Budget Summary 


Regional Development Australia Limestone Coast (RDALC) is pleased to see the Federal Government has responded to our calls to stimulate the construction of new housing stock in regional communities like Bordertown, Keith and Naracoorte. The 2022/23 Budget includes a new Regional Home Guarantee with up to 10,000 places per year to support eligible applicants to build or buy newly built homes in regional Australia with a five per cent deposit.
 
Other budget initiatives of relevance to Limestone Coast communities include:
 
The short-term relief at the petrol bowser (of about 22c per litre) will be welcomed by our community who need to travel large distances without the option of public transport.
 
A $2.8 billion boost for workforce development will provide $5,000 payments to new apprentices and up to $15,000 in wage subsidies for employers who take them on. While ReBoot will build life and employability skills for an estimated 5,000 disadvantaged young people at high risk of becoming long-term unemployed.

The Small Business Technology Investment Boost and Small Business Skills and Training Boost will provide additional tax deductions to support small businesses.  $19.4 million to establish up to 20 child care services in regional and remote areas where there is an absence or limited supply of child care.
 
$811.8 million over five years for a new Connecting Regional Australia Initiative which will build on existing programs including the Mobile Black Spot Program and the Regional Connectivity Program.

National Skills Commission - Trends to 2026


The National Skills Commission has published employment projections by industry, occupation and skill level for the five years to November 2026.

Recently released content includes the Employment Outlook report which provides an overview of likely future employment trends across industries, occupations and skill levels.

Over the five years to November 2026:

  • Employment is projected to increase across all 19 broad industries
  • Employment is projected to increase across all eight broad occupational groups
  • Nine in 10 new jobs are projected to require post-school education.

Four services industries are projected to provide more than three-fifths of the total projected employment growth:

  • Health care and social assistance
  • Accommodation and food services
  • Professional, scientific and technical services
  • Education and training.

South Australian COVID Regulations

Changes for transport, education and early childhood settings


Unvaccinated teachers and school staff in South Australia, as well as public transport workers and taxi and rideshare drivers, returned to work this week.

The Emergency Management (Education and Early Childhood Settings and Passenger Transport Vaccination) (COVID-19) (Revocation) Direction 2022 came into effect at 12:01 am 31 March 2022. This outlines changes to mandatory vaccination for educators. Further information, including an immunisation exemption application form, can be found here.

For information on testing, if you have tested positive or are a close contact, visit the SA Health website for information here. A full list of requirements regarding testing and quarantine of people who have been diagnosed with or exposed to COVID-19 is available here.

Close contacts of a positive COVID-19 case are eligible to collect a Rapid Antigen Test kit from a nominated collection point. Find out more here

Australian Resource Directory for Women Entrepreneurs

The Australian Government partnered with the Women In STEM Ambassador to provide a resource for women entrepreneurs, the Australian Resource Directory for Women Entrepreneurs.

The Australian Resource Directory for Women Entrepreneurs provides female entrepreneurs with a single resource where they can find relevant information on programs, sources of funding, networks, training courses, mentors, and tools that can help them grow their business at every step along the journey.

The Directory provides information and contacts for:

  • mentoring programs
  • networking and collaboration opportunities
  • access to funding, investors and finance
  • business training and programs
  • professional development.

Franchise Code Breaches - Big Fines

According to our friends at SmartCompany, businesses that are found to have breached the Franchising Code of Conduct now face potential fines of up to $10 million, as part of continued efforts to stamp out the mistreatment of smaller franchisees by large franchisors.

The Federal Government recently announced that the maximum civil penalty for breaches of certain provisions of the franchising code, including provisions related to the automotive sector, have now increased to $10 million, or three times the benefit gained or 10 per cent of annual turnover, for corporate bodies.

Apprenticeship Subsidy - Extended


The Federal Government have announced an extension to the Boosting Apprenticeship Commencements wage subsidy. This subsidy supports businesses and Group Training Organisations to take on new apprentices and trainees in order to build a pipeline of skilled workers to support sustained economic recovery.
 
Through the wage subsidy, any business or Group Training Organisation that engages an Australian Apprentice between 5 October 2020 and 30 June 2022 may be eligible for a wage subsidy of 50 per cent of wages paid to a new or recommencing apprentice or trainee for a 12-month period from the date of commencement, to a maximum of $7,000 per quarter.

On-farm Emergency Water Infrastructure Rebate Scheme


South Australian primary producers in drought affected areas can now apply for a new funding round of the On-farm Emergency Water Infrastructure Rebate Scheme. Producers from the Tatiara District Council area may be eligible for a rebate of 25 per cent (maximum $25,000 ex GST) for the cost of purchasing and installing new on-farm water infrastructure for livestock and permanent horticulture that:
  • addresses animal welfare needs during periods of drought
  • assists primary producers to be more resilient for future droughts by protecting permanent horticulture assets.
Funding is available for applicants who:
  • have completed eligible water infrastructure activities
  • can provide evidence of their completed activities
  • meet the eligibility criteria outlined in the guidelines.
If you have completed your project, you should submit your application, including provision of supporting evidence. Applications close 30 April. More details can be found here.

Fast Movers SA


Nominations are now open to the Fast Movers SA program, which recognises the fastest growing, most innovative and arguably smartest small to medium enterprises in South Australia.
 
Fast Movers SA eligibility criteria includes:
  • Registered head office in South Australia
  • Min $200,000 turnover per annum in each of the past three financial years
  • Max 50 per cent of revenue derived from sales to any one customer
  • Private or public company which is not government managed or government owned.

Cooperative Research Centres Grants


Cooperative Research Centres Projects Grants provide funding for short-term, industry-led research collaborations that focus on the National Manufacturing Priorities. A small pool of funding will also be available to high quality projects from all industry sectors. Matched funding of between $100,000 and $3 million is available. Grants are for up to 3 years.

Projects must:
  • Develop a product, service or process that will solve problems for industry and deliver real outcomes
  • Benefit SMEs
  • Include education and training activities.

Business Innovation Grants

Naracoorte Lucindale Council


Naracoorte Lucindale Council's latest round of the Business Innovation Grants Program is now open. The program is aimed at helping new and established businesses in our Council area to grow and thrive.

The objective of the program is to fund initiatives that support the development of small businesses through activities such as:
  • Expansion
  • Commercialisation
  • Premise upgrades including expansion (not maintenance projects)
  • Research and development
  • Innovation.
The total pool of the grant program is $20,000 per annum and Council will consider applications for one-off cash grants of up to $10,000 per business with a minimum of 50:50 co-contribution from applicants. Grants will be awarded on a competitive basis and until funding is exhausted.

Applications will close on Friday 22 April. Projects will need to be completed by 30 June 2023. Find out more here

Local Heritage Conservation Grant Fund

Wattle Range Council

The conservation of historic buildings can often be expensive due to the specialised workmanship required and the difficulty sourcing original materials. For this reason, Wattle Range Council has established the Local Heritage Conservation Grant Fund to promote and support the conservation of Local Heritage listed places, objects and areas. Property owners can apply for a contribution towards the cost of retaining, reinforcing or reinstating the heritage significance of these places.

Grants of up to $2,500 are awarded on a dollar-for-dollar basis unless special circumstances apply. Applications for funding can be submitted throughout the financial year, with an anticipated notification time of 6 weeks from the receipt of application.

Cellar Door Sales Supervisor

 

DiGiorgio Family Wines is a family owned winery in the heart of Coonawarra.  They are currently looking for a bright, energetic, self-motivated person with an appreciation of wine to join their dynamic Cellar Door team. 

The position is full time and will involve some weekend and public holiday work but this is negotiable and can be flexible.

This is a hands on role and duties will include conducting tours, tastings and sales with visitors to our cellar door, growing and assisting with management of our mail order data base, managing mail order freight, assisting with events, stock control, staff rostering and training.

The successful applicant will also be able to demonstrate the following;

  • Previous experience in hospitality or cellar door sales roles
  • excellence and efficiency in hosting multiple guests at once
  • sound communication skills and an ability to work as part of a team
  • a high level of personal presentation and pride in the appearance of surroundings
  • passion for and strong knowledge of wine and/or willingness to learn
  • ability to work unsupervised, be self motivated and enthusiastic
  • have stock management skills
  • ability to complete and assist in other administration duties.

A knowledge of Ezy Wine systems, Responsible Service or Alcohol and WSET Level 1 would be preferable however not essential as system training will be provided to the successful applicant.
