Capital Improvement Program (CIP)

For the past year, Planning staff has been working behind the scenes on updating the Capital Improvement Program. The team researched CIP Best practices and learned from innovative municipalities across the nation that are using their capital improvement programs to evaluate and prioritize their community infrastructure needs. CIPs are designed to support community planning by acting as an implementation tool for comprehensive and community plans. As plans are developed, communities work together to create a shared vision and the goals and objectives that make that vision a reality. CIPs work to be the “builder” of the vision, meaning that the program dives into the fine details, like cost estimates and ranking projects. However, this connection between community planning and implementation can only happen when two components are in place. The first component requires that the municipality has the authority to complete the nominated projects, and the second component requires that nominations represent known goals and objectives of the community.

The MSB has had a CIP for seven decades and it has gone through many updates and revisions. Staff found that sometime in the late 1980s, the MSB started using the CIP to manage road and transportation “wish lists” for communities. Throughout the last three decades, communities have seen this transition and began to nominate projects that were primarily road projects. Without the power to complete the vast majority of the projects on the list, it should come as no surprise that the CIP in its current form has devolved into a disorganized wish list that provides no real outcome for communities.

Planning staff is dedicated to changing that! The changes to the CIP will result in a prioritized list of community-approved projects for the MSB departments and Assembly to consider when they are looking at projects for the Capital Budget. We will do that by implementing new criteria that each project must meet before being passed to the scoring committee. The new criteria for valid CIP projects are:

  1. Project must fall within current Borough powers as laid out by MSB Code, Title 1.10 Borough Powers, excluding service areas.  
  2. Project cannot be considered routine maintenance or equipment replacement.   
  3. Project must have a useful life of 5 years or more.   
  4. Project must have a single acquisition cost of $20,000 or more.   
  5. Project must align with a goal or objective of an existing Assembly-adopted plan. 

As of April 2022, MSB residents can submit nominations to the CIP on a rolling basis. Project evaluation begins annually on August 1. Internally, Planning staff will work to produce a prioritized list of capital infrastructure projects that come directly from the 16 Assembly-adopted Comprehensive Plans, the Core Area Plan, and the Borough-wide Comprehensive Plan. Plan projects and public nominations will be scored against the same criteria.

Planning staff will reach out directly to community councils to schedule a presentation on the new CIP process and offer CIP workshops this summer to help residents with the new process.

Planning & Land Use Viewer

 

Planning and GIS are excited to share a new mapping tool, allowing the public to view MSB planning and land-use regulations in one easy-to-use location. The Planning and Land Use Viewer shows Special Use Districts, Lake Management Plans, and other Borough regulated areas. It provides a web link directly to relevant information or Borough code and will be especially beneficial for anyone developing or purchasing land in the Borough.

Lake Management Plan: 
Beverly Lake

The MSB was approached by residents of Beverly Lake (located in the Meadow Lakes Community Council region) about initiating a Lake Management Plan (LMP) in 2018 and again in 2020. The first step in initiating an LMP according to MSB Code 15.24.031 is for the interested party to acquire the signatures of 50% or more property owners within a 600 feet buffer around the shoreline, or 50 parcels, whichever is less, and submit the petition to the MSB Planning Department.

Residents of Beverly Lake submitted a valid petition in November of 2021, which began the next step for the MSB to begin the LMP process. Ballots were mailed to every property owner within the same 600 feet buffer with a brief description of what an LMP does, and required that they mail back a vote for or against starting the process. The ballot period closed in February 2022, with a majority in favor of asking the MSB to initiate an LMP for Beverly Lake.

MSB Planning staff facilitated two public meetings in March and one in April. The meetings were well attended, and there were many written comments emailed directly to staff before and after the meetings. The residents of Beverly Lake show a unified concern over loon and swan habitat protection, their children’s safety, and the protection of their property from damages made by large wakes. There is disagreement about personal watercraft and motorized use, especially where safety and habitat are concerned. 


To date, 41 LMPs have been adopted by the Borough Assembly. Once adopted, the regulations found within the plan are also adopted into MSB 17.59 Implementing Lake Management Plans, which allows the regulations to become enforceable by MSB code compliance officers.

Planner Spotlight:

Kelsey Anderson
Kelsey joined the Planning Division in 2021 after working in state land sales and land use planning for the Alaska Department of Natural Resources. Aside from her work as a Planner II for the Mat-Su Borough, she has been a full-time graduate student and will be graduating with a Masters of Natural Resources in May!

Currently, Kelsey’s work is focused on the Capital Improvement Program (CIP) Update; the Beverly Lake, Lake Management Plan; the borough-wide Bike and Pedestrian Plan; the Commercial Property Assessed Clean Energy Program (C-PACE). She manages the Aviation Advisory Board and sits on several committees, including the Mat-Su Homelessness System Design Core Team and the Alaska Municipal Climate Network where she gets to work with municipalities across the state to share knowledge and expertise in climate resilience governance.

Kelsey is committed to planning for healthy, vibrant, and resilient communities. She is very interested in using her Master’s degree to connect the concepts of rural planning with natural resource conservation and management to better manage growth in the Mat-Su. Kelsey’s favorite aspect of being a planner is the community connection that she gets through meeting facilitation and community outreach. She has a people-oriented approach to planning, focuses on creating more efficient systems whenever possible, and has the best laugh in the office.

In her free time, Kelsey enjoys playing the mandolin, guitar, and singing in her band, K-Rae and the Meat Rockets, getting outside with her dog Lou, and powerlifting. She’s also getting married this summer! 💙
