What's happening at CRRU?

CRRU continues to inform strategies for expanding public and non-profit child care services, an element of key importance in building a universal child care system. Today we're releasing the next paper Assessing child care needs and forecasting demand (2022) in the Moving from private to public processes (2022) series. The final two papers will be released in the coming weeks.

Series paper five: Assessing child care needs and forecasting demands 
Childcare Resource and Research Unit, March 2022

This fifth paper in a series of eight examines two kinds of policy tools—needs assessments and demand forecasting—which can be used to support the creation and growth of more publicly planned and managed child care. The paper provides overviews of approaches to needs assessment and demand forecasting in several local or regional contexts, discussing what these concepts are, why they are useful tools, their key components and what variables should be considered for implementation in different communities.

More money for more new parents
Policy Options, 16 March 2022 
In this article the authors detail prominent changes made to Quebec’s Parental Insurance Plan in 2021 including: Enhanced income supplement for families with modest incomes, calculation of benefits based on individual income versus family income and the potential for both parents to receive the increased benefits. The authors note that the new eligibility rules could triple the proportion of families currently receiving the top-up. In other words, a growing number of low-income families now qualify for more generous benefits.

Pandemic effects: Ableism, exclusion, and procedural bias

This study analyzes the effects of pandemic-related disruptions to services on disabled children and families and analyzes how disabled childhood is valued in these pandemic responses. The closures caused by the pandemic allowed the researchers to determine which services were considered to be essential and most valued by the government and study the impact of those choices in the daily lives of disabled children and their families across Canada. The authors conclude that disabled children were disproportionately affected, leaving many unable to participate in child care and early learning programs. They call for changes that improve experiences of disable children beyond access to services

Women, business and the law 2022

This report is the latest in a series of annual reports measuring global progress toward gender equality in law. This year's report includes a pilot research examining laws and regulations regarding child care availability, affordability and quality in 95 countries. Pilot data suggest a need to target access to affordable and quality child care in order to support working mothers and their children. 

Child Care Now calls on the federal government to engage in a full public consultation process prior to tabling Canada’s first-ever federal child care law.

Child Care Now’s submission to the Federal Secretariat on Early Learning and Child Care calls on the federal government to engage in a full public consultation process that provides adequate timing and includes a larger group of organizations before tabling Canada’s first-ever federal child care law. Child Care Now also presents four elements as the baseline of the federal legislation should it be introduced in the Spring.

How states would benefit if congress truly invested in child care and pre-K
The Century Foundation, 21 March 2022
This US-based analysis reviews specific ways in which child care and universal pre-kindergarten policies from the Building Back Better Act would affect various families across the US in the short-term. The analysis notes that these policies, if implemented, would have a tremendously positive impact on two generations of Americans. Authors argue that ensuring children have access to learning environments provides them a strong start in life while supporting parents and other caregivers to pursue greater opportunities for themselves and their families.
