staff and Board of Directors should prepare for large expenses with the ongoing special projects and staff and Board of Directors should continue to monitor cash flow closely for the next few months.

Operation Report

Association Manager, Lee Nettles, presented a written and verbal operations report. Among the topics covered were:

Seacrest Café

Due to the flooding this Summer in the amphitheater, the café vendor has requested a mold remediation inspection, as well as consideration for a vent hood installed in the café. We are working with Phoenix Catastrophe Services and Brown Fire Protection, respectively, to get quotes for these projects.

Also, the café vendor has requested the ability to serve breakfast next year beginning at 8am. In the past, we have denied this because of the amount of labor in cleaning the pool area required each morning could not allow for opening the gates prior to 9am. Our plan is coordinate the process with the vendor and pool staff to allow for an 8am opening time for the café, only, and then the pool at 9am. We are going to use Spring Break as a test case, as the pool is generally not too busy in the mornings at that time.

Blocks B and G

Landscapers have committed to begin irrigation, sodding, and other development for both blocks to begin January 3rd and should be completed in 4 – 5 weeks. The exercise equipment is expected to be ready for shipment to us the first week of January as well.

Additional Bicycle Parking at the Entrance

The Board is considering additional bike parking at the entrance in the east and west sides of the mail kiosk (highlighted in the figure below) that are surrounded by hedges. A decision will be made at the February meeting.

Sidewalk and Sinkhole Repair

The contractor has guaranteed this project to be completed by the middle of February but may be done sooner. This project consists of repairing the sinkhole directly in front of the mail kiosk, as well as repairing approximately 14 sections of sidewalk throughout the community that are broken.

Amphitheater Palm Replacement

Last winter, we replaced the old and fragile Washingtonia palms around the pool with new heartier Sable palms. We planned on replacing the remaining 37 palms in the amphitheater this off season. However, for strategic and cost-saving reasons, the board decided to postpone that project until next Fall, when the amphitheater drainage project is expected to begin.

Blocks C & F Landscaping Proposals

Two proposals were presented to develop the common area islands in Blocks C and F. The Board decided to table consideration of these projects until after the parks at Block B and G were completed.

Pool Repairs

After receiving a very large water bill last week, we are working with a couple of leak detection companies to determine if our pool is leaking, and if so, what will be needed to repair.

Compliance

Compliance Manager, Patrick McClain, presented his report for notifications sent to owners for property care or construction compliance. As always, our desire is that owners will take the initiative to keep their properties in good condition and keep the value of our community at its prime. Patrick reported that he has issued 76 notices over the past couple of months and the majority of those owners are working with us to get into compliance.

Building Committee

Tricia Briggs had submitted her Property report to the board prior to the meeting. Her report included the following items:

Tram Depot

The tram station is on schedule to be completed mid to late February.

Amphitheater Drainage, Town Hall and Parcel F

Landscape architect is analyzing survey data to see what, if any, additional surveys need to happen prior to Development Order application with the county.

Drainage with Block T

Tricia met with Block T owners over Thanksgiving break and our civil engineer has spoken with Alys Beach engineers about our proposal to dig a pipe trench along the walking trail. We have not heard feedback from Alys Beach at this time. Our hope is that Alys sees this as a win/win situation for both of us.

Design Review Board Report

Patrick McClain presented the DRB report which involved notes from the month’s DRB meeting. The highights of the presentation were:

Construction Applications approved = 2

Minor Remodel Requests approved = 3

Total costruction fines approved = $5,650

Next DRB Meeting = 01/19/2021

The Board also approved three changes to the Design Code and Community Rules which limited golf carts and LSV’s to owners only, clarified the banning of portable metal and ceramic charcoal grills, and included security deposits for all painting projects, not only for those involving color changes.

Vacation Rental Registration

Finally, Derek Berube presented a proposal for all rental management companies working in Seacrest to register with the association and allow us to have a contact person at all times with any issues for a house. The Board tabled discussion and consideration of this topic until the January meeting so the process could be developed in more detail.

Neighborhood Notes

Dues and Fees

  • Regular Dues will increase to $850 per quarter

  • Mediacom Fees will increase $5 per month to $352 per quarter

  • Amenity Wristband Fees will be $1 per wristband per night for all dates excluding Spring and Fall Breaks

  • Amenity Wristband Fees for Spring Break (3/5 – 4/8) and Fall Break (9/24 – 10-21) will be $2 per wristband per night

  • Effective January 1, 2022, golf carts and LSVs can only be operated by Seacrest Beach Owners and Association Staff or contractors performing work on the part of the Association.

  • Members interested in participating in the mailbox service program must sign our agreement and will be charged $15/mo, and will be billed in arrears quarterly. The agreement can be downloaded HERE, and may be signed and emailed to Amber@scbhoa.com

Sunset Pedestrian Gates

During the board meeting on Friday, we were alerted that Sunset was installing pedestrian gates in the beach walkover. This was a surprise to us. We have since had conversations with Sunset’s management and Board. Their concern is to prevent unauthorized people through the easement overnight and when security is not present. The legal agreement establishing the beach access easement area specifically states that gates are not allowed to be installed without the prior written agreement of all parties. Our Board is scheduling a meeting with Sunset’s Board to better understand their concerns and to find out why the gates were erected without first obtaining the required written agreement. Please know that the gate will not be closed until we are on the same page, and our access to the beach will not be impeded in any way. The Board will communicate more after they meet with Sunset’s BOD and has more information to provide.
