Civil Construction Workforce Survey Results


Regional Development Australia Limestone Coast (RDALC) recently undertook a survey targeting the civil construction sector in our region. Thank you to all the businesses and organisations that completed the survey, which has provided us with useful information on the their current workforce issues. 

From the responses we received it is clear that the sector has an aging workforce, with the majority of employees falling into the 36 – 55 year age group. Most respondents employed women, predominantly in administration roles, highlighting the opportunity to attract more women into construction roles, as well as younger workers across all job roles. 
 
Just over half of the survey respondents currently employ trainees and/or apprentices and they consider this as key to maintaining a sustainable long term work force. The businesses that do not currently employ apprentices or trainees stated that they would, but felt they did not know enough about the process.
 
The majority of respondents have recently experienced difficulties finding and retaining employees, with the top three barriers reported as:
  • A lack of applicants for advertised vacancies
  • Difficulty finding qualified/skilled staff
  • Applicants being drawn to other industry sectors.
Current vacancies include machine/plant operators, grader drivers and excavator/loader operators. Half of the respondents stated that they would increase their overall staffing numbers if they could find the right people for their business.
 
The survey has also provided RDALC with valuable information on the current availability of local training, as well as identifying the top ten skills employers are looking for when seeking new staff. We are now scoping possible training and development projects and will provide more information in the near future.

Workforce Update


According to the Regional Australia Institute (RAI), regional job vacancies continue their record-breaking streak, reaching nearly 79,000 vacancies in November 2021. After topping levels not seen since the peak of the mining boom, job ads in regions continued rising, this time by 4,500 jobs in November. RDALC recorded 460 advertisements for 602 roles on our Job Board for November. 
 
Unemployment in the regions dropped to 3.8 per cent in December 2021 while regional job vacancies increased 36 per cent over 2021. Some regional communities are experiencing less than 2 per cent unemployment. 
 
Nationally demand for professionals is strongest, with 1/4 of all regional advertisements for these jobs. Add on the demand for technicians and trades people, health and personal services workers and clerical and administrative workers, and these jobs account for nearly 70 per cent of all advertised positions.

Across our region, we see very similar patterns however the Limestone Coast experiences high numbers of vacancies in manufacturing, primarily fueled by food processing in Naracoorte and Bordertown and timber processing across the lower south east.
 
Through our Regional Work SA and our new, Region Ready programs, RDALC are committed to working with our businesses, employing organisations and Local Governments to develop creative solutions to the ongoing workforce issues.

South Australian COVID Regulations


Changes have been announced this week with regards to COVID restrictions, and they will come into affect at 12.01AM Saturday 26 February 2022.

The changes are summarised as follows. 
  • Hospitality venues with stand-up drinking will be allowed to host 50 percent capacity, while seated-only venues will move to 75 per cent capacity
  • Venues with combined sitting and standing areas can have 50 per cent capacity
  • Venues can currently have 50 per cent of their usual capacity and standing and drinking indoors have not been permitted
  • Outdoor dining capacity and the cap of 50 people for home gatherings will remain
  • Buffets will be allowed
  • Private functions at hospitality venues can have 50 per cent capacity of up to 150 people and stand-up drinking, singing and dancing will be allowed
  • Fully seated private functions can have 75 per cent capacity.

National Debt Helpline


The National Debt Helpline is a useful online resource, as well as phone line, that gives people who may be experiencing financial hardship access to key information about debt. This service provides information on various situations such as financial abuse, scams, the impact of bushfires, as well as providing information about your financial rights/laws. The site also lists potential solutions for different situations.

Superannuation 


Superannuation or super as it is better known, can make even the smartest of us all feel a bit confused when we try and navigate what it means, especially for new business owners that employ staff, or people new to the workforce.

The great news is that the team at the Australian Taxation Office (ATO) have put together a fantastic website that explains super for both individuals and for employers. There is a useful video here that is perfect for employers.

Pavely App Launching Soon

Paving the way to inclusive communities

 
The Department of Human Services, in collaboration with the Department for Innovation and Skills, Department of Treasury and Finance and Go2Gov program start-up ‘The Moonshine Lab’ is proud to present ‘Pavely’, a uniquely South Australian inclusive smartphone app. The app aims to provide a directory of venues and facilities across the state and allows users to find, rate and review their experiences based on accessibility and overall inclusiveness.
 
Pavely is coming soon to app stores, and the developers need the community to contribute, so the app can create a more inclusive community.

Communicating in Farm Teams


Women Together Learning (WoTL) is hosting a Communicating in Farm Teams workshop in Millicent on the 24 March. It will be delivered by Jeanette Long from Ag Consulting Co and hosted by the new WoTL Ambassador in the region, Jacqui Foster.

Good communication is one of the key skills for successful teams, whether on the sports ground or within a farming family. This workshop will explore some of the strategies to successful communication including:
  • Understanding your personality type and those of people in your team
  • Effect of personality on communication
  • Strategies to communicate with different personality types
  • Effects of stress on communication
  • Identifying and managing triangulation in communication.
All members of the farm business team are welcome to attend.

Rural and Regional Nurses

Research project volunteers needed


Local researcher Heidi Rose is working with the University of South Australia’s Department of Rural Health to conduct a study into the experiences of early career Registered Nurses in rural and regional hospitals.

The aim of the project is to seek suggestions on how to enhance job satisfaction and improve staff retention.

Homemade Jam


Mount Gambier is the first community in regional South Australia to host the Live and Local program, presenting Homemade Jam: Live and Local Mount Gambier, with musical events being delivered from September 2021 through to March 2022.

Delivered successfully in a range of regions across Australia, 'Live and Local' is a tried and tested model that seeks to support the growth of venue-based live music through the delivery of unique performance opportunities and professional development activity for local live music communities.

There were smiles all round when the new Naracoorte Library opened this week. It was wonderful to hear that there was a constant stream of people into the new community space when the doors opened for the first time.

Energy Efficient Communities Program

Food and Beverage Manufacturing Business Grants


The Energy Efficient Communities Program - Food and Beverage Manufacturing grant opportunity has been extended to 5.00pm AEDT Thursday, 3 March 2022 or earlier if funding is exhausted.

This grant provides small/medium businesses up to $25,000 to improve energy efficiency practices and technologies and better manage energy consumption to reduce their power bills.

Future Fuels Program


The Australian Government's Future Fuels Program, developed under the Future Fuels Fund, aims to address barriers to the adoption and deployment of new vehicle technologies.

The program includes support for business fleets, new technologies for heavy and long-distance vehicles, public charging and hydrogen refueling stations. It also aims to incentivise household smart chargers to boost the reliability of local electricity networks. 

The Future Fuels Program centres on three focus areas:
  • Support the integration of battery electric vehicles into light vehicle fleets
  • Support the integration of battery electric vehicles into heavy vehicle fleets
  • Commercialise hydrogen as a transport fuel.

Regional Arts Fund


This grant will fund high-quality arts projects benefitting regional or remote artists, arts workers, audiences and communities. The focus of the project could include any area of creative practice, multiple artforms or cross-disciplinary practice. Grants of up to $30,000 are available.

Round 1 is now open and closes 15 March 2022.

Boosting Apprenticeship Commencements

Wage subsidy for employers of Australian apprentices

 
Boosting Apprenticeship Commencements wage subsidy supports employers of any size to take on new apprentices or trainees. Any business that engages an Australian Apprentice between 5 October 2020 and 31 March 2022 may be eligible for a subsidy of 50 percent of the apprentices gross wages paid.
 
The subsidy is for a maximum of $7000 per quarter, per eligible apprentice, for wages paid in the 12 month period from the date they start.

Assess Implement Monitor (AIM) Grants

Green Industries SA


Assess Implement Monitor (AIM) Grants provide South Australian businesses with a subsidy to conduct businesses assessments and implement recommendations to improve their sustainability.
 
Subsidies are available for businesses and not-for-profits to access energy audit/assessments to help them identify, prioritise, and implement business sustainability improvements.
Funding can be used for:
  • materials efficiency assessments
  • resource efficiency assessments (energy, water, waste)
  • lean production assessments
  • sustainable procurement review/assessments
  • research, design and business case development for implementation of circular economy principles
  • energy audits or assessment.
