« Plan S is an initiative for Open Access (OA) publishing, which requires that from 2021 scientific publications that result from research funded by public grants must be published in compliant Open Access journals or platforms.
Addressing the need for concerted actions at national, European and international levels, cOAlition S, an international consortium of research funding and performing organisations, along with the European Commission, is committed to accelerating the transition to open access. Since 2018, cOAlition S has rolled out several policies and tools to realise Plan S’s ambitious goal.
This report presents an overview of the activities we have undertaken in 2021, the levels of OA compliance amongst cOAlition S funders, and the latest news on the tools and services we are developing, such as the Journal Checker Tool and the Journal Comparison Service. (…) »

« Today, January 20, 2022, the U.S. Copyright Office released its 2022–2026 Strategic Plan, Fostering Creativity and Enriching Culture, which sets out its goals for the next five years. The plan seeks to benefit the public by expanding the Office’s outreach, improving integration of data and technology, and continuing to provide expertise to the copyright community as a whole.
Fostering Creativity and Enriching Culture articulates four overarching goals: Copyright for All, Continuous Development, Impartial Expertise, and Enhanced Use of Data. These goals, aligned closely with those of the Library of Congress, are intended to make the copyright system more accessible, understandable, and up to date. (…) »

« Les 22 et 23 novembre 2021, l’École nationale supérieure des sciences de l’information et des bibliothèques (Enssib), éditrice du Bulletin des bibliothèques de France, a organisé la 10e édition de la Biennale du numérique consacrée au thème « Bibliothèques, éditeurs, libraires, face au mouvement de l’open ». Nathalie Marcerou-Ramel, directrice de l’Enssib, a rappelé en préambule que l’expression retenue pour cette édition, « être open », correspondait aux valeurs de cette manifestation conçue comme une rencontre ouverte et interprofessionnelle. « Le CTLes organise sa 9ème journée professionnelle le 5 avril 2022 au Centre des colloques du Campus Condorcet. Cet évènement, centré sur la gestion des collections physiques, permettra de revenir sur 25 années d’existence au service des bibliothèques, en présentant l’utilisation de l’établissement par les établissements partenaires, et d’autres exemples de centres de stockage distants avec la Suisse alémanique et la future implantation de la Bibliothèque nationale de France à Amiens.
La journée se conclura par une visite du Grand équipement documentaire du Campus Condorcet qui a ouvert ses portes à la rentrée 2021, après plusieurs années d’un projet de constitution des collections qui a pour partie recouru au CTLes. (…) »

Early career researchers (ECRs) will play a key role in transitioning the scientific community to more widespread use of OS from pre-registration to publication, but they also face unique challenges in adopting these practices. « The Commission has called for organisations to express their interest in being part of a coalition on reforming research assessment.
The coalition will bring together research funding organisations, research performing organisations, national/regional assessment authorities or agencies, associations of research funders, of research performers, of researchers, as well as, learned societies and other relevant organisations, all willing and committed to implement reforms to the current research assessment system.
This follows a year of extensive consultations with stakeholders, as described in this report.
The coalition will remain open to new members at all time, beyond the initial 10 January 2022 deadline to express interest.

« La Fabrique numérique du passé, plateforme open data, permet ainsi de faire la jonction entre des lieux de dépôts pérennes (entrepôts de données comme Nakala pour les SHS), des acteurs qui produisent dans le cadre de projets selon des perspectives métiers et un capital de données qui doit être à la fois pérennisé et accessible pour être mobilisé par de nouveaux acteurs.
Les objectifs de notre plateforme répondent à des objectifs fonctionnels simples : permettre l’accès et la visualisation à un catalogue global de données, faciliter le dépôt ou le retrait sous des formats standards de sets de données avec une contextualisation de la donnée qui la rend ré-utilisable et interopérable (voir par exemple : https://www.data.gouv.fr/fr/ ou https://data.iledefrance.fr/pages/home-covid/ ).
Le projet FNP est scientifiquement adossé au consortium Huma-num Paris Time Machine (PTM) dont il complète l’action sur les questions d’ouverture des données et d’open data.

« The EOSC-Pillar Work Package 7 on Horizontal data storage and computing services recently published a key deliverable, describing the methodology adopted to assess the maturity level of services from the service delivery perspective and the outcome of the internal analysis of 17 services provided by EOSC-Pillar.
The team’s approach to assess the maturity of the services delivered in EOSC-Pillar was to require each service provider to fill a checklist template with all the defined requirements to be considered in order to deliver a good service and satisfy users needs. « Data Management Plans (DMP) play an important role for planning and conducting research activities and more and more researchers are facing requirements by their institution or funding agency for writing such a plan. Thereby, they are often misunderstood as an administrative task. Instead, DMPs are a powerful tool for efficient and secure collaboration and for the creation of research outputs of better quality and higher impact. A DMP will also help you to develop strategies for sharing and publishing your research data as openly as possible (and protecting them, when necessary). In this session, we will introduce the typical components of a DMP and discuss how the plan can be used actively throughout a research project. « Editorial : L’IST numérique, un nouvel ordre des choses ? Antoine Petit
L’information scientifique et technique (IST) assume plus que jamais une double nature. Produit fini de la science passée et matière première de la science en devenir, elle vit une transition permanente en adéquation avec le numérique. Ses systèmes et algorithmes peuvent utiliser toute la masse des connaissances passées, l’explorer massivement pour y chercher un seul fait… Il faut pour cela un regard sur l’inconnu, sur le point aveugle : aucune machine ne peut remplacer seule le regard du savant sur ce qu’il ne voit pas encore. Au CNRS, l’histoire des outils et démarches du travail scientifique s’est constamment écrite au contact étroit de l’histoire des sciences, avec des travaux de fond sur plusieurs siècles présentant « l’ordre matériel du savoir1 » ou encore la construction des classifications scientifique2. Aujourd’hui toutefois, sur ces mêmes domaines des outils et des classifications scientifiques, nous vivons une rupture spectaculaire apportée par les démarches numériques, rupture que nous percevons encore de façon diffuse. Trente ans après la création d’Internet, une synthèse vigoureuse et savante reste à faire sur le bilan global d’une première génération de travaux de recherches, conduites avec l’appui d’outils et démarches numériques.
Dans ce sens, le dossier qu’on va découvrir propose plusieurs jalons solides : il comporte de riches contributions dans tous les domaines clefs du développent de l’IST entre le 20e et le 21e siècle, et vient ainsi à point nommé pour prendre du recul et contribuer à une réflexion stratégique, dont le besoin se ressent chez tous les personnels de la recherche. « Imaginé à partir de 2014 pour remplacer le système des Cadist (Centres d’acquisition et de diffusion de l’information scientifique et technique) devenu obsolète, le groupement d’intérêt scientifique (GIS) CollEx-Persée, créé officiellement en 2017, a profondément bouleversé le paysage de l’information scientifique et technique française. Alors que le GIS a publié en décembre 2021 son autoévaluation et que bat son plein le travail de réflexion pour donner naissance, à partir de 2023, à CollEx-Persée 2, le dossier de ce numéro d’Arabesques intitulé « CollEx-Persée : un dispositif au service de l’excellence documentaire » propose de faire le point sur les enjeux, les problématiques et les perspectives de cet outil singulier, et présente plusieurs projets documentaires réalisés dans le cadre qu’il a permis d’installer. « Scientometric research often relies on large-scale bibliometric databases of academic journal articles. Long term and longitudinal research can be affected if the composition of a database varies over time, and text processing research can be affected if the percentage of articles with abstracts changes. This article therefore assesses changes in the magnitude of the coverage of a major citation index, Scopus, over 121 years from 1900. The results show sustained exponential growth from 1900, except for dips during both world wars, and with increased growth after 2004. Over the same period, the percentage of articles with 500+ character abstracts increased from 1% to 95%. The number of different journals in Scopus also increased exponentially, but slowing down from 2010, with the number of articles per journal being approximately constant until 1980, then tripling due to megajournals and online-only publishing. The breadth of Scopus, in terms of the number of narrow fields with substantial numbers of articles, simultaneously increased from one field having 1000 articles in 1945 to 308 in 2020. Scopus’s international character also radically changed from 68% of first authors from Germany and the USA in 1900 to just 17% in 2020, with China dominating (25%). (…) »
