At the close of the first quarter of 2022, we’re pleased to share a round-up of updates and resources from our work to support the implementation of Article 6 and to enable Gold Standard users + partners to move early in its adoption.

Article 6 authorisation procedures


Last month, we reached an important milestone in our preparations to support Article 6 activities, with the introduction of new procedures that will allow projects to avoid double claiming with NDCs under the Paris Agreement.
 
The new procedures outline the information that will need to be included within a Letter of Authorisation (including a template letter), the information that Gold Standard will publish on an annual basis to enable accurate Article 6 reporting by governments, as well as how Gold Standard will track the application of corresponding adjustments by host countries.
 
These new procedures will not be mandatory for all projects but will be applied when projects receive an Article 6 Letter of Authorisation from relevant host countries. They will also be taken into account by the International Civil Aviation Organisation (ICAO), as it considers the eligibility of post-2020 Gold Standard credits within CORSIA.
 
With support from our Expert Working Group, we continue to consider broader implications and opportunities emerging from the transition to the Paris Agreement.
 TECHNICAL SUPPORT 


Technical support to Article 6


In February, we launched a Request for Proposals for an implementing partner to support a group of (yet to be identified) early-moving project developers in their Article 6 engagement with host countries. This piloting work is intended to provide proof of concept of the implementation of Article 6, with findings and practical recommendations to be shared in a public report. We are pleased to share that Perspectives Climate Group will be leading this project, with more information to follow soon.   

We have also provided direct support to project developers with questions related to the implementation of Article 6, and the steps that projects need to follow if they want to seek an Article 6 authorisation.

While the Article 6 guidance adopted at COP26 has provided much-needed clarity for governments and market actors, it is still unclear for many how the decisions adopted by negotiators will be translated into action on the ground. This webinar will look at how early moving actors are preparing to apply Article 6 to make it a reality, and the lessons that can be drawn from this early experience.

New papers on Additionality and Sustainable Development


We are pleased to share five new papers published by Gold Standard this month, to support high-integrity, high-impact implementation of Article 6.


SUSTAINABLE DEVELOPMENT WITHIN ARTICLE 6 COOPERATION 

Sustainable development is mentioned multiple times in the Article 6 text - a win for climate justice - yet without detailed guidance, it risks becoming an empty promise.

As part of the Sustainable Development Initiative, Gold Standard has prepared three papers focused on the inclusion of sustainable development within Article 6 cooperation:
 
Cooperating for the SDGs - Article 6 through a sustainable development lens

This paper focuses on the potential for Article 6 to promote sustainable development within host countries, and how this potential can be realised.
 
Promoting sustainable development through Article 6 – the role of bilateral agreements

This paper provides recommendations for how sustainable development can be built into bilateral (or plurilateral) agreements between governments, to provide a foundation for activities that deliver positive development outcomes within host countries while safeguarding against negative impacts.
Sustainable Development under Article 6 – An assessment of sustainable development provisions in Article 6 pilot activities

This paper assesses the incorporation of sustainable development provisions into the design of two pilot Article 6 activities. It also tests the applicability of tools + guidance, such as the SDI Good Practice Guidance.

 


ENSURING ADDITIONALITY AND HIGH-QUALITY MITIGATION OUTCOMES UNDER ARTICLE 6

Additionality has been carbon market's fundamental promise on the environmental integrity side. Yet Article 6.2 guidance does not provide detailed instructions on how to demonstrate additionality, allowing for bottom-up approaches.

With support from the Swiss Federal Office for the Environment, Gold Standard explored how to ensure additionality and deliver high-quality mitigation outcomes under Article 6, in two newly published papers: 
 
Additionality under Article 6.2 of the Paris Agreement

This paper considers how additionality has evolved in the post-2020 era.
Good Practice Principles and Guidance for Activities within Cooperative Approaches under Article 6.2

This paper outlines fourteen principles that can underpin high-quality baseline-and-crediting activities under Article 6.2, filling in some of the ‘blank space’ left by guidance adopted at COP26.
