Greetings and Salutations Friends, Neighbors, and Alaskans!

The second regular session of the 32nd legislature is underway with an uneventful first week. While we remain hopeful for a swift and sufficient resolve to our state's budget crisis and PFD kerfuffle, it is unlikely to occur this session. Myself and my office remain committed to fighting for a balanced budget and reducing the size government with legislation like my spending cap SJR 19. We also remain committed to fighting for and promoting the value of the peoples share of our state’s natural resources in the form of an amendatory and meaningful PFD.  

Further my office has a number of bills introduced this session aimed at a variety of topics that we plan to doggedly push before the close of the session (Click here to see my bill updates).

In closing I want to reiterate that while morale is low for finding a solution to our state's persistent budget challenges, I remain committed to working with members from both parties to find a solution that sets the state on the right fiscal path. With that said I will not be supporting any plan or legislation that does not work towards making the state more responsive to the health of our private sector and pay attention to conditions outside of the capitol building and government sector.

Committee Updates

Senate Transportation Committee: We expect this session to be a productive and active one for Senate Transportation committee. We expect to spend a good deal of time working on SB 166 G.O. Bonds for Infrastructure Projects relating to the issuance of general obligation bonds for the purpose of paying the cost of state infrastructure projects, including construction, major maintenance, and port and transportation projects by the Governor's office. We also have a number of bill referrals including two of my new bills SB 150 and SB 168. The Senate Transpiration committee has also sponsored legislation this year with SB 170 Marine Highway Corporation. This legislation came together after bipartisan talks with my office, committee members, and costal legislators dedicated to finding a plan to improve our ailing ferry system. As chair of Senate Transportation committee it is my office's responsibility to carry the legislation, and we are hopeful in its ability to advance the conversation relating to ferry reorganization.

**New Legislation introduced**

SB 146 UNIVERSITY: TEXTBOOKS/MATERIALS COST  - SB 146 The Textbook Cost Transparency act provides students with vital information about their textbook and course materials while they are registering for classes, allowing them to make informed choices and financially plan. The goal of this legislation is to provide students with as much information regarding cost as early as possible in the registration process clearly defined definitions integrated into the University of Alaska’s shared online course catalog (UAOnline).  By allowing students to see which classes come at “Zero-cost” or “low-cost” they will be able to make more informed finical decisions more easily.
 
 
SB 150 TRUCK DRIVER APPRECIATION DAY - SB 150 establishes the second Monday of September of each year as Truck Driver Appreciation Day in alignment with the National Truck Driver Appreciation week. This bill was created in response to the growing shortages of truck drivers in this country. Truck drivers serve a critical role in keeping our shelves stocked and our community’s feed which is why it’s important that we as a state recognizes them for the work they do. This bill is also designed to align with the National Truck Driver appreciation week. 

SB 168 DONATIONS/GIFTS FOR DOT&PF SIGNAGE  - SB 168  provides receipt authority to the Department of Transportation that it needs to be able to collect donations for signage. It does not require these costs to be paid by outside groups, but instead helps to codify a process that will not use state funds. 

SB 170 MARINE HIGHWAY CORPORATION - SB 170 sponsored by the Senate Transportation Committee would transition the AMHS into a public corporation for the purposes of stabilizing the management structure, foster greater alignment between management and labor, limit exposure to political influence, and stabilize the finances of the system. While each public corporation is unique in its purpose and powers as defined in statutes, as a public corporation AMHS could develop long-term vision, foster stability and accountability, and develop fleet and business operations in a strategic and efficient manner. 

SJR 19 CONST. AM: APPROP LIMIT - SJR 19 is a proposed amendment to the constitution that establishes and defines annual appropriation limits on state government. During the third special session my office submitted  SJR 301 as a companion to Representative Kaufman's HJR 301 and worked with the recommendations of the Alaska Comprehensive Fiscal Plan Working Group which advocated that the legislature evaluate state spending limit reform. 

SJR 19 is an exact copy of the version of SJR 301 that was amended by the Senate Judiciary Committee to be based instead on a five-year average of individual personal income in the state minus the PFD and the income of state and local employees. The resolution also provides exceptions for certain large scale capitol projects in the future. SJR 19 is currently in the Senate Judiciary Committee and we look forward to a hearing soon. 

Staff Highlight

In this edition of Robb’s report, I wanted to spotlight my legislative researcher Theresa Woldstad. Theresa is a long-time resident of North Pole. Her family first moved to the North Pole area in 1951, when her grandfather worked as a welder on the construction of Eielson Air Force Base. Theresa graduated from North Pole High School and attended the University of Alaska Fairbanks to earn a Bachelor of Science. Theresa’s love of research inspired her to continue her higher education to earn a Master of Science in Wildlife Biology and a Master of Fine Arts in Native Arts.  
Theresa’s hobbies include farming on her eighth of an acre farm, raising turkeys and chickens, sport hunting and fishing, and Alaska native art.

About Me

 

Senator Robert Myers was born in Fairbanks, Alaska. He spent much of his young childhood at the Salchaket Roadhouse which his parents owned. Growing up, Robb developed a passion for Alaska. He attended the University of Alaska Fairbanks where he studied philosophy, political science, and history. During college he drove for a tour company where he was able to share Alaska with countless people. He currently drives truck and travels the Haul Road frequently. He ran for office because he wants an Alaska his children will choose to make their home down the road. When Robb isn’t working, he enjoys reading, history, board games, and spending time with his wife Dawna and his five kids.
