"MOST WANTED" FUGITIVE WITH FOUR WARRANTS APPREHENDED IN WILKINSBURG
WILKINSBURG, PA – The Allegheny County Sheriff’s Office announce the apprehension of Carlos L. Hart, Jr., 27 years of age from the Stanton Heights neighborhood of the City of Pittsburgh. Hart had been wanted since September of 2020 on an arrest warrant. However, he amassed a total of three arrest warrants and a bench warrant since then due to multiple incidents with law enforcement. Hart had been featured on the Sheriff’s Office “Most Wanted” list since April 2021.

Hart’s criminal history dates back to a July 2012 armed robbery, where Hart took money and a cellphone from a victim walking in the 400 block of 56th Street in Stanton Heights. Hart was arrested and eventually pleaded guilty to four counts of robbery, conspiracy – robbery – threat immediate serious injury, and possession of a weapon. As part of his sentencing, Hart received 11 ½ to 23 months in prison and two years of probation.

On September 28, 2020, Hart’s ex-girlfriend was driving on Penn Avenue and realized that Hart was behind her in a vehicle. When the two stopped at a red light, Hart pulled alongside her and began ramming his vehicle into hers. While doing so, Hart made threats and pointed a firearm at the victim. However, Hart fled the scene prior to the authorities’ arrival. He was charged with terroristic threats, simple assault, recklessly endangering another person, harassment, and accident involving damage to an attended vehicle.

Six months later in March 2021, Hart was involved in a traffic stop with the Allegheny County Police Department. During the stop, the officer located a handgun and a digital scale with suspected marijuana residue in the vehicle. Hart was charged with recklessly endangering another person, carrying firearm without license, persons not to possess, use, manufacture, control firearm, tampering, and possession of drug paraphernalia. Due to the September 2020 and March 2021 incidents, a bench warrant was issued for Hart for a violation of probation/parole stemming from the 2012 sentence.

On June 29, 2021, Hart’s ex-girlfriend contacted authorities stating that she was receiving threatening text messages originating from Hart. Furthermore, the victim explained that he would follow her on a regular basis and make threats against her and her family. Hart was charged with terroristic threats.

In late 2021, the Monroeville Police Department contacted the Sheriff’s Office regarding Hart. Hart had been in a vehicle pursuit on December 21, 2021, where he collided with three occupied vehicles. During the pursuit, authorities developed information that his new girlfriend, Shavonte Law, and the mother of his newborn child was a passenger in the vehicle. She was aware Hart was a wanted fugitive due to media coverage regarding Hart’s fugitive status and she had been aiding in concealing his whereabouts by providing hotel rooms to avoid apprehension. Law was charged by Monroeville Police Department with hindering apprehension or prosecution, aiding consummation of crime, and criminal conspiracy. They are still investigating Hart’s actions in this incident.

At this point, Hart was wanted on four warrants, a bench warrant for a violation of probation/parole from 2012 guilty plea, and arrest warrants for the September 2020 vehicular assault, the March 2021 traffic stop, and June 2021 threats.

After weeks of investigating, Deputies were ultimately able to pin Hart’s location to the City of Wilkinsburg. This morning around 7:20 AM, Sheriff’s Deputies arrived in the 1600 block of Mill Street at a residential duplex. Deputies contacted a female tenant on the first floor, who confirmed that Hart was inside the building with her daughter. Sheriff’s Deputies began to negotiate with Hart to surrender himself, however, they could hear the sound of a firearm racking inside. After about ten minutes of negotiating with Hart, he surrendered himself to Sheriff’s Deputies. Inside the residence, Deputies were able to locate a disassembled 9mm Glock handgun in the bathroom and bedroom.

Hart was transported to the Allegheny County Jail, where he was lodged on the 2021 bench warrant and will await arraignment on the arrest warrants. In addition, Sheriff’s Deputies are charging Hart with the firearm found at the residence from this morning’s incident.
