Ceiling Fans Facing DOE Regulation, Again

In December, 2021, DOE released a supplemental notice of proposed rulemaking (SNOPR) regarding test procedures for ceiling fans. The SNOPR makes additional changes to DOE’s 2019 NOPR on ceiling fan test procedures. The additional changes are derived from data gathered during round-robin testing.

Defining the process for testing is the first regulatory step towards tightening the efficiency standards for ceiling fans. DOE will review the comments for the SNOPR and 2019 NOPR, and finalize test procedures later this year.

DOE has also published a preliminary technical support document (TSD) as it begins its work on amending energy conservation standards for ceiling fans. DOE is hosting a webinar on Wednesday, March 16, 2022, at 1:00 p.m. (Eastern) with a comment period that runs until early April.

Community College of Allegheny County (CCAC) announced it is modernizing buildings across its four campuses and the West Hills Center, as well as its building automation system, with occupancy sensing, improved LED lighting control systems, and Internet of Things (IoT) platform as part of a COVID-19 mitigation initiative and infrastructure upgrade from Enlighted, a part of Building Robotics Inc., a Siemens company. Funded by the Higher Education Emergency Relief Fund (HEERF) and accelerated by the need to help minimize COVID-19 exposure, the implementation will help increase the health and safety for students, faculty, staff and the community while shaping a smart, connected campus prepared for the future.

In 2021, the U.S. rebounded from 2020’s short but devastating pandemic recession with the strongest economic growth in nearly forty years. In 2021, the nation’s gross domestic product (GDP) grew 5.7%, ending the year by with a quarterly expansion of 6.9%, according to the Commerce Department. During 2021, current-dollar GDP increased 10%, or $2.1 trillion, to a level of nearly $23 trillion, compared to a decrease of 2.2%, or about $480 billion, in 2020.

IES Publishes ANSI Standard, TM-38-21, Defining Test Procedures For Tunable White SSL Products

This TM establishes a common protocol for measuring photometric, colorimetric, and electrical characteristics of tunable-white solid-state lighting products—including lamps, luminaires, and light engines. It defines the minimum number and order in which measurements are to be made, and it provides a framework for data reporting. This TM also describes a method for interpolating between measured data, including for CCT range, Duv range, lumen output range (at full intensity control as color changes), efficacy at maximum output, efficacy range, color rendition, and chromaticity coordinates.

...The Proposed Rule seeks to impose a 45 LPW efficiency standard on all GSILs, which contradicts several statutory provisions in EPCA. This includes provisions protecting consumers from standards that restrict product choices. Both the law and public policy are best served by allowing incandescent light bulbs to remains on the market for those who want them. For these reasons, we believe the Proposed Rule should be withdrawn.

E-commerce sales in the United States are set to hit an important new record in 2022 amid a spending shift to mobile.

E-commerce sales will exceed $1 trillion for the first time in 2022, totaling $1.065 trillion and accounting for 15.9% of total retail sales, according to a forecast by eMarketer’s Insider Intelligence.  In 2021, e-commerce totaled $919.06 billion and made up 14.2% of total sales.
