- Requires the Department of Agriculture to start a three-year compost reimbursement pilot program to provide reimbursements to farmers who purchase compost from a certified source.

- Establishes a cover crop reimbursement pilot program to provide up to 75% cost reimbursement to farmers for acquiring cover crop seeds, green manure, or compost.
