Welcome to the February e-newsletter. This month we'd like to offer a warm welcome to our two new Parish Councillors, Tim Jackson and Liz Winn. We also bid a fond farewell and offer our thanks to Stephen Burgess who has served as a Parish Councillor for three years and retires from the Council this month. We've provided links to important local consultations and some excellent community news items, including the exciting announcement that the Littleton & Harestock Show is set to return this year. There are also some specific requests for volunteers to help with the Platinum Jubilee Celebrations.
Parish Council News Updates
Three Maids Hill Planning Appeal
(Reference Number: APP/Q1700/APP/Q1770/W/21/3279319 )
 
The council has been notified about an appeal to the Secretary of State against Hampshire County Council’s decision to refuse planning permission for Development of an Inert Waste Recycling Facility at Three Maids Hill, Winchester, SO21 2QU.
 
Many Parish residents provided feedback for this application, and according to the appeal notice any representations already made have been forwarded to the Planning Inspectorate. However, we understand that it would be beneficial for further input to the Planning Inspectorate to be provided.  We have received advice from Cllr Jan Warwick, who spoke against the application during the planning committee meeting, identifying the planning reasons for refusing the application. Parish Councillor Changes

The council is delighted to report that we have two new councillors who were co-opted on Monday 14th February.
Welcome to Tim Jackson OBE
I moved to Winchester in 1986, living in Harestock and Sparsholt and now Littleton. My 3 sons, all now late 20s/early 30s attended Harestock Primary and Henry Beaufort School as well as 1st Winchester Scouting, through beavers, cubs and scouts, all in our Parish. I hope that my experience of living in this area will be useful in my service to the community of the parish.
Welcome to Liz WinnLiz Winn
Hello! I’ve lived with my family in Harestock for over 20 years and have hugely appreciated the facilities and spaces that are provided in the parish. This has been particularly valuable during the past couple of years as most of us have lived more local lives. 
I’d like to ensure that we continue to benefit from the advantages of living close to green spaces and to promote enjoyment of what we have. We are a growing population and this brings us new opportunities. I am also keen to ensure that any negative impacts, for example in terms of traffic, pollution and access to green spaces are dealt with in ways that will sustain us and future generations. 
A fond farewell and thank you to Councillor Stephen Burgess who is retiring from the Council following three years of dedicated work, including 18 months as the Chair from January 2020 just as the Covid-19 pandemic started. He guided the council during a very challenging time, and helped to respond rapidly to the regularly changing Covid-19 regulations for playgrounds, outdoor facilities and the use of Parish Council buildings, not forgetting the challenges of moving to online Parish Council meetings.

The council would like to thank Councillor Stephen Burgess not only for his very valuable contributions, but for the sheer amount of effort he has spent dedicated to council business.

We now have two vacancies for councillors in the Harestock ward, and would be grateful to hear from anyone who is interested in joining the council, and ask that you contact the Clerk at clerk@lhpc.org.uk .

We welcome all applications; however, we would be particularly pleased to receive applications from parishioners in Harestock to ensure that matters of concern to Harestock residents can be fully represented on the council.
Parish Council Office

Work is continuing in the Parish Council Office with the recent installation of new double glazed windows. The next step is the improvement to the office insulation and the introduction of a hot water heater for hand washing.
Consultations

Review of Taxi Policy and Conditions
Winchester City Council is seeking residents’ views on proposed changes to documents related to ‘statutory taxi and private hire vehicle standards’ to align its licensing requirements with those suggested by the Department for Transport.

Adult Services and the Homeless
Hampshire County Council is seeking views on proposed changes to stop three Adult Social Care grant schemes and to reduce funding for Homelessness Support Services in Hampshire.

The consultation seeks to describe/outline the potential impacts of the proposed options and provide the opportunity for those responding to make alternative suggestions about how these savings could be made.
To provide feedback on the impact of these proposed cuts, please submit your comments to www.hants.gov.uk/AHC-consultation by Monday 21st March 2022.

Highway Repairs

If you are noticing signs of damage on the road due to the cold weather then it is possible to report problems to Hampshire Highways via www.hants.gov.uk/transport/roadmaintenance/roadproblems

You can report problems with potholes, trees/hedges, flooding/drains, pavements, traffic lights and even empty or damaged salt bins.

Littleton and Harestock Show

The Littleton and Harestock Show is on!

After a 2 year break we are back and working on plans for a show in September. We have enough of the elements of the show in place now to be confident we can run the event and are moving ahead full steam to finalise the details.

We are very aware that Covid will still be a concern for many people, even in September, and we have been working hard to identify and address the issues that arise from that. You can expect to see some significant changes in the marquee as we take action to reduce the risk of infection in what has been, in the past, a somewhat airless and overcrowded venue.

We will be finalising the details of the Flower Show competitions over the next several weeks and will publish them as soon as we can to give you time to plan your horticultural, craft, artwork, photography etc exhibits.

Plans for the Fete side of the show are progressing well, albeit with the loss of some of the old favourite attractions. Nevertheless, you can be assured of a fun day out. We will publish details nearer the time.

With the very sad passing of Lynda Murphy, who will be greatly missed for all her enthusiastic and energetic support of a wide range of activities across the community, it looks as there will be no Pet Show this year. However, all is not lost. If you think you could take the lead role in organising the Pet Show, please contact anyone on the show committee and we will help you get it up and running again.

Put the date in your diary – Saturday, September 3rd. We guarantee you a good day out.

MORE HELP NEEDED PLEASE WITH PLATINUM JUBILEE CELEBRATIONS 2022
 
Teams are working hard on the plans for all the scheduled events. However, additional help is needed. The scheduled events are shown below and where specific help is needed then that request is highlighted in italics.

Thursday 2nd June to Sunday 5th June. Royal Scarecrow Trail in Littleton and Harestock

Friday 3rd June and Saturday 4th June. Local history exhibition in St Catherine’s Churchroom.

Friday 3rd June.  Open Gardens It is intended to invite residents to open their gardens to the public on the afternoon of Friday 3 June. This has happened successfully over several years, but some gardeners have retired or moved away. We need to replace them and recruit new ones in all parts of Littleton and Harestock. Size of the garden is of no importance; large and small are equally interesting.   Anyone who would be willing to allow visitors to share the enjoyment of their garden is requested to contact Mike Lupton. 01962 884376  mands@lupton.plus.com    

During the afternoon, cream teas will be available in the Littleton Memorial Hall.  We already have several cake-making and scone-making volunteers but would love someone to come forward to co-ordinate.  If you think you could be that person, please contact Fiona Stratton 01962 860797 fionadavidsondesigns@hotmail.co.uk

Friday 3rd June/Saturday 4th June   Showings of original film of the 1953 Coronation ‘A Queen is Crowned’.

Saturday 4th June Guided walks along the northern boundary of Littleton’s parish.  These provide a rare opportunity to walk through farmland not normally open to the Public!  Two walks of different lengths are planned: one of 6.5 miles and a shorter one of 3 miles.  Walkers will be in groups of around fifteen and will be led by an experienced walk leader.  The walks will be followed by lunch provided at the Littleton Millennium Memorial Hall.

We still need a few more walk leaders!  Pre-walking and training will be given.  If you could help by leading a walk of either the longer or the shorter distance, contact Clive Thompsett  01962 885039 clive.thompsett@icloud.com

Lunch at the Littleton Memorial Hall is being organised by Ian Muir. If you would like to help, please contact Ian on 01962 886151 fandimuir@btinternet.com  We are especially looking for someone who could be in charge of puddings (just the same pudding for everyone!)

Sunday 5th June Big Community Lunch (Littleton) or Big Street Party (Harestock).  These will take place on Littleton recreation grounds and a venue to be agreed in Harestock.  Both events should have access to First Aid if needed.

At each of the above events throughout the weekend, specially designed Commemorative Platinum Jubilee China Mugs for Littleton & Harestock, will be on sale.
