New JIN ASEAN Gender Working Group for Judges

To commemorate International Women's Day (March 8th) JIN ASEAN is launching a new Gender Working Group of judges interested in connecting across the region to discuss the ideas and tools that came out of our Gender and Judicial Excellence project. Any judges in the ASEAN region are invited to indicate their interest in participating by signing up here.

JIN ASEAN's Gender and Judicial Excellence project focused on understanding gendered threats to judicial excellence and on peer-to-peer support of the judiciary responding to these issues. One of the seven new tools for judges and judiciaries will be shared in each JIN ASEAN newsletter throughout 2022.

Spotlight on Emerging Technology Tools:
Understanding Virtual or Remote Courts

This is one of the tools in the JIN ASEAN Emerging Technologies Toolkit. It is designed to give judges a foundation in how virtual and remote courts are being used, both during the pandemic, and as a permanent option for hearings. It includes key definitions and examples and an analysis of the positive and negative implications of virtual courts from the perspective of judicial excellence.

  • Judges interested in understanding the uses of virtual technologies
  • Judges involved in decisions about how virtual or remote technologies will be used in their courts
  • Judiciaries considering virtual platforms for their courts
UNESCO Offers Online AI Course for Judges

UNESCO, together with The Future Society, is hosting a Massive Open Online Course (MOOC) for judges and judicial operators on AI and the Rule of Law. The introductory course will be a global and timely discussion around AI’s application and impact on the rule of law. Structured around six modules, it unpacks the opportunities and risks of the increasing adoption of AI technologies across justice systems and AI’s impact for the administration of justice, particularly concerning human rights and AI ethics and governance issues.  The course begins on March 14th. Missed the launch of JIN ASEAN's Emerging Technology Report?

The full Emerging Technologies and Judicial Integrity in ASEAN report looks at artificial intelligence, case management, online forms, and virtual hearings. It provides recommendations for regional support and court-level changes to practices to ensure that judges can promote rule of law and trial fairness in technology-mediated processes. These nine recommendations include strategies to build the capacities of individual judges to understand the impact of new technologies on rights in the courtroom and take leadership in the planning and implementation of new technologies. Indonesia, Malaysia, Philippines, Thailand and Viet Nam have joined JIN ASEAN with Lao PDR exploring membership. JIN ASEAN engages judges by conducting research, holding events and responding to the needs identified by those involved. 
 
In 2018-19 JIN ASEAN worked closely with the International Consortium for Court Excellence to produce the Judicial Integrity Checklist, a self-assessment tool for courts, that now has also been integrated into the International Framework for Court Excellence Checklist. 

JIN ASEAN has also engaged the judiciary on comparative responses to the pandemic and has participated in global discussions about judicial integrity. JIN ASEAN cooperates with the UNODC’s Global Judicial Integrity Network. The activities of the JIN ASEAN are supported by the U.S. State Department through INL and the UK Government ASEAN Economic Reform Programme through the FairBiz project.
