Making funding work for multiple disadvantage
 
MEAM has been discussing its latest report on funding for multiple disadvantage with civil servants to explore their experiences and perspectives. The report looks at the way in which national funding streams are made available to local areas to tackle homelessness and rough sleeping, substance misuse, mental health and criminal justice.
Latest policy news

Health and Care Bill starts Committee Stage in House of Lords
 
The Health and Care Bill has gone through its first day of the Committee Stage where some of the key mental health amendments were debated, including amendments on mental health funding among others. A full record of the sessions can be found on Hansard here and here.
 
Quarterly summary on drugs harms
 
The Office for Health Improvement and Disparities published its quarterly summary on drugs harms, noting an increase in deaths registered in 2020 involving methadone. There have also been increases in registered deaths involving benzodiazepines.
 
Homelessness statistics published
 
The Department for Levelling Up, Housing and Communities has released the latest statutory homelessness statistics for July – September 2020-21.
 
Substance misuse treatment statistics
 
The Office for Health Improvement and Disparities published statistics for 2020/21 on substance misuse treatment in secure settings, and for young people. Both datasets continue a trend of declining numbers in treatment.

Commissioning Housing First

Homeless Link has published a new blog outlining how local authorities can use new Rough Sleeping Initiative funding to commission Housing First services. Homeless Link will be running three free commissioner Q&A sessions to introduce people to the Housing First approach and how best to commission it.

Survey on drugs

YouGov has conducted an extensive study on drugs and drug use in the UK. The study investigates opinions, attitudes, and behaviours of Britons towards both prescription and recreational drugs.

Young people, mental health and substance misuse
 
Swansea University has published new research which finds that young people with co-occurring mental health and substance misuse needs are more likely to die prematurely than those with a mental illness or who use substances alone.


Female Offender Strategy

A new report by the National Audit Office finds that the Ministry of Justice made limited progress to improve outcomes for women in the criminal justice system, because it has not prioritised investment in this work. The National Audit Office recommends that full assessment of the funding, and specific goals and milestones for the strategy’s achievement, are needed.

Deaths in custody

The Independent Advisory Panel on Deaths in Custody (IAPDC) has published a report into the high mortality rate for people detained in custody compared with the general population. It reveals that people detained under the Mental Health Act have the highest mortality rate. Russell Webster has published a summary here.
 
Drug and alcohol related deaths in the criminal justice system
 
The Independent Advisory Panel on Deaths in Custody and the Royal College of General Practitioners Secure Environments Group have published a report on substance misuse related deaths in the criminal justice system. The report highlights the need for a whole-systems approach to prevent avoidable deaths in custody.

Learning Opportunities

Substance misuse treatment and homelessness
 
The Substance Use and Associated Behaviours Research Group will host a webinar on Wednesday 16 February on the barriers and facilitators to accessing support for people who experience homelessness.
 
Impact of covid on people who use drugs
 
Addiction Professionals will host a webinar on Tuesday 1 March looking at the impact of the pandemic on people who use drugs, drawing on research conducted during this unique period in time.

Navigating the criminal justice system

Clinks is hosting a webinar on the 10th February for voluntary sector staff and volunteers to explore and discuss how the criminal justice system is organised, the complexities within it, and how it works.

Commissioning Housing First services

To help scale up Housing First in England, Homeless Link is running three free commissioner Q&A sessions to introduce people to the approach and how best to commission it.  


Health Inequalities
 
The LGA will host a webinar on Friday 11 February looking at how health inequalities have been exacerbated by the Covid-19 pandemic.
