MAYOR'S MESSAGE

It’s magnificent to see our City to River projects taking shape.
In the projects and works section below you will see the new Sawyer Park public amenities building has progressed to having walls and a roof. This week, work also started on the riverfront nodes with construction of the riverfront pergolas to follow next week.
One pergola will provide a gateway entrance to the precinct – framing the riverfront from one direction and the CBD in the opposite view. The second pergola will extend and enhance the usability of the Angling Clubrooms.
We will continue providing updates on their progress over the coming months.
These types of developments will soon become public assets for all to share and enjoy. It’s also worth noting that they wouldn’t have been possible without input from you the community.

Draft Streetscape Plan for Horsham out for comment 

A Draft Streetscape Plan for Horsham’s Central Activity District (CAD) Revitalisation Project has been released for public comment.

Council at its 14 February Meeting endorsed the draft plan for a five-week public engagement period.

The Draft Streetscape Plan sets out a number of proposals to improve the city centre including new public spaces, streetscape improvements and urban greening opportunities such as street tree planting.

Century-year-old tree poisoned

Investigations are underway into the deliberate poisoning of a historic tree at the Horsham College Community Oval.

A peppercorn tree more than 100 years old is dying after holes were allegedly bored into its trunk and filled with poison late last year.

The tree will be cleared in the coming weeks, meaning that a piece of Horsham’s history will be lost. The tree has for decades, provided shade to students at Horsham College and is a significant part of the school’s history.

Microsurfacing confirmed for HRCC sealed roads

Forty Horsham Rural City Council roads will be upgraded using an innovative maintenance technique called microsurfacing.

Council at its 14 February Meeting awarded a contract to Downer EDI to complete the work.

Microsurfacing uses specialised machinery to add a new layer of surface to seal and protect local roads. It is a cost-effective treatment for roads that are worn but haven’t deteriorated enough to require full reconstruction.

Cr Di Bell: Are we asking too much?

As we move on through the Covid journey, we are all dealing with constant challenges. Nothing seems stable or secure. 

Businesses are not able to fill staff vacancies or cover those needing to isolate, and as a result are not able to open their normal hours.  This then frustrates shoppers. 

Many businesses are reporting being 50% down in their turnover, as many of our community preferring to stay home with so many covid cases in our community; this puts further pressure on our small business owners.

PROJECTS AND WORKS
SAWYER PARK PUBLIC TOILETS
The formwork has been removed from the roof structure and these public facilities are really starting to take shape. The installation consists of two accessible and six ambulant cubicles. Work is scheduled to be completed before the Horsham Fishing Competition in March.
RIVERFRONT NODE WORKS UNDERWAY
Construction of the nodes has started this week. The contractor has set out the smaller piles and is driving them into the ground. 
The three platforms will provide greater access to the river. Two will cascade down to the river's edge offering access at water level, while the third will be raised above the ground to provide views over the water. 
They are expected to be completed by the end of May.

NEW PLAYGROUND EQUIPMENT
New playground equipment was installed at Natimuk in the last fortnight.
It was installed by our Parks and Gardens maintenance team and was the last of new equipment to go in for last year’s program.
MITCHELL STREET NATIMUK
The Civil Operations team prepared a 170m section of Mitchell Street Natimuk last week for sealing.  Each year Council allocates Capex budget under ‘Urban Seal Extensions” to extend short sections of seal. This year Mitchell Street was chosen, and has now greatly improved the area adjacent to the showgrounds.

Central Activity District Revitalisation

Council is currently undertaking the “CAD Revitalisation: Streetscape Plan Project” to improve Horsham’s town centre (also known as the Central Activity District or CAD). 
We are now at an important stage of the project – The Draft Streetscape Plan – and we are again seeking your feedback.

Sunnyside Park Landscape Plan

The Sunnyside Park Plan has been developed in close partnership with the community and organisations that call Sunnyside Park home. The Draft Plans are now available for comment.
After reviewing the community’s feedback, the Community Reference Group will develop a final draft landscape plan.

Haven Precinct Plan

Council and Haven’s Community Reference Group have been developing a plan for the Haven Recreation Reserve since May 2021. 
The Draft Landscape Plans are now available for comment.
