Support the League's Recommendations
to Increase Effectiveness of our Oversight Bodies
Oversight bodies are formed to be confidence boosters. Specifically, tax and bond measures often provide for oversight bodies to inspire confidence in voters that monies raised will be spent as intended.

To buttress the League’s long history of observing city government and analyzing ballot measures, we sponsored research which shows that the operations and effectiveness of different oversight bodies vary considerably, sometimes disturbingly, along a range of variables.  

Rather than stop with assessments of particular oversight bodies, we decided to publish our own report, "Policy Recommendations to Improve Transparency, Effectiveness and Accountability of Oversight Bodies in the City of Oakland” submitted here which outlines a systemic approach to the management of oversight bodies in Oakland. 

It identifies the constellation of processes and support that must be in play for an oversight body to merit our confidence:  strategic goals, regular meetings and reports, public engagement, and attention to equity. It suggests how citywide changes to staffing, improvements in website functioning, adherence to integrated processes, and other system-wide adjustments. Key to everything, however, is support for oversight bodies by committed staff, thorough training and recognition of their work.
