ANPR BOARD OF DIRECTORS "RETREAT"

The ANPR Board of Directors held our annual "Retreat" meeting on January 30th, via Zoom conferencing. 

We welcomed our new members Rick Mossman as President Elect, and Shannon Wilson for Membership Services.  We met for over six hours to discuss the state of the Association.  Some of the key discussion and decision items included:
  • Established an ANPR Reorganization Work Group to bring a draft proposal to the Board by April BOD meeting to publish in Ranger for membership consideration at the Tucson Rendezvous (contact jshafer@anpr.org for more information or to provide input)
  • Established a Royal Caribbean Work Group to draft Presenter Qualification Criteria  (contact bwade@anpr.org for further information)
  • Jonathan Shafer will be using our discussion to draft an updated Strategic Plan for presentation to membership at the Tucson Rendezvous
  • Board discussed possibility of updating the "Lost but Found Safe and Sound" video to include captioning (contact tbanks@anpr.org for further information)
  • The RR45 Management Team is looking for Volunteers especially for position of Program Chair and Exhibit Coordinator (contact bwade@anpr.org for further information)
  • Established a restricted fund that could be used for BOD travel expenses related to meetings
  • Approved holding the Super Raffle again in advance of this year's Rendezvous in Tucson
  • Discussed a more coordinated ANPR effort relating to World Ranger Day on July 31st as well as coordinating the Ranger Relief program for equipment exchange at the next World Ranger Congress
  • Identified Priority Topics: Hiring, Housing, and Training - for President Paul Anderson to discuss with the new NPS Director

NATIONAL PARK SPEAKER / ENRICHMENT PRESENTER GUIDELINES  
ROYAL CARIBBEAN ENTERTAINMENT  
 
FREE CRUISE FOR PRESENTER AND ONE GUEST
 
Royal Caribbean in association with the Association of National Park Rangers (ANPR) will collaborate in offering enrichment presentations that will expand the guest’s knowledge of the U.S. National Park System on scheduled cruises.
 
This program will begin this summer with the cruises available via the Inland Passage to Alaska. These are typically seven-night trips and embark/debark either at Seattle or Vancouver. The schedule begins about the first of May, 2022, and cruises sail approximately every week through late in September. It will be the applicant’s responsibility and expense to get to the embarkation port and return home.
 
Amenities Offered to National Park Speaker / Enrichment Presenter:  
 
The following amenities will be given to the Enrichment Presenter in compensation for their presentations while on board:  
  • Inside guest stateroom – double occupancy (presenter and guest in one stateroom).
  • Meals in all venues except specialty dining where additional fee occurs.   
  • Access to all public area venues & events.
  • Port fees and taxes for Presenter & one (1) guest paid.   
  • Paid gratuities for Enrichment Presenter only. If traveling with a guest, gratuities will be automatically charged to the guest’s shipboard account. Royal Caribbean’s standard gratuity rate is $14.50 per day, per person. This fee covers gratuities for stateroom attendant, dining waitstaff, culinary staff and hotel services. This fee does not cover bar service, spa, premium dining, or shore excursions escort gratuities.
  • On-board discounts - 20% off beverages & laundry on Enrichment Presenter account only. Any additional fees such as (but not limited to) wi-fi, shore excursions, spa, medical, photography, casino, gift shop, premium dinning, air & ground travel to and from the port, etc. is the responsibility of the Enrichment Presenter and guest.  
  • Outside of Speaking engagements and “meet & greets” the Enrichment Presenter may enjoy the ship and its ports accordingly.
 
Presentation Requirements & Expectations:
  • Be prepared to present 3-4 different topics with accompanying slides and or video clips. Each presentation should be a minimum of 40-50 minutes with an additional 10 minutes for Q & A.
  • A “meet & greet” may be scheduled. This will be determined by the Cruise Director per the voyage’s specific needs.
  • Presentation topics suggestions: Topics should relate to the region in which the ship is sailing, history of national parks, work and events taking place in national parks, day in the life of a Park Ranger / National Park Employee. If needed you may present an overview of the National Parks. Note: In addition to National Park Speakers, in some cases a park interpreter may be on board (e.g. at Glacier Bay NP) speaking in depth about that park. Unless otherwise noted please do not duplicate these presentations.
Booking Parameters:   
  • If a guest is accompanying the Enrichment Presenter, they must sail the same dates as Enrichment Presenter.  
  • Currently Enrichment Presenters can sail up to, but not exceeding, 14 days per booking, due to COVID protocols. Multiple voyages can be booked back-to-back if they do not exceed the 14-day maximum. If the voyage is scheduled longer than 14 days by Royal Caribbean, the 14-day maximum is null and void.
  • Royal Caribbean requires a passport with a minimum of 6 months validity past the return date of your sailing and the supporting visa entry and exit from the country, if applicable.  
  • Enrichment Presenter and guest are required to provide their own travel insurance. Please check with your provider to ensure your policy covers you in the locations you will be traveling.  
  • Must adhere to the ship's code of conduct and follow all shipboard protocols, rules, and regulations.    
 
PCR Test & Vaccination Requirements:   
  • Proof of vaccination (14 days after last dose) is required for both the Enrichment Presenter and guest.   
  • Enrichment Presenter and guest must provide a negative PCR test result at the pier prior to boarding. The PCR test must be taken no more than two days before joining. The Antigen tests will not be accepted at this time. Enrichment Presenter will be reimbursed for this cost via the Royal Caribbean Travel department.
 
Application Process:
 
  1. Ship and sailing dates, and other specific details will be available through ANPR. Interested persons should contact ANPR Treasurer Bill Wade (at bwade@anpr.org). You can inquire about specific sail dates at any time to help you decide if you want to proceed with the application process. To begin the application process, provide the approximate (or actual) week you are interested in and a short bio (approximately 100 words). You must start this application process at least 60-days prior to the time you want to be considered for booking.
  2. ANPR will review your initial expression of interest and bio, and if sufficient, will follow up with additional application requirements (such as details on proposed presentations) and provide more specific details about the program requirements.
  3. If step #2 is sufficient, ANPR will pass along the information to Royal Caribbean for booking confirmation and additional information will be provided to complete the booking, and check-in instructions will be provided.
  4. If selected, you must be, or become a member of ANPR.
  5. All details and plans are subject to whatever COVID-related restrictions are in effect at the time.

WE ARE STILL LOOKING FOR HELP FOR RANGER RENDEZVOUS 45 IN TUCSON

The dates are October 27-30 (with the preceding couple days for some training sessions). We are booked at the beautiful Westward Look Resort. Since we have been unable to have a "face-to-face" RR for the past two years because of COVID, we are anticipating this one to be well-attended and to meet the expectations of participants, we need help. Here are the functions for which we still need assistance:
  • Contacting prospective exhibitors and following up with supporting them.
  • Soliciting items for the on-site raffle and auction (anyone can do this if you know someone or some business that might be willing to donate an item; or if you have item(s) yourself that you might want to donate for this purpose).
  • Organizing transportation for the 2-3 field trips that we will plan.
  • Organize and manage a "golf tournament" for participants and other local persons.
  • Managing the RR program and/or suggesting relevant presenters to be contacted.
There are always things that need to be done at RRs. If you just want to help, but are unsure how to best do so, contact us to discuss. Please step-up and volunteer to help. You can contact Bill Wade, who is the RR Manager, at bwade@anpr.org to offer your help or if you have questions.
Fundraising Support Needed for ANPR

Would you like to strengthen your resume and build on your NPS network? Consider joining the ANPR Fundraising Committee! No experience in fundraising is necessary. The committee meets via phone on the second Tuesday night of every month. We share ideas and strategies for how ANPR can raise money for important projects, and we reach out to donors and organizations. Being on this committee and establishing relationships with donors is great for your NPS resume because many NPS programs seek outside funding. The committee is made up of a great group of volunteers, and we’d love to have you join! Special Report from the
Teamwork and Leadership Corner

 We have covered a lot of ground in the past year in our discussions on teamwork and leadership and have much to discuss in the future. On the one-year anniversary of the incident that occurred at our Nation’s Capitol and the response, it is timely to look back on our discussions and focus specifically on the teamwork and leadership principles that apply to incident management. Many of us have been involved in emergency incident management at our Parks or on special assignments and special events around the country and we can always learn from them.

Some of the incident management principles that apply to this incident and all emergencies and events are:

A.    Principle of the Objective: All strategies and tactics are developed and implemented to accomplish the Incident Objectives safely and effectively. This must be communicated from the top down through all the resources on the incident. It did not appear that this principle was communicated to all the Officers attempting to control the incident at the US Capitol and this led to the failure of the plan that had been in place for years for this type of incident at the Capitol.

B.    Principle of the Offensive: Positive action must be taken in a timely manner to accomplish the Objectives. Once implemented, do not give up what you have gained, make sure you can hold it. In this incident barricades were not established nor maintained at a safe distance from the Capitol to prevent a breach to the interior of the building.

C.    Principle of Mass Action: Deploy sufficient resources to accomplish the objectives in key locations. Concentrate resources at critical times and locations. There were insufficient resources at the critical barricades, access points, doors, stairways and corridors to stop the mob from breaching these locations.

D.    Principle of Position: Locate resources in the right positions to be able to act in a timely manner to the expected conditions of the incident. As the crowd made their way down the Mall towards the Capitol the incident leadership needed to deploy sufficient resources to the barricades and access points ahead of the crowd so that they could maintain their positions safely and prevent a breach.

E.    Principle of Reserves: Maintain sufficient resources in staging areas near the critical positions to be ready for the unexpected and to be able to respond immediately to any problems that occur. This was not done in this instance even though there were resources available from other agencies. These staging areas need to be close to the critical positions but can be out of view if this is a concern.

F.    Principle of Safety: All plans and operations are based on sound risk analysis and maintain the safety of all the resources on the incident. The intelligence gathered in the planning stages showed the potential for a crowd that could get violent and the strategies and tactics need-ed to be developed based on this analysis to prevent injuries to the responders and the crowd. The failure to develop and implement strategies and tactics based on sound risk analysis cost lives and injuries.

G.    Principle of Simplicity: All strategies and tactics should be kept as straight forward as possible to maintain a high probability of success. There needs to be a clear chain of command and direct, understand-able plans and briefings for all the resources involved. There did not appear to be clear lines of command nor effective briefings for the frontline personnel at the Capitol.

H.    Principle of Maneuver: The ability to quickly deploy resources when conditions change. You must have versatility of resources, correct positioning and mobility of resources to be effective. The crowd control resources of the Metropolitan and US Park Police forces were not immediately available for deployment should the crowd turn into a mob and become violent.

These are just some of the factors that will come out in the after-action reviews of this incident. What can they tell us? Incidents can happen anywhere and anytime and we must be prepared to respond safely and effectively. It is only through the continued application of the principles of teamwork and leadership that we have discussed over the past year that we can be prepared for what comes our way.
