Board of Supervisors Meeting Notes:

February 1, 2022

  • The Board of Supervisors granted a waiver of land development, subject to conditions, to Chester County Hospital to install a modular building to expand emergency room capacity.
  • The Board of Supervisors discussed the possible adoption of a Responsible Contractors Ordinance for companies awarded contracts for municipal projects.
  • The Board of Supervisors discussed a punchlist for repairs to Aram Avenue in order to consider dedication of the road.
  • The Board of Supervisors reviewed a proposal from HRG, Inc. to amend the Township’s stormwater Pollution Reduction Plan.
  • The Board of Supervisors approved the Township Manager’s residency pursuant to the Township’s Code of Ordinances.
  • The Board of Supervisors approved increased cost for the purchase of a Tesla for the West Goshen Township Police Department, which was included in the Township’s 2022 budget.
  • The Board of Supervisors discussed meeting with the various fire and EMS companies who service the community.
  • The Board of Supervisors approved the appointment of Keith Smith to the West Goshen Township Historical Commission.
  • The Board of Supervisors approved a Declaration of Disaster Emergency for Winter Storm Kenan.
February 15, 2022
  • The Board of Supervisors were awarded a donation of an Automatic External Defibrillator (AED) from Aidan’s Heart Foundation.  This donation was made possible through a donation a grant awarded to Aidan’s Heart Foundation from the Greater West Chester Sunrise Rotary Club and will be installed in West Goshen Community Park.
  • The Board of Supervisors heard a presentation for Loretta Cohen of West Chester Communities That Care regarding their upcoming initiatives.  Information regarding their initiatives will soon be published in the Township’s monthly eNewsletter.
  • The Board of Supervisors granted final subdivision/land development approval for a commercial project at 829 Paoli Pike.
  • The Board of Supervisors accepted dedication of a portion of Aram Avenue currently under the ownership of the West Chester Area School District.
  • The Board of Supervisors approved Resolution No. 4-2022, which authorized the destruction of certain municipal records pursuant to the PA Municipal Records Manual.
  • The Board of Supervisors approved a proposal from HRG, Inc. to amend the Township’s Pollution Reduction Plan as part of the current MS4 permit.
  • The Board of Supervisors approved a proposal from Carroll Engineering Corporation to conduct and analyze stormwater infiltration testing for the possible installation of a splash pad in West Goshen Community Park.
  • The Board of Supervisors approved the issuance of a letter to the Township’s state representation in opposition to legislation that would increase the allowable weight of trucks on Pennsylvania’s roadways.

West Goshen Township Board of Supervisors Meetings on YouTube

The monthly meetings of the West Goshen Township Board of Supervisors are livestreamed and made available on the Township’s YouTube channel.  This is an option for members of the community who want to be informed on what is happening in the Township, but cannot always make it to the meetings.  Simply go to www.youtube.com and search for “West Goshen Township” in order to view the meetings.  Links to the meeting videos are also made available on the Township’s website in the “Agendas & Minutes” section for each meeting.  There is also a live comment feature that is monitored during the meeting by the Township Manager.  The Board of Supervisors meets on the 1st and 3rd Tuesday of each month at 6:00 pm.

Plans Under Review

  • The Planning Commission issued a recommendation of approval for commercial subdivision/land development application for 829 Paoli Pike for a 20,442 square foot grocery store, a 2,454 square foot restaurant, and 3,500 square foot mixed use site.  This plan received final approval from the Board of Supervisors on February 15, 2022.
  • The Planning Commission issued a recommendation for an industrial land development application for a 3,640 square foot truck repair building at 708 East Union Street.  This plan will be before the Board of Supervisors for approval on March 1, 2022.
  • The Planning Commission issued a recommendation for a residential subdivision/lot line change for 2 and 4 Greenbank Avenue.  This plan will be before the Board of Supervisors for approval on March 15, 2022.
  • Plans currently under review include a 19,325 square foot warehouse building on Saunders Lane, a self-storage facility on Snyder Avenue, and hotel on Carter Drive.
  • The Zoning Hearing Board has two (2) applications before it.  The first is for 1115 West Chester Pike (West Goshen Town Centre Shopping Center) requesting a variance in order to allow for a pet hotel in the C-2 Commercial Shopping Center District.  The second is for 1253 Ravens Lane in order to install a front porch and patio in the front setback like.
  • The Zoning Hearing Board will review both applications on February 28, 2022 with the meeting starting at 7:00 pm.

Aqua Main Water Projects

Aqua PA began work on February 14, 2022 to replace the water main on Eagle Road.  This work involves the replacement of the water main from Mallard Road to Valley Drive and is part of Aqua PA’s continued infrastructure improvement project that will assist in reducing the potential for main breaks and discolored water, while improving water flow to the area.  This project is anticipated to take three (3) to four (4) months to complete.  Work will occur between 7:00 am and 4:00 pm during the week and there will be some daytime road closures associated with the project.  However, residents will have access to their properties the entire time, but may have to enter from different directions due to changing work zones.  Aqua PA will notify customers 24 hours in advance of any scheduled water service interruptions greater than 30 minutes.

Upcoming Township Road Projects

The Township is currently finalizing plans and bid documents for the 2022 paving project.  We anticipate placing the projects should be placed out to bid on March 1, 2022, with awarding in early May.  Work should be completed during the summer.  Please watch the West Goshen Township website for additional information.

The Township stormwater project on Sunset Hollow Road has been completed.  The end walls and pipe have been installed and the road has been reopened to traffic.  In the spring, the contractor will be back on site in order to install trees and complete certain grading and vegetation work that could not be completed this winter.

Construction on the Pine Valley Circle stormwater project is underway.  The replacement pipe has been installed and the lining has been completely installed and grouted.  In the spring, the contractor will begin work on the basin and complete the final paving and lawn restorations.  The contractor will also complete the basin improvements on Pine Valley Circle at the cul-de-sac at this time.

West Goshen Township currently has vacancies on the  Sustainability Advisory Committee.

Township Boards, Commissions and Committees are responsible for advising the Board of Supervisors on many topics and volunteers are needed.  If you are interested, please complete the form on the township's website HERE

Applicants must be West Goshen Township residents.  You may also submit a resume with the specific Board(s) you may be interested in serving on by emailing your resume to twp@westgoshen.org or dropping it off at the Township building at 1025 Paoli Pike.  

February is Black History Month

Every February, the U.S. honors the contributions and sacrifices of African Americans who have helped shape the nation. Black History Month celebrates the rich cultural heritage, triumphs and adversities that are an indelible part of our country's history. Learn more about Black History Month here.

Park and Recreation

The West Goshen Park and Recreation Department is currently accepting applications from enthusiastic people interested in planning and supervising safe and enjoyable outdoor activities for children participating in our summer programs. Counselors are assigned to one of four park locations in West Goshen Township for the duration of the eight-week programs working part - time weekday mornings between June 21st and August 10th. Join us outside this summer making friends, making memories, and making a difference!

The West Goshen Park and Recreation Department will be hiring for the following three positions: 

  1. Head Counselor (age 18+)
  2. Summer Counselor (age 18+)
  3. Junior Counselors (ages 16 & 17)

Are you suffering from cabin fever…since March 2020?  The West Goshen Park and Recreation Department has announced its lineup of spring and summer bus trips for 2022 featuring popular day-trip destinations and an exciting chance to see an amazing Broadway show at an amazing price!

Washington, DC Cherry Blossom Festival
Saturday, March 26th:  Welcome spring by seeing the cherry blossoms in Washington, DC.  While you’re down there, you can visit the free monuments, memorials, and museums of the Smithsonian within a short walk from the cherry blossoms.  $45 per person includes round-trip transportations and driver tip.

“Hamilton” on Broadway
Wednesday, May 4th:  After spending time on your own in midtown Manhattan catch a matinee of “Hamilton” before concluding with a group dinner at Gossip Restaurant just blocks from the heart of New York’s Theatre District.  Just $250 per person includes round-trip transportation, a ticket to the show, dinner at Gossip, and driver and server tips.

Aidan's Heart Foundation Donation


Aidan’s Heart Foundation donated an automatic external defibrillator (AED) to the West Goshen Park and Recreation Department at the Tuesday, February 15th Board of Supervisors meeting.  The AED was funded by a donation from the Greater West Chester Sunrise Rotary Club Foundation, and will be placed in West Goshen Community Park where it will be accessible to West Goshen’s AED certified employees including parks maintenance, events, and summer recreation staff. POLICE DEPARTMENT NEWS

Road Rules: Anti-Texting Law

Pennsylvania’s anti-texting law, effective March 8, 2012, encourages motorists to put their full focus on driving.  The law can be found under the Pennsylvania Vehicle Code section 3316- Prohibiting text-based communications.  

What the Law Does:

  • The law prohibits as a primary offense any driver from using an Interactive Wireless Communication Device (IWCD) to send, read or write a text-based communication while his or her vehicle is in motion. 
  • Defines an IWCD as a wireless phone, personal digital assistant, smart phone, portable or mobile computer or similar devices that can be used for texting, instant messaging, emailing or browsing the Internet. 
  • Defines a text-based communication as a text message, instant message, email or other written communication composed or received on an IWCD. 
  • Institutes a $50 fine for convictions under this section. 
  • Makes clear that this law supersedes and preempts any local ordinances restricting the use of interactive wireless devices by drivers.

We Remember: Chief Dunn

Twenty-one years ago today, Chief of Police (Retired) Michael Francis Dunn died while vacationing in Florida. Chief Dunn served the residents of West Goshen Township from 1976 to 1988. He was hired by the West Goshen Board of Supervisors due to his commitment to education, training, and professionalism. Dunn exhibited a positive attitude, was a good listener, and paid meticulous attention to detail.
 
Chief Dunn was born in Brooklyn, New York on 1 November 1933. He earned a Bachelor’s Degree from St. John’s University and a Master’s Degree from John Jay College of Criminal Justice. Dunn began his law enforcement career with the New York City Police Department in 1955. His first ten years were spent patrolling the borough of Queens. Dunn spent the next ten years doing background checks on new recruits. He retired from NYPD as a Sergeant in 1975.
After being hired by West Goshen, Chief Dunn graduated from the inaugural law enforcement officer class of the Delaware County Municipal Police Academy. West Goshen Officer (and future legend) Joe Daniels was also a class member.

School Resource Officer Appreciation Day


February 15th was School Resource Officer (SRO) Appreciation Day. West Goshen PD wants to thank Sgt. Taylor, Officer Meredith, Officer Spigarelli, and Officer Myers for their invaluable contributions to our schools and the West Goshen community. See pictures below.

FIRE DEPARTMENT NEWS

  • Test all smoke alarms. Do this at least once a month. This way you will know they are working. Install carbon monoxide alarms in your home. Test the alarms.
  • Plan two ways out of the home in case of an emergency. Clear driveway and front walk of ice and snow. This will provide easy access to your home.
  • Make sure your house number can be seen from the street. If you need help, firefighters will be able to find you.
  • Be ready in case the power goes out. Have flashlights on hand. Also have battery-powered lighting and fresh batteries. Never use candles.
  • Stay aware of winter weather. Listen to the television or radio for updates. Watch for bulletins online.
  • Check on neighbors. Check on others who may need help.
  • Generators should be used outdoors. Keep them away from windows and doors. Do not run a generator inside your garage, even if the door is open.
  • Stay away from downed wires. Report any downed wires to authorities.
  • Be ready if the heat stops working. Use extra layers of clothes and blankets to stay warm. If you use an emergency heat source, keep anything that can burn at least 3 feet away.
  • Turn portable heaters off when you leave the room. Turn them off when you go to bed.

Getting the Word Out About the Plastic Bag and Straw Ban

As a service to impacted businesses and consumers alike, the Township and SAC hosted two public meetings that presented ban details and how retailers and consumers alike can prepare for April 22 when it goes into effect. The January 24 meeting was held at the West Goshen Administration Building, and the February 7 session was online. Chester County Health Department Announces Addition of COVID-19 Test Sites

The Chester County Health Department has finalized two additional locations for COVID-19 testing providers to establish free test sites. Free PCR testing is now available by appointment at the following locations:

  •  Chester County Government Services Center, West Chester 
  • Technical College High School Pennock’s Bridge Campus, West Grove

Both of these locations will be independently operated by the testing company Curative, which will manage test site locations, logistics, schedules and appointments.

CRC Creek Clean Up

The Annual CRC Creek Clean up will be on Saturday, March 26th 2022 . 
Time: 9:00 to 11:30
WEST GOSHEN SITE 111 meet at the Gay & Montgomery Street McDonald's rear parking lot.

  • Gloves, trash bags & refreshments will be provided. Those that register early can receive a t-shirt.
  • Covid Safety Protocols in effect

West Chester Food Cupboard Success

The Glen Acres Neighborhood partnered with Fiorenza’s Food for Friends (F4) which is a non-profit organization in Chester County. Since 2011, F4 has been providing access to free local sources of food to nonprofit organizations that distribute food to people in their communities who are facing food insecurity.

Folks in Glen Acres picked to donate to West Chester Food Cupboard.  There are one too many of our own neighbors here in West Chester that are experiencing food insecurity. I am so blown away by people's generosity.  We are all neighbors and Glen Acres Neighborhood SHOWED UP!  Neighbors signed up to pass out flyers to fellow neighbors and then on Sunday, January 30th, neighbors signed up to pick up donations curbside. As a Neighborhood, Glen Acres has committed to doing a quarterly service project- so look for Glen Acres to be doing another service project in the Spring (when its not so bitter cold out!)

Chester County Commissioners Launch America250PA Celebration Planning

The Chester County Commissioners took the first step today toward planning the county’s celebration of the nation’s 250th birthday in 2026. The first order of business: the establishment of the America250PA Chester County Commission.

 “We have so much to be proud of in Chester County including the contributions we have made and continue to make to America’s history,” said Chester County Commissioners’ Chair Marian Moskowitz. “We are opening the application process, looking for 10 to 30 ‘America and Pennsylvania Proud’ residents who want to help us commemorate this 250th birthday, Chester County style.

Chester County Reports Nearly 3 Tons of Unused Prescription Drugs Collected in 2021

The Chester County District Attorney’s Office announces that the County’s Medication Drop-Off program collected 2.9 tons of unused prescription drugs in 2021. That is a 23% increase from 2020, when 2.3 tons were collected. DA Deb Ryan said, “Unfortunately, we saw a sharp decrease in drug collections during the height of the Covid-19 pandemic in 2020, so I am encouraged to see the numbers rising again. We are grateful to all the Chester County residents for their efforts to turn in prescription drugs they no longer need. This is a critical initiative that helps stop the spread of drug abuse.” Learn more here.
