2022 ECC Stakeholder Data Collection: Survey

It's that time of year again! Every year, Empire Clean Cities collects data from our stakeholders about the actions they took to reduce transportation emissions—including installation of new fuel or charging stations, operating alternatively fueled or electric vehicles, or incorporating fuel economy or anti-idling technology.

Welcome ECC's Newest Board Members, Melinda Hanson and Robert Gurman!
We're so thrilled to welcome our two newest board members, Electric Avenue's Melinda Hanson and Electrada's Robert Gurman! 

Melinda is co-founder and Principal at Electric Avenue, a public affairs and mobility strategy firm whose mission is to accelerate the transition to human-scale, zero-emission mobility. Robert is Managing Director of Electrada, LLC., and is an experienced commercial & finance professional in the vehicle electrification/clean mobility, clean energy, renewable energy, and project and infrastructure finance space, having closed over $28 billion of transactions in his 30+ year career.

DCAS Announces a Further $420 Million to Electrify 90% of NYC's Fleet by 2035
In December, New York City announced a major new funding push to support the City's fleet electrification initiatives. The roadmap includes $420 million earmarked for fleet electrification, charging infrastructure, and more through 2031—and that's in addition to the $75 million already announced at NYC DCAS's Fleet Vehicle and Equipment Show in September. 
The positive effects of the new funding will be felt very quickly, with the purchase of 1,250 new EVs for City use planned in FY22. A significant portion of those vehicles will be the 184 Mustang Mach-E crossovers—announced by DCAS last week—slated for use by NYPD and other City emergency response agencies. 

In addition to electric vehicles, DCAS will also bring 1,776 fast electric vehicle chargers online by FY2030 with 100 of those available to the public. Additionally, former Mayor de Blasio signed an executive order accelerating the deadline for a transition to an all-electric NYC Fleet to 2035, five years sooner than the original goal of 2040.

Governor Hochul Announces Adoption of New Advanced Clean Truck Rule to Reduce Pollution and Combat Climate Change
The new Advanced Clean Trucks (ACT) rule finalized by NYSDEC requires manufacturers of medium- and heavy-duty vehicles to sell an increasing number of zero-emission vehicles (ZEVs) in New York State. The regulation complements the state's recently adopted legislation that established a goal for 100% of medium- and heavy-duty vehicles sold, leased, or applying for registration in New York be zero-emission by 2045 where feasible.

The ACT regulation will also result in substantial reductions of particulates, nitrogen oxides, and toxic pollutant emissions in disadvantaged communities that have been disproportionally impacted by diesel truck pollution. New York joins California, New Jersey, Washington, and Oregon in adopting the ACT.

Per Governor Hochul, the new ACT regulation "will help us cut pollution and emissions, kick-start the shift to clean electric trucks, and address the environmental injustices that have plagued too many communities across our state."

USDOT Issues Requests for Information on Upcoming EV Charging and Infrastructure Act Programs

The U.S. Department of Transportation is seeking information regarding upcoming alternative fuel, highway, and electric vehicle charging projects. Submit comments through the Federal Register here regarding development of the guidance for the National Electric Vehicle Formula Program and the Charging and Fueling Infrastructure Program (submit comments by January 28th), and here regarding shifting manufacturing and assembly processes for electric vehicle charging infrastructure to the United States to comply with Buy America requirements (submit comments by January 10th).

Funding Opportunities

The Department of Energy's (DOE) Loan Programs Office (LPO) as $17.7 billion in loan authority to support the manufacture of eligible light-duty vehicles and qualifying components under the ATVM, authorized by the Energy Independence and Security Act of 2007. Read DOE's two-page fact sheet for an overview of how LPO can finance auto manufacturing projects here.
NY Green Bank’s RFP 19 invites regulated and unregulated financial entities actively deploying capital into clean energy and sustainable infrastructure projects that benefit disadvantaged communities (DACs) in New York State to submit proposals for NYGB preferred equity investments. The online proposal submission portal is now online. 

The U.S. Department of Energy (DOE) has released a new Request for Information (RFI) on the scale-up and demonstration of renewable fuels.  “Overcoming Barriers to Renewable Fuel Scale-Up and Demonstration” seeks input on issues related to scaling up processes and technologies to pilot- and demonstration-scale sustainable aviation fuel (SAF), renewable diesel, and renewable marine fuels.
New York State Volkswagen Settlement Funds: Current Programs
Rebate incentive funding is now available for fleets and businesses in NYC Industrial Business Zones (IBZs) for the replacement of older, diesel-fueled trucks with alternative fuel or electric vehicle technologies. Funding available from $12,000 to $185,000 per truck replacement, depending on fuel type and truck class size.

Eligibility update:  
Subject to NYC Clean Trucks Program approval, applicants applying for battery electric vehicle (BEV) replacement trucks may now purchase an older diesel truck from a third party owner to meet the qualifying (old) truck eligibility requirements. The purchaser must meet all applicable NYS requirements. To learn more, read the release from NYCCTP here.

NYTVIP provides vouchers to fleets across New York State for the replacement of older diesel vehicles with the purchase or lease of electric, conventional hybrid electric, compressed natural gas, or propane medium- and heavy-duty vehicles. Voucher amounts are based on a percentage of the incremental cost of the vehicle.

Disadvantaged Communities Barriers and Opportunities Report
This report from the New York State Climate Action Council identifies opportunities for the State's agencies to embed justice and equity in climate and clean energy programs. Following through on the recommendations will achieve impacts such as improving the health and safety of buildings and empowering communities and local governments to be resilient and prosperous.

Last month, Vice President Harris met with Antoine M. Thompson, Executive Director of Greater Washington Region Clean Cities Coalition, to discuss the equity elements of the White House's electric vehicle charging push.
New Report Focuses on Non-Petroleum Fuel Options for Waste and Recycling Fleets
Energy Vision’s new report The Refuse Revolution details alternative fuels and new vehicle technologies for waste and recycling collection truck fleets. The report assesses biodiesel and renewable diesel, fossil and renewable natural gas, hybrid technologies, battery electric vehicles (BEVs), DME, and hydrogen by cost, performance, and climate and health impacts.
NYMTC: Annual Listing of Obligated Transportation Improvement Projects
New York Metropolitan Transportation Council (NYMTC) has published its Annual Listing of Obligated Transportation Improvement Projects for Federal Fiscal Year 2021. During FFY2021, over $4.2 billion was federally obligated for 466 transportation projects from NYMTC's current FFYs2020-2024 Transportation Improvement Program (TIP), from the purchase of six 40-foot electric buses by NYSDOT to flood resiliency improvements for the Staten Island Ferry.
