    HOW DC COVERS UP INFANT HOMICIDE AND LETS MURDERERS GO FREE
 

Those of us who have covered District affairs for decades are familiar with fat but inept bureaucracies and the lack of accountability, but a system that allows infant murderers to go free takes government inadequacies to despicable depths. That’s the inevitable takeaway from DCLine’s publication of an investigative series supported by SpotlightDC exposing failures in DC’s child welfare system:
Children who are murdered by caregivers get lost” in the Child Fatality Review Committee’s process, said Stephanie McClellan, deputy director of the DC KinCare Alliance, a nonprofit organization created to support relatives who care for children outside of the traditional foster care system. “There is no way to tell how many children die each year in DC … because there is no current reporting of that information.”
 
The four-part series by veteran DC journalist and SpotlightDC awardee Jonetta Rose Barras paints the picture of a system that fails to protect the most vulnerable: infants and children subject to disregard and violence. It’s also the manifestation of our mission to put funds directly in the hands of journalists working on consequential, under-reported stories in the DMV – published by one of our media partners, in this case DCLine.

HOW TO APPLY FOR A GRANT
  1. Send a short query to info@spotlightdc.org or harry@spotlightdc.org.
     
  2. Following a positive response, apply for funds with a proposal of 750–1,000 words describing the project, reporting path, impact, budget and deadlines.
     
  3. Members of SpotlightDC’s Advisory Board evaluate the proposal and make recommendations to the Board of Directors for funding, after opportunities to revise.
