The Texas Department of Transportation (TxDOT) and Corpus Christi-based contractor Bay Ltd. continue to make progress on the project to improve a section of State Highway 358 (South Padre Island Drive) in Corpus Christi. The 15-mile project, which began in January 2018, spans from north of Leopard Street to just east of Flour Bluff Drive. The most significant improvements on the $50 million project are taking place between Ayers Street and Nile Drive. TxDOT is overseeing construction activities while Consor Engineers, LLC provides construction management support.

Construction is divided into ten phases and is expected to be complete in summer 2022. More information, including an in-depth presentation of the planned construction phases and timeline, can be found on the SH 358 project webpage at TxDOT.gov.

Construction Activities Completed in Fall 2021

Fall 2021 construction focused on completing Phases 4, 5A, 6A, and 6B in the project schedule. This includes continuing construction of the new center median barrier between the eastbound and westbound mainlanes, continuing the eastbound mainlane widening, Staples Street overpass widening, completing the new eastbound Airline Road exit ramp, and installing various signage throughout the project.

Mainlane Shoulder and Center Barrier Reconstruction
 

  • The contractor removed the temporary center barrier between the eastbound/westbound mainlanes, reconstructed the eastbound mainlane shoulder, and constructed the permanent center concrete barrier from Ayers Road from Weber Road.
Eastbound Mainlane and Overpass Widening
  • The final concrete pour on the Staples bridge was completed in December 2021 allowing for the completion of the bridge’s fourth mainlane. This was the final bridge and mainlane widening work remaining on the Ramp Reversal Project. Crews will continue working on additional items at the bridge, such as rail work and painting. Drivers should expect nighttime intersection and temporary turnaround closures for rail work and painting activities.
New Eastbound Airline Road Exit Ramp
  • Airline Road Exit Ramp: The contractor opened the new Airline exit ramp in December 2021. The new exit is located approximately 200 feet east of the previous location. 
Signage
  • During fall 2021, various sign installations continued on the mainlanes, frontage roads, and at intersections under SH 358.
Traffic Signal Upgrades
  • Traffic signal work continued between Leopard Road and Waldron Road through fall 2021. Many intersections received new poles and/or signals.
Scheduled Construction Activities, Winter 2021/Spring 2022*
Construction this winter/spring will focus primarily on completing work in Phases 7A, 7B, and 7C in the project schedule. This includes the completion of the new center median barrier between the eastbound and westbound mainlanes, beginning placement of new pavement on the eastbound mainlanes and frontage road, completing sign installation and complete traffic signal upgrades.

Mainlane Median Barrier Reconstruction
  • The contractor continues removing temporary construction barrier between the eastbound/westbound mainlanes and constructing the permanent center barrier from Everhart Road to Airline. Construction of the permanent center barrier will continue through spring 2022. Drivers should expect frequent overnight freeway closures to allow the contractor to remove and relocate the temporary barrier, and construct the new cast-in-place barrier.
Eastbound Mainlane Pavement Work
  • Beginning spring 2022, workers will place new pavement on the eastbound mainlanes from Ayers to Airline. Drivers should expect nighttime mainlane, entrance ramp, and exit ramp closures during the pavement work. Traffic will be detoured to the eastbound frontage road. The pavement operation is expected to be completed in summer 2022.
Eastbound Frontage Road Pavement Work
  • New pavement will also be placed on the eastbound frontage road from Ayers to Airline in spring 2022. Drivers should expect daytime/nighttime exit and entrance ramp closures as well as single-lane frontage road closures during the pavement work. Driveway access to all businesses and properties will always remain open. The frontage road pavement work is expected to be completed in summer 2022.
Road Signage
  • Signage along the frontage roads and at intersections under SH 358 will be installed throughout the remainder of the project. Drivers should expect temporary daytime and nighttime frontage road lane and turnaround closures during signage installation.
Traffic Signal Upgrades
  • Traffic signal work will continue between Leopard and Waldron through spring 2022. Many intersections will be upgraded with new poles and/or signals.
    • Signal and lighting work will continue weekdays between the hours of 8 a.m. and 4:30 p.m. Intermittent eastbound and westbound frontage road lane closures will be required for the traffic signal work.
*All estimated completion time frames are based on Bay Ltd.’s latest schedule information and are subject to change.
Work Zone Safety and Speed Limits
 
The advisory speed limit in the construction area is 55 mph on the mainlanes and 40 mph on the frontage roads.  Drivers need to watch their speed in the construction area. Drivers should also be on the lookout for construction workers at all times along the entire SH 358 corridor. Traffic fines double in work zones when workers are present.
Ongoing Traffic Updates and Additional Information

TxDOT will continue providing notice of scheduled lane closures and traffic changes through electronic message signs, social media, local news media, and subscription-based email updates.
