COVID:

We are working to distribute masks, face shields, sanitizer, and a limited number of test kits. Nonprofits should reach out to our office with any of these needs.

Governor Kathy Hochul released her January 10, 2022 briefing on COVID in NYS. There were 135 COVID-19 deaths in the State on 1.9.2022 (49,620 in total since COVID was first identified in NY); 12 were in Manhattan. Of the 62 counties, only Brooklyn and Queens had more deaths. In NYS, on 1.9.2022, of the 282,961 Test Results Reported, 54,749 were positive, for a Percent Positive of 19.35%. Data today in the GISAID database, the largest repository of SARS-CoV-2 sequences in the world, show the Omicron variant comprised 95.9% of uploaded sequences from NYS between 12/27/21 and 1/9/22. This indicates that Omicron continues to circulate at an extremely high level across the state although there may be regional differences.

Fiscal Year ’23 Budget:

Because budget issues are so important, we are repeating information that has been shared in the past.

Fiscal Year ’23 Expense Budget applications for non-profit organizations are available here and are due on Tuesday, February 22, 2022.

Fiscal Year ’23 Capital Budget applications are due Thursday, March 24, 2022 and the application details can be viewed here.

Council Members and Community Education Councils (CECs) may recommend school capital projects to the School Construction Authority (SCA) and the Department of Education for inclusion in the Five-Year Education Capital Plan. I as your Council Member must recommend projects by the Close of Business on Friday, January 14, 2022. Capital projects must cost a minimum of $50,000 and have a useful life of five years. Capital project requests should bring to SCA and DOE’s attention critical infrastructure needs that are not currently funded but should be included in the Five-Year Plan (i.e. upgrades to bathrooms, specialty instruction spaces, or critical building components). You can find the latest version of the Proposed Amendment to the Fiscal Year 2020-2024 Five Year Capital Plan, on SCA’s website.

We are conducting Participatory Budgeting (PBNYC Cycle 11) for the next Fiscal Year. The submission link is open now through January 23rd. Submit a proposal here.

What is Participatory Budgeting?

It is a democratic process in which community members directly decide how to spend part of the public budget. PB gives people real power to make real decisions over real money. The process was first developed in Brazil in 1989. There are now over 3,000 participatory budgets around the world, most at the municipal level. It enables New York City residents to propose, evaluate, and vote on projects in their City Council districts. Successful projects will be funded by Council Member discretionary funds. Discretionary funds are monetary resources Council Members typically allocate based on their local priorities.

Applications are now open for Citizens Committee for New York’s 2022 “All In” Neighborhood Grants and Neighborhood Business Grants. A total of $1 million is available and each grantee is awarded up to $10,000. Apply early but applications will be accepted until summer 2022.

Lower Manhattan Cultural Council (LMCC) has an application for SU-CASA, which is a City Council initiated community arts program that places artists and organizations at senior centers. LMCC will administer 30 residencies for individual artists in Manhattan from March-June 2022. Application deadline: January 28, 2022 at 5PM.
 
On January 9, 2022 we partnered with the United Bodegas of America at Stop 1 Deli at 122 Suffolk Street to support the owners of bodegas, delis, and small restaurants in their struggle to survive in a world in which “dark stores” such as Gorilla, Jokr, GoPuff, Fridge No More, etc. have rented spaces as large as 20,000 square feet and with their apps are competing against the mom-and-pop owned backbone enterprises in our neighborhoods. I was delighted to be joined by NYC Comptroller Brad Lander and Council Members Christopher Marte, Carlina Rivera and Lincoln Restler. Read about it in West Side Rag.

Many of you have asked how to support the victims of the horrific fire in the Bronx. The Mayor’s Fund to Advance New York City is raising money to support victims of this tragic event. Make A Donation.

Tuesday, January 11, 2022 from 12:30 PM to 6:30 PM - Lincoln Center for the Performing Arts is hosting a Community Blood Drive in the David Rubenstein Atrium (1887 Broadway, NY NY 10023). Pre-registration is required.

Tuesday, January 11, 2022 at 6 PM, Good Cause Now! is hosting a town hall on the eviction moratorium set to expire on January 15. Participants include Comptroller Brad Lander, Public Advocate Jumaane Williams, State Senator Julia Salazar, Housing Justice For All, and Greenbrook Tenants. Register here

Wednesday, January 12, 2022, at 6 PM, my office is hosting our monthly tenant assistance clinic with the Goddard Riverside Law Project and TakeRoot Justice.  This month’s meeting will take place on Zoom and feature a discussion on the statewide eviction moratorium set to expire on January 15, 2022. For Faith-Based institutions that are considering developing affordable housing: A free online workshop is taking place on Thursday, January 20, 2022 at 3:30 PM about ways Houses of Worship can more fully utilize their property and resources to develop affordable housing, as well as for other purposes - and at the same time strengthen and stabilize their congregation and their community.
