Working Together is Changing... Introducing the Empowering Communities Partnership

As you can see, our newsletter looks a bit different than it used to. This new look reflects the start of a new partnership that replaces the Working Together Partnership which ran from 2017-2021.


The Empowering Communities Partnership is funded through Norfolk County Council’s VCSE Infrastructure Support Grant. The core of the partnership is formed by Voluntary Norfolk (VN), Community Action Norfolk (CAN) and Norfolk Community Foundation (NCF), with Norfolk Community Advice Network and FUSE Norwich working alongside as strategic partners.

Covid Funding
Omicron Hospitality and Leisure Grant
One-off grants are available to businesses and organisations (including charities) on the rating valuation list.
As with previous Hospitality and Leisure Grants, this includes charities who have a rateable value but are exempt from paying.  Grants are based on rateable value:
  • Businesses / organisations with a rateable value of £15,000 or under on 30 December 2021 will receive £2,667.
  • Businesses with a rateable value over £15,000 and less than £51,000 on 30 December 2021 will receive £4,000.
  • Businesses with a rateable value of £51,000 or over on 30 December 2021 will receive £6,000.
Where premises are not used wholly for an eligible purpose an award should be based on the “main service principle,” whichever use forms 50% or more of the overall income.  Decisions will be at the discretion of local authorities, which are expected to exercise reasonable judgement.  The application closure date for this scheme is 28 February 2022.  For more information, please click the button below.

Worshipful Company of Information Technologists Charity
Grants of up to £10,000 are available for not-for-profit organisations with IT projects.
Projects will meet at least one of the following:
  • Enhancing opportunity for young people through more effective education.
  • Improving the quality of life for those who are disadvantaged, disabled, or socially excluded.
  • Helping charities and other not-for-profit organisations get the best out of IT.
  • Improving the public's understanding of IT and its capabilities.

Fidelio Charitable Trust
Grants of up to £5,000 are available for individuals (aged over 21) and groups of exceptional ability to conduct artistic projects or activities, with priority given to those for Music, including Opera, Lieder, Composition and Dance.  Funding can be used for:
  • Special tuition or coaching, e.g., in the case of musicians, to attend Master Classes.
  • Participation in external competitions.
  • Support for a specially arranged performance.
  • Support for a special publication, musical composition, or work of art.

A B Charitable Trust
Grants of £10,000 - £20,000 are available for charities that defend human rights and promote respect for vulnerable individuals whatever their circumstances.  Eligible applications will address one of the following:
  • Migrants, refugees, and asylum seekers
  • Criminal justice and penal reform
  • Human rights, particularly access to justice

Business Growth Grants (Norwich)
Grants of between £500 and £10,000 are available for Norwich businesses to fund up to 50% of the cost of improvements which help strengthen their existing offer or expansion.  Priority will be given to projects that:
  • help create new permanent jobs
  • enhance energy-efficiency and carbon reduction
  • advance the city’s arts, culture, and heritage offer
  • promote healthy living through physical activity.

Norfolk County Council Arts Project Fund
Grants of up to £500 are available for organisations to develop and promote a wide range of arts activities and events.  Priority is shown to applications demonstrating significant community impact / benefit, and those which most closely fulfil Norfolk County Council’s Strategic Priorities and Arts Policy Objectives.  The deadline for applications is Mon 31st January.  For more information, please click the button below.

Rise Fund – Extended Deadline
Grants of up to £40,000 (over two years) are available for organisations working with Black and minoritized women and girls to address longer term strategic planning and sustainability.  Applicants will have been established for at least three years and have an income of less than £100,000.  The deadline for applications has been extended to Mon 31st January.  For more information, please click the button below.

Co-op Community Fridge Fund
Grants of £4,000 are available to community groups op set up a community fridge.  
Fridges will be in areas where there is not already a community fridge within two miles, will be open to everyone, and not be used to provide emergency food.  The deadline for applications is Tues 1st February.  For more information, please click here.

Aviva Community Fund (with Crowdfunding)
Grants of up to £50,000 are available to not-for-profit organisations with projects in the themes of climate champions and financial empowerment.  Applicants will aim to do one of the following:
  • Develop an original approach, product, or technology.
  • Implement a new initiative or pilot a new scheme.
  • Expand existing services to a new area or beneficiary group.
  • Adapt services to meet today's needs without compromising those of future generations.

Natural Environment Investment Readiness Fund
Grants of up to £100,000 are available to organisations with nature projects, tackling climate change, creating / restoring habitats, or improving water quality.  The funding will help projects to develop to a point where they can attract private investment.  The deadline for applications is Thurs 3rd February.  For more information, please click the button below.

abrdn Financial Fairness Trust
Discretionary grants (typically ranging between £10,000 and £200,000) are available for projects that can improve financial wellbeing, especially for those on low-to-middle incomes.  The Foundation is interested in funding projects that examine and promote measures to:
  • Increase incomes for those on low-to-middle incomes.
  • Ensure people have an adequate safety net, building savings and assets.
  • Reduce the cost of living, making sure those on lower incomes are not paying more.
  • Address issues related to spending and borrowing, particularly where it becomes problematic.

Mount Fund Trust
Grants are available for registered charities working in the following areas:
  • Mental health – Most grants are up to £5,000 however, smaller charities (with income of up to £500,000) could be considered for larger grants of up to £20,000 (over two or more years).
  • Homelessness - For charities with income less than £1million and unrestricted free reserves of less than six months’ annual expenditure.
  • Health in the community - For smaller charities (with income of less than £500,000) for services provided primarily to rural communities. Unrestricted free reserves must also be less than six months’ annual expenditure.  Grants will be up to £20,000 will be paid in two annual instalments of up to £10,000 each.

East Coast Community Fund (Coastal areas)
Grants are available to not-for-profit organisations with local community projects.  There are two levels of funding:
  • Small grants of between £1,000 and £5,000.
  • Main grants of between £5,001 and £50,000.
The funding can be used for:
  • Community buildings and facilities - Capital improvement works to village halls, community centres, museums, heritage centres and community cafes.
  • Community activities and services - Projects addressing health and wellbeing, social isolation, community cohesion and access to amenities.
  • Young and old people’s projects - Projects providing support for local clubs and groups.
  • Environmental and public open space projects - Projects involving parks, nature reserves, community growing schemes, and habitat/species conservation.
  • Sports, recreation, and play – including Playgrounds, skate parks, indoor climbing walls, Sports equipment, Sports field drainage projects.

Wallace and Gromit Children's Charity

Grants of £100 - £5,000 are available for registered charities, hospices, and hospitals to improve the lives of sick children.  Eligible projects include (but not limited to):
  • Arts, music, play, and leisure programmes in a hospital or hospice setting.
  • Facilities to support families of children treated in hospitals or hospices.
  • Welcoming and accessible environments.
  • Care and facilities in hospices.
  • Promoting education and information programmes.
  • Supporting children with physical and emotional difficulties.
  • Medical equipment when it can be shown that funding is not available from statutory sources.
  • Respite care.
  • Provision of sensory equipment.

Re-imagining day hospice services

Grants of up to £35,000 for projects (running over an 18-month period) within hospices, aimed at re-opening day care services using both digital and face to face approaches.  Grants can be used to make better use of technology - building on experiences gained during the pandemic, technological innovations offer the opportunity to make transformative shifts in patient-centred care models.  The deadline for applications is Mon 14th February.  For more information, please click the button below.

Your Best Friend

Grants are available to organisations with projects to support women, girls, and non-binary young people to keep themselves and their friends safe when dating, by increasing their knowledge and confidence.  Grants are available in two levels:
  • Small grants - £1,000 - £10,000.  Applications are welcome on a rolling basis.
  • Large grants - £10,000 – £25,000.  The deadline for applications is Fri 18th February.

Dying Matters Community Grants

Grants are available for community led arts and culture projects that help people to talk about death and dying and have a focus on equality and inclusion.  There are two levels of funding:
  • Small workshop grants - up to £999
  • Project grants – from £1,000 - £5,000.
Projects will work with one of the following groups:
  • Ethnic minorities.
  • People experiencing homelessness.
  • Imprisoned people.
  • LGBT+ people.
  • People living in remote and rural areas.
  • People living in poverty, deprivation and with lower socioeconomic status.
  • People living with learning disabilities.

PBS Training and Consultancy

The Core Capabilities Framework for Supporting People with a Learning Disability (2019) specifically names Positive Behaviour Support (PBS) as an area direct contact staff will be trained in when supporting individuals with behaviour that challenges. This framework is likely to become mandatory training for all health and social care colleagues in the near future and Health Education England has already identified organisations to begin developing and trialling training for national use. PBS will soon be an expectation across these sectors and providing quality training at various levels now will future proof Norfolk services to this coming change.

In addition to this, Norfolk County Council (NCC) has agreed to secure external consultancy support to help develop the implementation of a Positive Behaviour Support (PBS) approach internally by altering our systems and ways of working. We specifically want to focus on the way in which we monitor the use of PBS within Learning Disability (LD) residential homes and supported living providers. This would mean making changes to the way our Quality Service currently conducts reviews. The successful Provider shall also provide wrap around PBS consultancy support to LD Residential Home and/ or Supported Living providers we identify as needing more support to successfully implement a PBS approach within their organisation.
 

Application for Adult Residential and Nursing Care Framework

This is an application process to be appointed to the Norfolk County Council open framework agreement for Adult residential and nursing care homes.
What is it?
  • A Framework Agreement is an umbrella agreement which enable the Council to quickly place orders (aka call-off contract). By signing up to the Framework, providers are confirming that they want to work with us on the terms stated in the agreement
  • Providers are invited to complete an application form to join the Framework Agreement. This Framework is compliant with the Public Contracts Regulations 2015 (as amended) The Framework Agreement will last for 5 years with an option to extend by a further 5 years.

Framework Agreement for Tutors to Children and Young People

Norfolk County Council wishes to procure an open framework with a range of providers delivering face to face and on-line tutorial services. The framework will be for 5 years, with the option to extend for up to a further 5 years; subject to agreement of Norfolk County Council with the service providers. The Council is subject to the Public Contracts Regulations 2015 and will be carrying out this procurement in accordance with the Light Touch Regime which applies to education and children’s services.  Bids may be submitted at any time. 
 

Public Health Primary Care Contract

Applications are invited to deliver primary care services (formerly called local enhanced services), which have been divided into the following lots:
  • Lot 1A – NHS Healthcheck Programme: the identification and invitation of the eligible population.
  • Lot 1B – NHS Healthcheck Programme: delivery of the NHS Health Check (including Standard Operating Procedures)
  • Lot 1C – NHS Healthcheck Programme: Community Records Update.
  • Lot 2A – National Chlamydia Screening Programme, Emergency Hormone Contraception (EHC) and Pregnancy Testing.
  • Lot 2B – Fitting and management of contraceptive implants and intrauterine devices (IUD) / Intrauterine Systems (IUS).
  • Lot 3A – Stop Smoking service provision.
  • Lot 3B – Supply of Nicotine Replacement Therapy (NRT).
Providers can apply for one or any combination of Lots.
