Second Tuesday of the month 

Land Use Updates

Community Association Land Use Committee 
The NPNA Land Use Committee meets once a month to discuss land use and transportation topics, or as needed when there are development proposals in the neighbourhood. If you are interested in joining the Land Use Committee, please email landuse@npna.ca 

There are no CALUC meetings scheduled for the rest of the year. Our last meeting was held on December 8th to discuss a proposed 10-storey development at 1702 Quadra Street.

Engagement Opportunities! 
Local Area Plan: Villages and Corridors Planning 
The City has been working on new local area plans through the Villages and Corridors planning process over the last two years. The final stage of engagement is now active. Please visit the engagement website to read the draft North Park Neighbourhood Plan, complete the online survey, watch a recording of previous virtual engagement sessions, or ask a question to the staff working on the project. Engagement has been extended and now closes January 3, 2022, so be sure to get involved!


Downtown Core Area Plan Design Guidelines
Did you know that a portion of North Park is considered part of the Downtown Core Area, and is therefore subject to policies and guidelines found in the Downtown Core Area Plan. The City is currently updating the Downtown Core Area Design Guidelines, which provide guidance for new developments within the plan area. The city is receiving comments on the OCP amendment bylaw that will adopt the updated guidelines. Please visit the engagement website to check out the proposed changes and learn more. Comments on the bylaw can be directed to Robert Batallas, Senior Planner at: rbatallas@victoria.ca .

Developments to Watch 
1702 Quadra Street
Aryze Developments is proposing a 10-storey mixed-use building at the “Abbey” building located at 1702 Quadra Street. The proposal includes the retention of the facade of the existing building. Aryze is currently completing pre-application engagement for the project, and the public can provide feedback by:

  • Providing written comments on the Development Tracker 
  • Writing to the proponent, the City, or the NPNA Land Use Committee (contact information is on the development tracker)

This is just the first step in the engagement process; the proponent will take feedback into account, refine the designs, and submit a formal application in the future.
 

2021 Quadra Street
Target Storage is applying to the City for a Development Permit to replace an existing warehouse with a new warehouse building for a self-storage facility at 2120 Quadra Street. A parking variance has been requested from 63 stalls to 13. The latest plans were received December 14, 2021. The project will next go to the Advisory Design Panel before having an opportunity for public comment. Check back here for updates.

Community Centre Update 

New Direction for community space at 930 Pandora Ave 
On December 2, Council gave direction to staff to bring back for Council’s consideration plans for the ground floor of 930 Pandora that makes room for some or all of: community use space, a gymnasium, a community kitchen, childcare, and space to achieve some of the aims in the Create Victoria Arts and Culture Master Plan; and that operators for these spaces will be determined later in the process.

The 18,500 sqft ground floor space is longer being pursued as a community centre for North Park and Downtown-Harris Green - instead the above uses are being considered, and the operators will be determined at a later date. 

It's important to note that this new direction also means a change in process - The NPNA and DRA will not be participating in the design or planning of this space. According to the project team, there will no longer be a community consultation as originally planned for January 2022. Although, they did say they would be reaching out to stakeholders. They didn't provide any further details on what this will or will not include.
