Council amends its Facilitating Development in the Mackay Region policy


Following a review of the Facilitating Development in the Mackay Region policy, council has adopted an amended policy that will continue to incentivise targeted developments across the region.

The policy has been around since late 2014 and this review represents the most recent evolution of the policy responding to council’s priorities and the local market conditions.
 
The most significant change to the policy will see the doubling of potential infrastructure charges concessions for eligible development within schedule 7 – housing diversity. This schedule was first introduced in 2020 to promote the development of a range of housing types across urban areas.

The amendments will double the current incentive, to provide for a concession on infrastructure charges of up to 50 per cent, up to a maximum amount of $500,000, to bring more choice with the development of multiple dwellings, units and other higher density housing to the local housing market.  
 
There are other minor amendments to other schedules within the policy.

Update on current amendments to our Mackay Region Planning Scheme

 
There are several amendments to the planning scheme that are currently under way.

These include major amendment 2, administrative amendment 8, and minor amendment 5. It is anticipated that these amendments will be adopted in the first half of 2022 and form part of a new version 4.0 of the planning scheme.

Council is also undertaking a planning scheme policy amendment (amendment 4) which is anticipated to be adopted at the same time.

Planning steams ahead for Finch Hatton and Eungella townships

 
The preparation of major amendment 3 to the planning scheme is now under way with the aim of undertaking a state interest review of the proposed amendment in the coming months.
 
The purpose and general effect of the proposed amendment is to:
  • Facilitate commercial and other specific non-residential uses within designated precincts under the township zone in the Finch Hatton and Eungella townships
     
  • Encourage a wider range of uses within the township zone, including adaptive re-use of under-utilised sites by changing the zone of a small number of lots to the township in the Finch Hatton and Eungella townships.
     
  • Reduce the levels of assessment for certain uses and development requirements in specific use codes to facilitate appropriate development outcomes within these townships to support the Pioneer Valley mountain bike project.
 
A dedicated planning advice team is available to provide advice on potential development opportunities (for example, commercial, tourism or accommodation) in the Pioneer Valley and can be contacted via planningenquiries@mackay.qld.gov.au.

Send council your historical flood pictures of McCreadys Creek in flood


Council is undertaking a Flood and Stormwater Management Study of the McCreadys Creek catchment to fill a gap in flood data for a developing area of Mackay.

Consultants SMEC were commissioned by council in September 2021 to undertake the study. The study has been made possible through funding assistance that has been received from the Australian and Queensland Governments through the Queensland Resilience and Risk Reduction Fund 2019-20 (QRRRF).
 
Do you have any information on historical flooding in the McCreadys Creek catchment to assist council with this study? This may include photos (like the above image taken during the February 2008 flood), rainfall records etc.

This consultation will close Thursday, February 24, at 11.59pm.
 
The objectives of the flood and stormwater study are:
  • Understand flood and stormwater behaviour in the McCreadys Creek catchment
  • Map flood extents for inclusion in the planning scheme’s overlay mapping
  • Develop and assess options to address existing flood and stormwater issues
  • Develop and assess trunk infrastructure options to service potential future development recognised in the planning scheme.
