CoC Program Registration Updates

HUD's Office of Special Needs Assistance Programs (SNAPS) recently updated the Continuum of Care (CoC) Registration Notice (CPD-22-02). The Notice is available via the HUDClips page and the CoC Competition page on HUD.gov.

HUD will post the Fiscal Year (FY) 2022 CoC Program Registration Detailed Instructions and Navigational Guide on the CoC Competition page after Registration opens. This Guide provides step-by-step instructions on how to complete the CoC Registration process.

In FY 2022, the CoC Program Registration will not open the second Tuesday of January as in the past. CoCs will be notified when Registration is open in e-snaps through the CoC Competition page and via a HUD listserv message. Instructions on how to join the HUD listserv are available at the bottom of this message.

Summary of Changes to the CoC Registration Notice

The CoC Registration Notice CPD-22-02:

  • Supersedes Notice CPD-18-03, published on April 9, 2018, and reestablishes the CoC Program registration requirements for Collaborative Applicants, including Indian Tribes and Tribally Designated Housing Entities (TDHEs).
     
  • Outlines the requirements for Indian Tribes, TDHEs, or other eligible organizations to register and claim formula areas as a newly formed CoC or for existing CoCs to claim formula areas where an Indian Tribe, TDHE, or other eligible organization intends to apply for projects located in a formula area through an existing CoC. This update responds to a recent statutory change, which now allows Indian Tribes and TDHEs to be Collaborative Applicants, eligible entities, or subrecipients of the CoC Program and incorporates formula areas to the list of geographic areas that may be served by the CoC Program.
     
  • Announces that resources concerning the CoC Program Registration process will be hosted on the CoC Competition page on HUD.gov instead of on the HUD Exchange.
     
  • Requires that Registration and Competition related questions are submitted to HUD’s CoCNOFO@hud.gov email inbox. These questions will no longer be answered through the HUD Exchange Ask A Question (AAQ) platform.
