MAYOR'S MESSAGE
This week we celebrated International Women’s Day (IWD). On IWD as well as every other day, I am proud to be part of such an inclusive and progressive municipality.

We will literally have thousands of visitors to our area this weekend.  They say people need to visit a region multiple times before they might consider a decision to relocate.

From speaking with business operators over the past few years, we know that there are plenty of jobs that they are struggling to fill.

So with visitors coming to our events, we want them to really get a glimpse of what the area has to offer - hopefully some might consider shifting here.

Riverfront projects take shape

It's all go for the riverfront projects!

✅ Footpath construction is completed
✅ 2 x barbecue shelters erected, fitting out to happen next
✅ Public amenities erected, fitting out to happen next
✅ Pylons being erected for 3 x riverfront nodes
✅ Construction of angling club pergola now underway, with another ‘gateway pergola’ at the end of Firebrace Street to follow soon.

Bumper weekend to showcase Horsham

The Horsham Fishing Competition and an amateur motocross event will be the major drawcards as Horsham welcomes thousands of visitors this long weekend.  

The yearly angling tournament attracts more than 2000 people over three days while 300 riders enter the two-day motocross racing event at Dooen with their families and support staff in tow.  

Horsham Rural City Council Mayor Robyn Gulline said she hoped the influx of people would entice visitors to consider shifting to the Wimmera. 

“The data shows people need to visit a region multiple times before they might consider a decision to relocate,” she said.

“From speaking with business operators over the past few years, we know that there are plenty of jobs that they are struggling to fill.

“So with visitors coming to our events, we want them to really get a glimpse of what the area has to offer,” Cr Gulline said.

Campaign to tackle mozzie breeding sites

Council has stepped up its mosquito treatment and monitoring following the emergence of the Japanese Encephalitis virus (JEV) across Australia. 

Environmental Health Co-ordinator Luke Mitton said mosquito control started in November and ran through to April each year.

“As a result of the recent Japanese Encephalitis outbreak in other areas and part of our normal seasonal mosquito control program we are treating potential breeding sites in and around Horsham and the municipality,” Mr Mitton said.

Free health and wellbeing sessions this Saturday

Council is partnering with local fitness and wellbeing providers to deliver free sessions at Sawyer Park on Saturday mornings.

Residents young and old can take part in the ACTIVE Horsham Health and Wellbeing Sessions from 9am with registration not required.

More to Horsham’s commercial heritage than pub verandahs

Since the Draft Streetscape plan opened for public feedback last month, Horsham residents have responded enthusiastically to the concept of re-instating heritage balconies on the city’s hotels.

But the city’s heritage goes well beyond pub verandahs.

Buildings on Horsham’s commercial streets are populated with an array of unique heritage design features from leadlight windows and mosaic tiles to parapets, brickwork and paint colours.

Horsham North Area Plan Info Sessions

Council is currently looking at some of the issues and opportunities for Horsham North and have developed a Draft Issues and Opportunities Paper that identifies some of these. To ensure the Horsham North community has their say, there will be two drop in sessions for people to view and comment on the paper.

These sessions are on:
Wednesday 16 March

PROJECTS AND WORKS 
WOTONGA BASIN WORKS
A new inlet structure is required in Wotonga Basin as part of the irrigation system re-design for the Botanical Gardens and Sawyer Park. To enable this work to be undertaken, the water level in the Basin has been dropped and a temporary earthen dam placed around the works area to protect it in case rainfall causes the water level in the Basin to rise. Council staff have been working closely with the Catchment Management Authority to ensure appropriate controls are in place to protect the river. The construction of the inlet structure is expected to be complete in the next week, with the temporary earthen dam removed the following week.
MICROSURFACING
Council’s contractor have been undertaking microsurfacing roadworks throughout Horsham over the last week. Microsurfacing is used to seal the road from moisture and correct pavement shape, maintain the existing road integrity and extend road pavement longevity. This work is expected to continue in local streets for another week. Initially, the newly paved surface may seem coarser and more inconvenient due to the loose stones flicking the tyres; however, this is an important part of the process and we ask for your patience while the pavement cures. The street will be swept 2-4 weeks after being paved.

Council has prepared a Draft Issues and Opportunities Paper for Horsham North that identifies some of the issues and opportunities in terms of parks, public spaces, streetscapes, and pedestrian/cyclist connectivity in Horsham North.

Annual Action Plan 2022-23

An action plan that details how Horsham Rural City Council will deliver objectives included in its primary strategic documents is now available for public comment.
Councillors endorsed the draft action plan at Monday’s 28 February Meeting and it is now available for community feedback until 25 March.

Council is currently undertaking the “CAD Revitalisation: Streetscape Plan Project” to improve Horsham’s town centre (also known as the Central Activity District or CAD).
