Increase in Permit and Pavement Degradation Fees
This is a reminder to NCHCA members bidding on City projects that the City has increased fees for Road Cut Permits (including Pavement Degradation Fees), Temporary Road Closures, and Temporary Construction Encroachments. For information on the new fees please see the Road Cut Information on the City’s website. 

The City has advised that the backlog in issuing permits has been eliminated and permits should issue within 10 days and within 24-48 hours for IS projects. If you continue to experience delays, please let us know by emailing Kathryn Sutherland at ksutherland@nchca.ca.  

Schedule of Prices required within 24 Hours
If you are one of the three low bidders on a City of Ottawa tender, please provide the City with your Schedule of Prices within 24 hours of tender close. Not only does non-compliance delay tender closings, the City has indicated that it may require that schedules are submitted with bids.

As part of our recruitment project, we have been contacted by high schools looking to place co-op students helping them gain experience in the construction industry. Committee Updates

Excess Soil Committee
The Ministry of Environment is planning to pause O.Reg. 406/19 and roll back to the December 31, 2021 requirements ie no tracking, testing, QP sign off or MOE reporting. The reason for the pause is that it has received pushback from stakeholder groups claiming the new regulation is cost prohibitive to development, and there was not enough consultation beforehand. The Ministry is planning to post an announcement on its website on Monday or Tuesday of next week and open a new consultation. We will keep you advised of any new information as it comes forward.


Theft Committee
Please be advised that theft of construction equipment and supplies are increasing in Ontario.

Late Locates Committee
Proposed legislative changes are now available for review and comment. Please click here to access the Ontario Regulatory Registry posting to submit comments on the proposals. Opioid use and overdose in Ontario continues to rise. Naloxone Kits are available at most drug stores in Ontario and Ottawa Public Health free of charge.

January Safety Award Winner
Austin Dollimont, R.W. Tomlinson Limited 

On January 22, 2022, Austin witnessed an elderly man fall in a grocery store. When he went to assist, he realized the man had suffered a heart attack. Austin performed CPR for 10 minutes until the paramedics arrived, then an AED was used to revive the man. NCHCA would like to recognize Austin for his willingness to to assist in a potentially fatal situation.

NCHCA / City Liaison
The Next NCHCA / City Liaison meeting is Friday, March 18, 2022, at 8:00 am.
Liaison meetings provide an opportunity for NCHCA and the City of Ottawa to discuss general topics related to City of Ottawa construction projects, processes, and initiatives and to promote relationships and collaborative efforts between industry and the City of Ottawa.
