Draft budget to meet Cornwall Council's priorities

A budget containing an extra £45 million support for adult social care services will be put before a full meeting of Cornwall Council on 22 February after being approved by Cabinet.

The proposals would see Cornwall Council’s share of council tax charge rise by 1.99%, plus an additional 1% for the Government’s adult social care precept. This total 2.99% rise is the equivalent of a 96p per week increase for an average band D property.

The plans also include £1.3 billion of capital investment, including support for economic growth projects that create homes and jobs for local people and reflect the priorities of residents. Read more

Community Governance Review consultation

There’s still time for local councils and communities to share their views on the Community Governance Review proposals that were deferred due to the pandemic.

A full list of the outstanding decisions to be made and details of the proposals under consideration can be found at the Let's Talk Cornwall website. For each relevant area there is a dedicated page with key information and a survey. A downloadable / printable reference copy is also available. 

The consultation closes on 20 March. 

Casework Assist training for clerks

There will be a final session of training for Cornwall Council’s Casework Assist system at 2pm on Monday 28 February. This is for any town and parish council clerks who were unable to attend the previous sessions or for any clerks who have already attended a session and would like to attend as a refresher session.

Casework Assist will send your enquiry automatically to the correct Cornwall Council team, who will provide you with the required information. Casework Assist is included in Cornwall Council’s 10 day service promise.

To book a place

Clerks should email customerstandards@cornwall.gov.uk by 5pm on Friday 25 February. Please include:

  • Your name and email address 
  • Local council being represented 

You will receive a meeting invitation, which includes the Teams meeting link.

Using Casework Assist

Town and parish council clerks who can’t attend the training, may find the How to use Casework Assist guide helpful. You can access Casework Assist via www.cornwall.gov.uk/caseworkassist.

When you log in to Casework Assist the first time, please check that your email address and contact details are correct when you select your council from the dropdown. If anything is incorrect in this box, or if you have any other queries about Casework Assist, please email customerstandards@cornwall.gov.uk

Welcome Back Fund update

There’s lots happening in towns and parishes across Cornwall over the next few weeks as projects funded by the European Regional Development Fund’s Welcome Back Fund, and supported by Cornwall Council and UK Government, reach their peak. 

Designed to encourage additional footfall safely and leave a legacy of future benefit to our local high street economies, these include a number of centrally procured initiatives. 

Top of the list is a programme of free, entertaining Cornish cultural events that is gathering pace to welcome people back into our town centres. This has been co-created and designed between Hall for Cornwall and individual towns and champions the unique heritage and identity of those taking part. An important legacy element of this will be a detailed events toolkit – a valuable ‘how to’ resource available to towns and parishes looking to plan future outdoor public events.

Similarly, findings from a town app, footfall monitoring and COVID recovery reports will also later become shared resources to benefit wider communities.

The ERDF Welcome Back Fund, a continuation of the earlier Reopening High Streets Fund, ends on 31 March 2022. All those who have received the offer of an award under this programme will be contacted shortly to supply a final update on their commitment of the funding. 

Low bus fare initiatives

The first of a series of low fare initiatives to make bus travel cheaper, easier and more attractive to new passengers is underway.

Working together under the Transport for Cornwall partnership, bus companies Cornwall by Kernow, Go Cornwall Bus, Stagecoach, Hopleys, OTS and Travel Cornwall have introduced measures to encourage more people to jump aboard:

  • Passengers can now use their bus ticket on any bus covering their journey, regardless of who operates it. (Excludes college and university passes and the Truro Park and Ride.)
  • Individual Day Town Zone tickets which offer unlimited one-day travel within a defined local area have been introduced at £3 for adults and £1.50 for anyone aged 19 or under.
  • All under-19s can now travel for half the price of an adult fare across all operators.

The Together for Cornwall partnership paves the way for Cornwall Council’s forthcoming reduced bus fares pilot scheme, expected to begin this spring. The scheme will significantly reduce the cost of bus travel to encourage people to swap their cars for public transport and cut Cornwall’s carbon emissions. The Council has also submitted a Bus Service Improvement Plan to the Government and a bid for £77m in funding to make Cornwall’s public transport easier to use, more reliable, affordable and greener.

Time2Move Holiday Programme

The Time2Move Holiday Programme calling for activity providers to sign up to run Easter activities in Cornwall. Please share this information with providers in your area.

Sport, physical activity and cultural providers including community halls, schools, coaches and those from the private sector are all encouraged to apply.

The Time2Move Holiday programme offers fun engaging activity with a free meal for all children. It aims to support children and families who may be affected by the triple inequalities of social isolation, poor diet and low levels of physical activity.

Having run successful programmes in Easter, summer and Christmas 2021, plans are now coming together to run the initiative throughout 2022.

The programme will pay providers to deliver funded activities and meals this Easter, during 11-14 April and 19-22 April.

Generation EXPO

The Camborne, Pool, Illogan and Redruth Community Network, Cornwall College and Redruth 2000 are staging Generation EXPO from 1-8 April. The event is a showcase of exhibitors who are making transformational changes to people and place in the community network area. Local councils, residents and organisations from other areas are very welcome to come along to get inspired.

Exhibitors are wide ranging and cover many topics including economy, regeneration, education and skills, housing, transport and sustainable transport, renewable energy, community regeneration, and much more.

Young people are at the heart of the event, with students from Cornwall College working with each exhibitor to help promote their work on social media before the event.

The launch event takes place on 1 April from 10am-8pm at Cornwall College, with the showcase exhibition touring the area the following week. You can view all the dates and venues here.
