Newsletter Chairman’s Note
Dear Sir or Madam,
Dear members of the ESCL,

The year 2021 is drawing to a close with great strides. This is an occasion for us to thank you for the constructive and successful cooperation in the ESCL - and to dare to look ahead.

The year 2021 had begun with the general hope of being able to quickly contain the pandemic through more vaccinations. Now, more people are infected with corona virus than a year ago, and incidences in European countries are extraordinarily high. The discussions on mandatory vaccination on the one hand, and on concrete and harsh restrictions on the other, are straining the democracies on our continent.

We have reacted quickly to the changing situation and have found a format, especially with our online events, that has been very popular with our members and guests. However, the key success factor was not only the format adapted to the current situation, but above all the high quality and topicality of our events. I would like to express my sincere thanks to everyone for their dedicated participation in the preparation and implementation of our diverse lecture program.

Another important element this year was the further development of ESCL's "Thesis Prize" into an "Essay Prize" of ESCL. In this way, far more colleagues, especially younger ones, should be able to participate in this important competition. This applies to young scientists as well as to young professionals, who can contribute equally. We hope for a broad perception in the scientific community as well as in the professional world and thus a broadening of our membership base, but also - as has often been the case in recent years - for further outstanding contributions and scientific advancements. At this point, I would like to expressly thank the commission, which has discussed and decided in various working sessions how the design of the competition can be further developed in line with the times. The General Assembly then unanimously approved this excellently prepared concept on October 2 of this year. The rules have already come into force and apply to the current competition, which runs until the middle of next year. More information can be found on the ESCL website.

Even if the past few months have not always been sunny, we all still have reason to be confident: construction - our core area - creates value. This is where its strength lies compared to many other sectors of the economy. People want to invest in tangible assets, they are looking for security in the lasting, they are building on perspective. In my home country, we have just been able to read in the just concluded coalition agreement of the newly elected government what issues we are dealing with here, but which I believe should apply to many of our countries in Europe: Investments are to be accelerated: faster planning, awarding of contracts should also be allowed to be carried out according to sustainability criteria. Housing construction is to be accelerated in order to be able to provide sufficient living space. An efficient rail network is to be established, and digitization is to be massively advanced. We can see from these topics, which should certainly concern us (sometimes more, sometimes less), that these developments certainly give us hope if we assume the realization and financing of what has been written.

All this makes it clear to us that all areas of law relating to construction will continue to be in demand in the near future. This will give us in the European Society for Construction Law a wide field of activity.

Now, after a thoroughly difficult year, I wish you a merry and contemplative Christmas in the company of your family, as well as health, satisfaction and success in 2022.
