Stakeholder Spotlight on Robert O. Gurman of Electrada

ECC's Stakeholder Spotlight series features our clean transportation stakeholders, showcasing their roles in clean energy advocacy, acceleration and adoption.

Meet Robert O. Gurman, Managing Director of Business Development at Electrada! 

According to Robert, "Electrada's mission is to provide the highest-performance, turnkey electric charging infrastructure solutions to commercial and public EV fleets. We provide all of the upfront capital, and do everything organizations need to power electric vehicles, through a fixed-price, charging-as-a-service contract" for customers in North America.

How does Robert think our region's transportation landscape will change in the next decade—and what role does he think Electrada will play in that transformation? 

"Greater and accelerating adoption of electric vehicles, led by NYC’s government across its many agencies and functions (police, fire and sanitation, operational service and vehicles, etc.). Electrada will play an important role, by providing charging infrastructure solutions at scale."

New York Truck Voucher Incentive Program Will Go Zero-Emissions Starting April 1st
The New York Truck Voucher Incentive Program (NYTVIP) will soon be a 100% zero-emission truck and bus program. This update to the NYTVIP aligns the program with the recent adoption of the Advanced Clean Trucks rule and NYS law—signed by Governor Hochul in 2021—setting a goal of 100% zero-emission medium- and heavy-duty vehicle sales in the state by 2045.

As of April 1st of this year, NYTVIP will no longer accept applications for plug-in hybrid electric, conventional hybrid electric, compressed natural gas (CNG), and propane trucks or buses. All funding for those technologies remaining at that time will be reallocated to zero-emission technologies, specifically battery-electric vehicles (BEVs) and hydrogen fuel cell electric vehicles (FCEVs). Fleets wishing to receive support through NYTVIP for the purchase of CNG or propane school buses or Class 4 through 7 plug-in hybrid electric, conventional hybrid electric, CNG, and propane trucks must submit applications before April 1st.

USDOE Issues Comprehensive Plan to Strengthen America’s Clean Energy Supply Chains and Bolster Domestic Manufacturing

The USDOE’s Office of Energy Efficiency and Renewable Energy (EERE) released seven deep-dive assessments of clean energy manufacturing supply chains last week. The assessments review the obstacles the U.S. faces to securing a reliable supply of key materials and components—like solar panels and battery materials—and opportunities for improvement. Each of the seven assessments focuses on a different technology or resource that will help the Biden Administration achieve its goal of net-zero carbon emissions by 2050. 

Principal Deputy Assistant Secretary for EERE Kelly Speakes-Backman said the transition to a clean energy economy "cannot proceed without a steady supply of the materials and components required to manufacture clean energy products ... the assessments released today highlight the wealth of opportunities that will come with domestic supply-chain expansion, including new jobs, new manufacturing infrastructure, and faster, cheaper deployment of clean energy technologies.”

Funding Opportunities

The $35 million Global NY Fund provides grants and loans to help New York State’s small- and medium-sized businesses go global and create new jobs. ESD is providing grants of up to $25,000 to help companies start exporting or increase their global exports. Grants of up to $100,000 are available to non-profit organizations that provide export assistance and trade education to NYS companies. 
The New Jersey Department of Environmental Protection (NJDEP) is seeking applicants for its latest round of grant funding for public fast charging infrastructure. The $4 million competitive solicitation will award grants of up to $200,000 per location in community settings. Applications will be accepted through the online grant application portal from Mon. March 14 to Fri. May 13 at midnight. 

The Department of Energy's (DOE) Loan Programs Office (LPO) as $17.7 billion in loan authority to support the manufacture of eligible light-duty vehicles and qualifying components under the ATVM, authorized by the Energy Independence and Security Act of 2007. Read DOE's two-page fact sheet for an overview of how LPO can finance auto manufacturing projects here.

USDPT has published a Notice of Funding Opportunity (NOFO) for $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program. The program helps communities carry out projects with significant local or regional impact. The deadline for applications is 5 p.m. EST on April 14, 2022.
Current Federal and State RFIs, RFNs, and ROIs
The 2022 Request for Nominations (RFN) for Alternative Fuel Corridors is now active. To submit your nominations and shapefiles, please email Sara Secunda at Sara.Secunda@dot.gov. The deadline for this RFN is COB on May 13, 2022.
The Draft Scoping Plan, approved last week by New York State's Climate Action Council, lays out the recommended policies and actions to help the state meet its ambitious climate directives as part of the CLCPA. Submit your comments at the link above, and you can view the Draft Scoping Plan in its entirety here.
New York State Volkswagen Settlement Funds: Current Programs
Rebate incentive funding is now available for fleets and businesses in NYC Industrial Business Zones (IBZs) for the replacement of older, diesel-fueled trucks with alternative fuel or electric vehicle technologies. Funding available from $12,000 to $185,000 per truck replacement, depending on fuel type and truck class size. Eligibility update: applicants applying for BEV replacement trucks can now purchase an older diesel truck from a third party owner to meet the qualifying (old) truck eligibility requirements. NYTVIP provides vouchers to fleets across New York State for the replacement of older diesel vehicles with the purchase or lease of electric, conventional hybrid electric, compressed natural gas, or propane medium- and heavy-duty vehicles. Voucher amounts are based on a percentage of the incremental cost of the vehicle.

What We're Reading (and Watching)
USPS Bucks Biden Administration's Requests to Electrify More Upcoming Next-gen Mail Trucks
The U.S. Postal Service's new mail trucks, provided by Oshkosh, were designed with an EV option in mind. Despite this, USPS is moving forward with plans to purchase the vast majority of vehicles with gasoline powertrains—which are less than 1mpg more efficient than the outgoing Grumman mail trucks—and in opposition to requests from the Biden Administration. 
EPA Commits to Expanding U.S. Biofuel Use
The U.S. Environmental Protection Agency is committed to increasing the use of biofuels, an agency official said on Tuesday, but the industry is still anxiously awaiting the Biden administration to finalize specific blending goals. 
White House Pushes for Domestic Production of Minerals Required for EV Production

Last week, President Biden announced investments aimed at expanding the domestic supply of minerals that are needed to make electric vehicles, solar panels, and other products but are currently sourced from overseas. “We can’t build a future that’s made in America if we ourselves are dependent on China for the materials that power the products of today and tomorrow,” Mr. Biden said.
