1.22/00378/S73 – former Hedgeside development Hazel Way Chipstead – Variation of Condition 1 of permission 18/00213/F - Provision for 2 separate accesses from Hazel Way and alteration to landscape scheme.

The CRA object to this application. This is a retrospective application to legitimise contravening the planning permission granted and also the discharge of condition permission granted most recently. There has been no justification provided as to why two separate driveways should be considered acceptable when they were refused in the full application or why the applicant committed to building one driveway, submitting plans to this effect to discharge this condition but nonetheless built two.

When the development of 2 additional houses to this site, opening onto Hazel Way, was submitted, it was refused and went to appeal. The Planning Inspectorate’s main concern about a design with two entrance points opening onto Hazel Way, was the effect it would have upon the character and appearance of Hazel Way. The Inspector considered that the opening up of two new driveways created an obtrusive feature in the street scene and detracted from the semi-rural character of the lane. Nothing has changed since to make opening up two driveways onto Hazel Way acceptable.

In response to the Inspector’s views, the applicant submitted a revised application, changing the design and site layout resulting in a proposal where the two additional dwellings shared one access point onto Hazel Way. As a result, permission was granted and the one access point and boundary treatment were made a condition of the planning permission. This was said to preserve the visual amenity of the area and protect neighbouring residential amenities.

The application to discharge the access and boundary condition (18/00213/ DET08) was submitted in January 2021 and the layout plan that forms the essential part of this application had one entrance; the application states that the work had already started. Permission was granted on 26 March 2021. However, despite the permission for only one entrance, the applicant cut out 2 driveways into Hazel Way with separate entrance features, one with 6-foot brick pillars. This issue was reported to Enforcement on 3rd May 2021 but it has taken until now for there to be any response.

There is no evidence provided with this application to support the approval of two separate driveways for this part of the site. They are an obtrusive feature and impact adversely on Hazel Way’s semi-rural nature.

Application refused by the Planning Committee.

7. 21/02243/ADV – Rowans Hill Coulsdon Lane Chipstead - Fascia signs for school use. As amended on 01/11/2021 - Amendment to background colour of proposed signage.

Permission granted.

8. 19/02269/DET07 – Rowans Hill Coulsdon Lane Chipstead – Submission of travel plan details pursuant to condition 7 of appeal permission 19/02269/F. Change of use to an independent special school for children with autism and related special educational needs and disabilities, with the provision of ancillary facilities including a playground, noise barriers and canopy and additional planting. As amended on 06/07/2021 and 04/11/2021.

9. 21/02795/S73 – McCarthy & Stone development Outwood Lane - This application seeks removal of condition 14 of Permission 19/02583/S73 - ie. the proposed extended footway, and the proposed pedestrian crossing facility comprising a central refuge island, dropped kerbs, tactile paving, and associated road markings and carriageway widening, on Outwood Lane.

10. 21/02364/F - Green Linnets, Wild Woods Outwood Lane, Chipstead - Proposals are for a development of 6, 3-storey semi-detached houses (4x3-bed and 2x4-bed with an additional room in the roof) with car ports and visitor parking on the rear plot of land at the existing dwellings. Proposals will include a new driveway link from Outwood Lane along the side of the existing properties up to the rear of the site.

11. 21/02160/F - Culligan International UK Ltd Prospect Wells House Outwood Lane Chipstead - Demolition and comprehensive redevelopment of the site for a 3-storey building to provide mixed use development comprising a shop (Use Class A1) at ground floor with 10 residential units (Use Class C3) at first and second floors, car parking, landscaping and associated works.

12. 21/02000/F – Land to the rear of 260, 262 and 264 Chipstead Way and to the rear of Kita, Sunnyfields and Paddock - Redevelopment of the site to deliver 8 residential units (5 x 3 bed and 3 x 4 bed) with associated landscaping and private gardens, parking and internal access road.
