Gaokao 2022 scheduled for 7-8 June (CHN)

According to a recent circular from the Chinese Ministry of Education (MoE), the National College Entrance Exam (Gaokao) for 2022 is scheduled for the 7th and 8th of June 2022. According to the circular, the 2022 test will focus more on student’s understanding of relevant subjects, and questions requiring rote memorisation will be reduced.

 
China to further open up high-level education

China will continue to advance the opening-up of its high-level education, the MoE said in its key tasks plan for 2022 released on 8 Feb. Efforts will be made to step up cooperation with other countries in the sector, such as advancing the high-quality development of the Education Action Plan for the Belt and Road Initiative and stepping up cooperation with ASEAN countries in vocational education and mutual recognition of academic qualifications. China will also deepen reform of the system and mechanisms for sending government-funded students to study abroad, develop internationally competitive education for overseas students, and tighten regulations for the employment and management of foreign teachers, said the document.
 

Second round of Double First-Class universities and discipline announced (CHN)

On 11 Feb, the MoE, Ministry of Finance and National Development and Reform Commission jointly released the list of the second round of Double First-Class universities and disciplines and an opinion document on further developing the scheme. Announced in November 2015, the Double First-Class initiative is China’s largest education development scheme to date, aimed at increasing global recognition of China’s university system by 2049. The first round was announced in September 2017. (Our office has produced a translated list of the first round in the form of a policy update. )
 

Tutors who ignore rules may face lifetime bans

According to a new guideline issued by the Chinese authority, people caught seriously violating extracurricular tutoring regulations will face hefty fines and a lifetime ban from working in the education sector. It was issued as part of efforts to better implement the "Double Reduction" policy, which aims to reduce the amount of academic tutoring and lessen the homework burden faced by primary and secondary school students. An administrative law enforcement mechanism to regulate the after-school tutoring sector is expected to be in place by the end of this year. (Our office has produced a policy document on the “Double Reduction” Plan.)
 

Nine-year schooling to be offered to more children with disabilities

The action plan for special education development for 2021-25, issued last month by the MoE and six other departments, aims to further expand the coverage of compulsory education for children with disabilities. According to the document, more than 97 percent of children with disabilities will receive compulsory education this year, up from 95 in 2021. The plan also stipulates that China will facilitate more children with disability to pursue higher education and encourage universities to set up majors for students with special needs.
 

Boundaries set for vocational students' internships

According to a guideline issued by the MoE and eight other government departments, China has drawn red lines for vocational school students' internships to prevent them from being forced into doing repetitive and intensive unpaid labor. The document requires that the payment for internships should not be lower than 80 percent of that earned by full time employees in the same position.

NDRC announce relaxed market access for international education collaboration and exchange in Shenzhen

On January 26, the Chinese National Development and Reform Commission (NDRC) announced a number of supportive policies as part of its plan to develop Shenzhen into a "pilot demonstration zone for socialism with Chinese characteristics." According to the document, Shenzhen will test an integrated approval procedure for Chinese-Foreign Cooperation in Running School projects, as well as simplify entry requirements for setting up international schools for foreign workers in the country. Shenzhen will also get support for the development of two top-tier universities: Ocean University and the School of Innovation and Creative Design (Unofficial translations). Private funds will be encouraged to provide vocational education in various ways, including through joint ventures or partnerships.

New Zealand to reopen its borders to int’l students from October

New Zealand has set a date for the return of international students. According to the recently released plan, the New Zealand border will open in five stages in 2022. Visa processing for students will open in October 2022, which means on-campus studies won’t be possible until 2023.
