WHAT IS A RESOLUTION?
Resolutions "express the sentiment of legislature and may prove vital in moving an issue forward" (lrb.hawaii.gov), although they do not become law. Resolutions are introduced by legislators and heard alongside bills.
See a few points below which distinguish a bill from a resolution.

BILL
- Enacts Law
- If not vetoed, can carryover from the first year of the biennium to the second.
- Bills must pass 3 readings on the floor of each chamber
- Once passed by legislature, bills are enrolled to the governor

RESOLUTION
- Does not have the force and effect of law, and thus cannot require action.
- Cannot carryover from one session to the next.
- Concurrent resolutions have to pass 1 vote on the floor of each chamber.
- Resolutions are not enrolled to the Governor.

HOW TO KEEP THE MOMENTUM GOING:
- Track the status/movement of Food+Policy bills on Trello
- Email or Call a legislative chair to schedule a hearing for a bill
- Submit ORAL testimony, in person or via zoom
- Encourage friends and ʻohana to submit written testimony
- Share our Food+Policy updates with your ʻohana and community
