January 2022
Since 2017, the UNESCO Institute for Statistics and the GEM Report have been working with countries to help them fulfil their commitment to set national #SDG4benchmarks on a set of seven indicators. Two in three countries have directly or indirectly taken part in the process. These benchmarks have been compiled in a new report released today for International Day of Education.

Globally, even if countries reach their benchmark values by 2030, the world will still fall short of the ambition expressed in SDG 4 – and this is before even accounting for the potential impact of COVID-19 on education systems.

Nevertheless, for several indicators, countries appear to be committing to accelerate efforts relative to the progress they achieved over 2000–15, an ambition we must all get behind.

Halfway to our education goal deadline, the benchmarks reinvigorate the education agenda not just for policy makers, but for all of us who are keen for the agenda to succeed. They define countries’ contribution to SDG 4; enable them to contextualize the monitoring of progress and link their national with regional and global education agendas; help strengthen national planning processes; focus attention on remaining data gaps; and contribute towards mutual learning between countries on the best way forward.
Call for expressions of interest for the 2023 GEM Report on technology closing 28 January
Each year, the GEM Report commissions around 30 background papers to fill research gaps in the GEM Report. On December 17, 2021, the GEM Report launched a call for expressions of interest to contribute research to the 2023 GEM Report on technology.

As described in the concept note, the 2023 GEM Report will examine 9 thematic areas, organized under 2 main questions, across all levels of education, from early childhood to adulthood:
  • What education problems can technology address?
  • What conditions need to be met for technology to support education
Individuals and organizations are invited to submit an expression of interest to contribute a background paper to the Report. Please follow the guidelines and send us a maximum 3-page technical proposal describing the methodology (and data, if relevant), geographical scope, timeline, workplan and budget.

Submissions should be sent in English or French in one PDF file to gemrpost@unesco.org, using the subject line EOI 2023 GEM Report + theme(s) by 28 January.
