The Pearl Beach GEM
We acknowledge the Aboriginal custodians of the Pearl Beach area.
The President's Report

The village has quietened down considerably in regard to visitors but that doesn’t mean there is no activity behind the scenes be assured that the Progress Association Executive Committee and Sub-committees are working away with your best interests at heart.

First and foremost our sincere thanks needs to go to the Fussell family who recently bought a property in Pearl Beach. They have made a generous donation of $10,000 to go towards general expenses and upkeep of the Memorial Community Hall. We are very appreciative of their generosity.

It is always exciting when change occurs-Pearls on the Beach has been taken over by new owners in recent months- now the Pearl Beach Cafe and Store has been purchased by Coast Realty-we look forward to the changes they will make in the operation of the business-I am told they wish to focus on the local community.

We also need to acknowledge recent grants from Central Coast Council for the planned Australia Day activities and for a subsidy on our annual Council Rates. The efforts of our Treasurer, Libby Nelson in pursuing these grants is greatly appreciated.

It has been a big news month-the biggest news is that we have been successful in obtaining a grant of $91,630 from the Commonwealth Government Summer Bushfire Fund. This will allow the Pearl Beach Memorial Community Hall to be equipped as a support centre in times of crisis and or disaster. We should all be very grateful to Paul Toohey for his persistence and dedication over several years which has finally resulted in success to allow the project to proceed.

Your Events Committee under the leadership of Lynne Lillico-your efforts are greatly appreciated Lynne- are in the process of co-ordinating a Trivia Night on Saturday 26 March and the Easter Book Fair and Art Trail on Saturday 9 April. All these events are well worth supporting. Plans are underway for the Annual Music and Piano Scholarships in May and possibly a Bush Dance in April. It is also planned to revive Cinema Afternoons on Wednesdays in winter with the showing of Classic Movies for the movie buffs among us- watch this space!!

There has been a changing of the guard at the Pearl Beach Rural Fire Service where hopefully the focus will be on the local community and it’s needs. This has been missing in recent years and it is admirable that the new RFS leadership will exhibit appreciation for what the community has done in the past and continues to do. It would appear that the Community Fire Unit has had a rebirth of sorts with an increase in membership as has the RFS.

It can be reported that all the necessary ground work has been finalised - with grateful thanks to Mary Knaggs- resulting in an application for a grant being submitted to the Commonwealth Government to allow the restoration/ renovation of our village War Memorial-hopefully there will be good news soon.

As you may be aware the “Buddies” group has been operating for several years now through the generous efforts of several members of the community. With changes in personal circumstances the need for new volunteers has arisen. If you are interested in helping please contact Russell on 0419230224.

Many thanks to our GEM Editor, Margaret Westcott for her efforts in collating and managing production of the GEM. Thanks also to all those who make a contribution by submitting an article . Trust you enjoy this edition of the GEM and please contact any member of the Executive Committee with your comments, feedback or any new ideas-all gratefully received.

Black Summer Bush Fire Recovery Grants Program

Pearl Beach Memorial Community Hall

Community Support Centre Project – Funding Approval

The Pearl Beach Progress Association has received notice from the Australian Government, Department of Industry, Science, Energy & Resources that funding approval amounting to $91,630 has been granted for capital infrastructure works to establish a Community Support Centre at the Pearl Beach Memorial Community Hall. This is an outcome of the grant application lodged 6 October 2021 by the Pearl Beach Progress Association through it’s sub-committee the Safety Advisory Group under the Australian Government Black Summer Bush Fire Recovery Grants Program.

The Pearl Beach Progress Association and the Safety Advisory Group have been pursuing the Community Support Centre (CSC) project for several years with the goal to improve the bushfire resilience of Pearl Beach through the mitigation of the high bushfire safety risk to the community that is increasing with climate change.  The CSC project includes:

  • Infrastructure for a safe haven for residents in the event of a bushfire or storm that      threatens or isolates the village,
  • Training to operate the CSC effectively and coordinate volunteer support, and
  • Community education to ensure residents can access and utilise it when needed.

The infrastructure includes an emergency backup power supply system, bushfire sprinkler system, and associated equipment and communications, installed at the existing community hall to significantly improve the bushfire resilience of the hall. The system includes:

  • Solar power emergency backup system with:
    • 6kW solar panels
    • 20kWh (2 day’s) battery storage
    • 10 kVA generator for backup power
  • Hall fire protection sprinkler system with:
    • Around 30 sprinklers protecting the hall roof and walls
    • 20,000 litres rainwater tanks to supply sprinklers up to 4 hours
    • Spearpoint pump system for backup water supply

The system has been designed with high capacity and reliability to function as a secure and effective safe haven for up to two days. Training and education will ensure the CSC is operated and utilised effectively to improve the resilience of the community, and a safe haven for anyone unable to evacuate and caught in the village.

Together these measures will provide a safe haven during bushfires that threaten the village, and a hub for volunteer emergency responders and community support.  Secondary benefits from the CSC being available as a refuge during storms or other emergencies and social resilience through peace of mind.

The PBPSA/SAG are thankful for the support received from both the Pearl Beach RFS Brigade and the NSW State Emergency Service. In addition to letters strongly supporting the project, we received valuable volunteer support from Pearl Beach RFS including time and expertise to develop suitable specifications for both the Solar + Battery and the Fire Sprinkler systems.

Together with Paul Toohey from the Safety Advisory Group who led the grant application, Ben Kearney from Pearl Beach RFS has volunteered his services in reviewing final specifications, quotes and contractors, and project management through to completion of the project ahead of the 2022 fire season.  The financial management is subject to audit at completion.

The Pearl Beach Progress Association acknowledges the funding support of the Australian Government to be an excellent outcome for the Pearl Beach community and visitors.

Communications

Correspondence from Lucy Wicks re Mobile Coverage & Road Works in Pearl Beach

Click here to read Correspondence from Lucy Wicks

Firstly, Pearl Beach has been submitted as a priority location under the PUMP Program (mobile coverage) and we hope to hear more from the department about this soon.

PBPA -SAG Comment:

  • A positive step as it is the Mobile Phone that has become central and integral to everyone's daily life - not only for general communication and information dispersal (FiresNearMe app, internet radio, Police, Ambulance, FindMy, WhatsApp, SMS notifications  etc.)  but also for transactional services (Online banking, shopping. medical services etc., ServicesNSW, MyGov, general authentication of who you are! etc.).
  • Is there a timeframe
  • Have the Telcos been engaged and committed to action for Pearl beach too.

We have also received advice about a couple of other issues that were raised at our community meeting with the Minister. This is below:

 Improving TV and radio reception

Please let me know if you, or anyone in the community needs assistance with these enquiries.

PBPA – SAG Comment:

  • Residents can engage an Antenna Services provider or alternatively, a) install VAST as mentioned below, b) connect TV & Radio via the NBN through FOXTEL/similar – Google / IOS
  • Any Resident unhappy with their current VAST service (very few HD services which is becoming more obvious with the 4K + 8K TVs) should engage an Antenna Services.  Many Residents who were unable in the past to receive an adequate Analogue TV reception may find that they can receive an adequate free to air Digital service.  FTA Digital service about 90% reliable - occasionally Channel 9 and Channel 7 services go off line - normally during bad weather.

Pearl Beach & Brisbane Water National Park Koala Survey & Native Bees News

Initially the Pearl Beach Koala Project was planning to have volunteers under the guidance of University of Sydney and Brisbane Water National Park conduct a survey to search for evidence of koalas such as koala scats. Due to Coronavirus this no longer became possible. Fortunately, Central Coast Council were able to conduct a survey using Song meters last year of the Central Coast area. Although some evidence was found near Mangrove Dam none was found locally.

As you may have seen in the news the University of Sydney has received NSW Government funding to continue this work. Three sites in NSW have been chosen to research the possibility of translocating koalas, Pearl Beach Arboretum / Brisbane Water National Park is one.

The Arboretum met with the University of Sydney, Central Coast Council, National Parks and the University of Newcastle in December to further discuss the direction of the project. Another meeting is planned for March which will include Forestry Services, LLS and the NSW Koala Strategy team hopefully depending on Covid with a view to setup a Central Coast Koala Strategy. The loss of habitat is on the agenda hence Forestry Services have been invited to participate. Central Coast Council plan to conduct an online koala survey where they are expecting at 1,000 responses from the public.

Central Coast Council have been conducting another Song Meter Survey specifically in the Brisbane Water to look for the presence of koalas. Rachel Shea helped Council by putting out Koala Song meters at Pindar Caves involving a 13 km round trip by foot from Wondabyne Station carrying the Song Meters which are quite heavy.

Tetragonia Carbonaria Native Stingless Beehives have been installed in the Arboretum along with bee hotels which were funded by a grant. A couple of very successful Stingless Native Bee workshops were held.

The Arboretum is always looking for volunteers to help at monthly Working Bees and in other activities such as propagation.

Working Bees are held every 3rd Sunday at 9am with morning tea at 11am depending on Covid restrictions. You’d be most welcome to attend and learn more about what the Arboretum is currently doing.

You may wish to join the Pearl Beach Patonga Koala and Native Bee Facebook page for further updates.

Pearl Beach Environment Group
Dear Attendees and other Members and Friends of the Pearl Beach Environment Group (PBEG)
Thank you all for attending the event last night and a big thank you to Jane Smith (CC Fiends of Democracy) and Gary Chestnut (CC Better Planning Group) for sharing their time and knowledge.
Unfortunately we didn’t quite get to the “workshop” stage, but we had some lively discussion and we all came away with slightly more understanding of our complex local planning and development control system.  We also had some lovely drinks on the back deck afterwards – thanks to all the helpers.
We will hold a future workshop on the current and desired character for our special village of Pearl Beach.

PBEG events are held on the last Friday of every month.  We are planning a visit to the Pink Onion Sculpture Garden in Crystal Avenue complete with refreshments.  To go on our mailing list please email pearlbeachenvironmentgroup@gmail.com .
We also have available some Fact Sheets:
  • Exempt and Complying Development
  • Plants for Pearl beach
  • Living with Brush Turkeys
PBEG is a NFP community group whose objective is “protect and enhance the environment and encourage nature conservation within the village of Pearl Beach”. PBEG take the definition of ‘environment’ in its broadest sense which includes both the ‘built’ and the ‘natural’ environment; and the environmental ‘setting’ of Pearl Beach.
You can learn more and download the membership form using the website link below.
You will also find some good resources on the (CC Better Planning Group webpage.
Please let me know if you no longer wish to receive emails from PBEG.

The PBEG talk will be on Friday 25 March at 5pm on Pearl Beach and Trees by Peggy Todd. We are hoping a representative of Council will also attend.
