Letter from Ashley Gagné, Vice-Chair, Board of Supervisors

Dear West Goshen Residents and Businesses,

Spring is on the horizon, and I am looking forward to longer and warmer days ahead. As Board liaison to our Parks and Recreation Board, I can promise you that West Goshen has many wonderful community events planned this spring.

I encourage you to check our calendar on the Township website, and to read our newsletter to stay up to date on all the fun happenings.

I am also pleased to share that our Township will be celebrating our first year as an official Tree City USA. This acknowledgement comes after years of preparation and pursuit. I would like to recognize our Board, staff, Township Manager, and our Sustainability Advisory Committee for their efforts in bringing this to fruition. Tree City USA distinguishes West Goshen as a community that cares for its trees, and for the health of its people. I am extremely proud of our Township for achieving this honor and hope to continue to pursue this recognition year after year.

Board of Supervisors Meeting Notes:

March 1, 2022

  • Detective Jose Torres was recognized by the Crime Victims’ Center of Chester County with the Peggy Gusz Victim’s Advocacy Award.
  • The Board of Supervisors discussed an application before the Zoning Hearing Board for a PetSmart at 1115 West Chester Pike.
  • The Board of Supervisors authorized a proposed Responsible Contractors Ordinance for public review and possible adoption.  
  • The Board of Supervisors approved the renewal of the Township’s property and liability insurance policy.  The new policy will save approximately $150,000.
  • The Board of Supervisors approved various policy updates for the Township’s Finance Department. The Board of Supervisors approved an Individual Naming & Dedication Policy for the dedication of Township amenities.
March 15, 2022
  • The Board of Supervisors approved a waiver of land development for the construction of a 148 sq. ft. vestibule at 702 Old Westtown Road.
  • The Board of Supervisors discussed an amendment to the Cooperation Agreement for improvements to the Rosedale Avenue corridor.  Items specifically discussed were upgrades to the intersection of Rosedale Avenue and New Street.
  • The Board of Supervisors adopted Ordinance No. 2-2022, which established responsible contractor requirements for certain projects awarded by West Goshen Township.
  • The Board of Supervisors approved a request from the Islamic Society of Chester County for the use of an amplification system for an event in West Goshen Community Park.
  • The Board of Supervisors approved proposals from National E Solutions and Lenni Electric Corp. for the installation of an electronic vehicle charging station from the West Goshen Township Police Department.
  • The Board of Supervisors discussed the formation of a coalition to work with the Township’s fire and EMS providers.

West Goshen Township Board of Supervisors Meetings on YouTube

The monthly meetings of the West Goshen Township Board of Supervisors are livestreamed and made available on the Township’s YouTube channel.  This is an option for members of the community who want to be informed on what is happening in the Township, but cannot always make it to the meetings.  Simply go to www.youtube.com and search for “West Goshen Township” in order to view the meetings.  Links to the meeting videos are also made available on the Township’s website in the “Agendas & Minutes” section for each meeting.  There is also a live comment feature that is monitored during the meeting by the Township Manager.  The Board of Supervisors meets on the 1st and 3rd Tuesday of each month at 6:00 pm.

Plans Under Review

  • The Planning Commission issued a recommendation for an industrial land development application for a 3,640 square foot truck repair building at 708 East Union Street.  

  • The Planning Commission issued a recommendation for a residential subdivision/lot line change for 2 and 4 Greenbank Avenue.  This plan will be before the Board of Supervisors for approval on April 5, 2022.

  • Plans currently under review include a 19,325 square foot warehouse building on Saunders Lane, a self-storage facility on Snyder Avenue, and hotel on Carter Drive.

  • The Zoning Hearing Board has two (2) applications before it.  The first is for 1115 West Chester Pike (West Goshen Town Centre Shopping Center) requesting a variance in order to allow for pet hotel and dog day care services in the C-2 Commercial Shopping Center District as accessory uses for a proposed PetSmart retail store at this location.  The second is for 833 Rosary Lane in order to install an attached garage partially within the building setback like.

The Zoning Hearing Board will review both applications on March 28, 2022 with the meeting starting at 7:00 pm.

Aqua Main Water Projects

Aqua PA is on track to complete their work in the southern portion of the Township.  Road restoration is slated to occur this spring.  The remaining projects are still under construction and updates will be provided as they become available.

We appreciate everyone’s cooperation during the completion of these projects.  

Traffic Signal Improvements

Over the last two (2) years, the Township has been working to install new reflective backplates on all Township-owned traffic signals.  Currently, the Township owns 37 traffic signals throughout the community.  Installation of the second half of the new reflective backplates was completed in late 2021.  Reflective backplates are a low-cost safety treatment to existing signals that provide improved visibility of a signal read.  Signal heads that have backplates equipped with retroreflective borders are more visible and conspicuous in both daytime and nighttime conditions.  Additionally, they may also be helpful during power outages as they provide a visible cue for motorists to stop at the intersection ahead.

Upcoming Township Road Projects

The Township’s 2022 road paving projects are currently out to bid.  The bids will be presented to the Board of Supervisors at their April 5, 2022 meeting to consider awarding of the contract.  Work should be completed during the summer.  Please watch the West Goshen Township website for additional information.

The West Goshen Township Public Works Department is hard at work replacing stormwater piping in the community.  Our crew is working to replace a 28 ft. section of deteriorated corrugated metal pipe with two (2) junction boxes and two (2) C-top inlets on Albermarle Grove in the Fresh Meadows development.  This project is ongoing.  Another project was completed on Brandywine Parkway and involved the replacement of a 28 ft. section of deteriorated corrugated metal pipe.  Thank you to the members of the Public Works Department for working to complete these projects.   

The Township stormwater project on Sunset Hollow Road has been completed.  The end walls and pipe have been installed and the road has been reopened to traffic.  In the spring, the contractor will be back on site in order to install trees and complete certain grading and vegetation work that could not be completed this winter.

Yard Waste Collection

Curbside yard waste collection is back.  The 2022 dates for Saturday yard waste collection are as follows:

  • April 16th
  • May 14th
  • June 11th
  • July 16th
  • August 13th
  • September 24th
  • October 15th
Please have your yard waste curbside the night before collection or by 6:00 AM the day of collection.  Sticks, branches, and twigs must be tied in bundles no more than 4 feet in length and 4 feet in diameter, and may not exceed 50 pounds per bundle.  Branches may not exceed 4 inches in diameter.  Other yard waste may be placed in trash cans or biodegradable paper bags which may be purchased at home improvement stores.  Bags are not available through West Goshen Township.  There is no limit to the number of bundles or bags that will be collected.   • Computer hard drives, CPU’s, LCD (non-glass screen) TV’s & monitors, printers, computer accessories.
  • Any small household appliances with a plug.
  • CRT (glass Screen) TV’s and monitors are $25.00 each, limit 2
  • Items that will NOT be accepted:  Air conditioners, dehumidifiers (anything with Freon)

Since 1995, presidents have issued a series of annual proclamations designating the month of March as “Women’s History Month.” These proclamations celebrate the contributions women have made to the United States and recognize the specific achievements women have made over the course of American history in a variety of fields. National Work Zone Awareness Week (NWZAW) is an annual spring campaign held at the start of construction season to encourage safe driving through highway work zones. The key message is for drivers to use extra caution in work zones. NWZAW will be held April 11-15 this year. Learn more about National Work Zone Awareness Week here.

Get Outside This Summer and Play for Pay!

Our summer programs invite children to play, create, imagine and socialize outdoors. Children need outdoor activities, friends and fun more than ever and we want you to help make it happen. The Township Supervisors have generously increased the hourly starting rate for summer counselors (aged 18+) to $15 per hour. Being a summer counselor is a rewarding role providing a healthy, memorable and fun summer for many children. Where can a summer job working with kids lead you? Many of our staff have enjoyed the opportunity as a career springboard to become teachers, counselors, nurses, police officers and more. Where can it lead you? Will you step up to the challenge?

Reasons past and current staff enjoyed being a summer counselor:

Washington, DC Cherry Blossom Festival
Saturday, March 26th:  Welcome spring by seeing the cherry blossoms in Washington, DC.  While you’re down there, you can visit the free monuments, memorials, and museums of the Smithsonian within a short walk from the cherry blossoms.  $45 per person includes round-trip transportations and driver tip.

Register for Spring Township Yard Sale

This year the West Goshen Park and Recreation Department will sponsor a Spring Township Yard Sale on Saturday, May 14th between 9:00 AM and 2:00 PM.  Timed perfectly for spring cleaning, Township residents can have their addresses listed on the roster of participating sites and receive signs to place in front of their houses.

There is no fee for participating residents.  For maximum efficiency and to generate more visitors, check with neighbors to set up multi-residence sites.  Or you can pay $10 to reserve a space at the West Goshen Municipal Complex at Paoli Pike and N. Five Points Road.  Everyone is welcome to check online the week before for a list and map of participating locations, or to pick up a map and listing at the West Goshen Township Administration Building.

For the first time since 2019, West Goshen residents can celebrate the arrival of spring with an Egg Hunt and Decorated Hat Parade on April 9, 2022.  Children 2-9 years old can gather up eggs filled with candy and, for the older kids, toys and coins.  They can then wear their own home-decorated hats and bonnets and participate in the Decorated Hat Parade.
 

The Egg Hunt and Decorated Hat Parade is FREE OF CHARGE for residents of West Goshen Township.  Families may preregister online here.  Guests are encouraged to bring a dry good item (e.g., toilet paper, soap, shampoo, laundry detergent, deodorant, diapers, etc.) for the West Chester Food Cupboard.  In the event of rain, the Egg Hunt and Decorated Hat Parade would be postponed to Saturday, April 16th at 10:30 AM. Young Artists Featured at Township Administration Building

Through the months of March and April, the West Goshen Township Administration Building will host an exhibit of artwork by students and teachers at the Pennsylvania Leadership Charter School’s Center for Performing and Fine Arts. The public is invited to see photographs, paintings, drawings, sculptures, digital media, and more. A FREE reception will be held on Tuesday, April 5th between 5:30 and 7:00 PM for members of the public to meet the young artists and their instructors. Light snacks and beverages will be provided. See pictures below of the featured artists.

POLICE DEPARTMENT NEWS

We are Hiring!

The West Goshen Police Department is accepting resumes for the 2nd shift dispatcher position. 

Anyone interested in submitting a resume and cover letter can drop it off at the Police Department, Monday through Friday between 8 am and 4 pm. They can also be mailed by post or submitted by email.

Congratulations Detective Torres

West Goshen Township congratulates Detective Jose Torres for being this year’s recipient of the Peggy Gusz Victims Advocacy Legacy Award. This award is presented annually by the Crime Victims Center Board of Directors to an individual, organization, or team whose work has been particularly noteworthy in providing direct services, prevention education, or from a specific discipline outside the victim assistance field, for their extraordinary and selfless efforts to victims and/or contribution to the victims’ field resulting in positive and lasting changes in the lives of crime victims.

We Remember: Chief Edwin Draper Fox


On March 2, in 1907, West Goshen Police Chief Edwin Draper Fox was born in Easttown Township. He was the youngest of six children born to Hilburn and Marietta (Manley) Fox. His father worked on various farms in Delaware and Chester counties. 

On 2 January 1941, Edwin Fox was appointed as the Chief of Police in West Goshen Township without any prior police experience. Fox was selected due to his physical attributes (tall & muscular), popularity in the community, and stable home life.  Fox was married to the former Ethel Andress and they had one child, Edwin Jr. It was also helpful that the Fox family lived near the West Goshen Consolidated School on Paoli Pike because the number one priority at that time was to keep this school zone safe for about 400 children. 

An interesting discovery was made while researching the life of Chief Edwin Fox. His sister Marian married a man named William Behrndt in 1920. That name should sound familiar as we employ his great-grandson and namesake.  Our William Behrndt is a hardworking young man with a great sense of humor. We think his great uncle would be proud. Township achieves Tree City USA recognition!

As a result of the initiative launched by the Sustainability Advisory Committee (SAC) with full Board of Supervisors support, the Arbor Day Foundation has recognized West Goshen Township as a 2021 Tree City USA. 

The benefits trees bring to urban environments are significant, and the Tree City USA program—founded in 1976 and led by the Arbor Day foundation, with partners at USDA Forest Service and National Association of State Foresters—provides communities with a four-step framework to maintain and grow their tree cover.

The Township successfully met the criteria outlined in the framework by initiating a community tree ordinance; establishing a tree board; committing a minimum of $2 per capita to urban forestry; and celebrating Arbor Day. Read more about the Arbor Day Foundation and Tree City USA program here.

Join the Sustainability Advisory Committee in April at two events

April 9, 10:30 a.m., Community Park – The Sustainability Advisory Committee (SAC) will have a table at the Egg Hunt and Decorated Hat Parade with free reusable grocery bags (one per family) and information about the April 22 ban on plastic bags and straws.

April 29, 5:00 p.m., Arbor Day Celebration at Oaklands Cemetery – This year’s event will honor Joseph Trimble Rothrock, dubbed the “Father of Forestry” in Pennsylvania, in the 100th year since his passing, and will also recognize a newly designated heritage tree a short distance from his gravesite. For those inclined to take a slightly longer walk, you can also visit the grave of the eminent botanist Dr. William Darlington—a distant relative of Rothrock.

Directions and parking: Set your GPS for 1042 Pottstown Pike, West Chester (Google Maps link). Please park along the entrance roadway and walk, following signs for Section D, Lot 92. Attendees with limited mobility may park closer to the ceremony site.

Very little is known about two of the clock makers from Chester County, in the early 19th Century, who resided in the Goshen/West Goshen area.  One of them was Joseph Cave who is believed to have resided in the old serpentine farmhouse on the bend of Goshen Road and Marshall Street in West Goshen. 

Joseph was the oldest child of Thomas Cave and Lydia Matlack.  Records seem to indicate that he was born in 1799 as his name appears on the tax records of 1780.  He grew up in Philadelphia as his father was a Superintendent of the City Watch, a Deputy Keeper of the State Magazine, and a grocer.  Thomas Cave and his brother-in -law, Jonathan Matlack, received 56 acres of land in Goshen Township on December 15, 1814, from the estate of Jonathan Matlack, Sr., who was Thomas Cave’s father- in -law. The parcel totaled 220 acres and these 56 acres were divided from the whole to his daughter’s husband and his son, Jonathan.  There were nine children in Jonathan Sr.’s family to split the acreage. Lydia assumed title to the property in May of 1815, when her husband, Thomas Cave, died.  She then jointly owned the property with her brother until her death in 1817.  She and Thomas had six children.  In her will there is a stipulation that from her estate $3.00 was to be paid to Jonathan Gause as tuition for Reuben, who was her son Joseph’s younger brother.  Jonathan Gause was a teacher at the West Chester Academy, and this suggests that at that time the family was living in West Goshen since it was after the split in 1817, from Goshen to East and West.

The annual Goose Creek Cleanup sponsored by the Chester Ridley Crum Watersheds Association will be on Saturday, March 26th 2022 .

Chester County Receives National Honor for Performance Management Leadership


Chester County Government has once again been recognized nationally for its leadership in performance management.  
 The International City/County Management Association (ICMA) recently bestowed a 2021 Certificate of Achievement to the County, noting the data-driven management and reporting efforts established through Chester County’s “Managing for Results” process. 

Managing for Results gives County departments and staff a formula in determining how their work, actions and behavior support the overall strategic direction of the county, and its key focus is to ensure accountability and transparency in Chester County government for the residents of the county.

Dolores Colligan Appointed Director of Chester County Department of Community Development

Chester County Commissioners Marian Moskowitz, Josh Maxwell and Michelle Kichline have appointed Dolores Colligan as Director of the County’s Department of Community Development.

 Colligan, a 32-year veteran of County government service, takes over from former Director, Patrick Bokovitz, who has transitioned to lead the County’s Department of Human Services.

 “Beyond the wealth of institutional knowledge and the decades of experience that Dolores brings to the position of Director, she also has a deep passion for her work, notably her advocacy in promoting the County’s efforts to end homelessness,” the Commissioners said.

Sassy is a five-year old tortoiseshell cat who hails from South
Carolina. She came to Chester County courtesy of BVSPCA, loves to snuggle, and enjoys watching animal videos on the computer. She is pretty sure that the comfiest chairs in the house all belong to her.

Roonie Says....Pet Safe Treats

We love showing our furry friends just how much we love them with a few treats! And don’t worry, cat parents, your feline friends can participate in the fun, too! 

Whether you plan to bake something for your pet, give them their favorite biscuit, or just give them a bite of your snack, the ASPCA Animal Poison Control Center (APCC) has made it easy to remember which human foods are safe, and which are unsafe for your pet. Mallory Mortillaro serves as the Curator of Collections for the Hartley Dodge Foundation in Madison, NJ.  While she was cataloging the artwork housed inside of the Hartley Dodge Memorial she uncovered a masterpiece that had been lost to the art world since the 1930’s.
